STATEMENT OF WORK (SOW)

PROPELLANT SUPPLIER DEVELOPMENT, PERFORMANCE COMPARISON TESTING and FIRST ARTICLE TESTING

FOR THE

PETN BASED EBW RANGE SAFETY FUEL VALVE INITIATOR AND PARACHUTE RISER CUTTER

DODIC KY95 AND JL45

P/Ns 9391465-2 and 9391465-1

NSNs 1377-01-165-5942ES and 1377-01-502-9776ES

1.0 General

1.1 Introduction

The Air Force Cruise Missile System Program Office uses an Exploding Bridgewire (EBW) Range Safety Fuel Valve Initiator (NSN 1377-01-165-5942ES) in all Functional Ground Test Missiles and Flight Test Missiles to initiate fuel shut-off upon termination of the test. In addition, an Exploding Bridgewire (EBW) Drogue Parachute Cutter (NSN 1377-01-502-9776ES) is used on Flight Test Missiles. These two EBW initiators use Superfine Pentaerythritol tetranitrate (PETN) and were manufactured by Hi-Shear Corp. Hi-Shear Corp. was purchased by Chemring Energetic Devices (CED) and all manufacturing capability was transferred to CED in Downers Grove, IL. Part of this transfer was a small amount of the superfine PETN that is insufficient for building initiators for the next required procurement. The current supplier of PETN no longer produces superfine PETN. The purpose of this requirement is to develop a new supply source of Superfine PETN, compare performance of the new material vs the legacy superfine PETN, build and test First Article, and deliver production quantities.

1.2 Scope

Procure all hardware necessary to accomplish comparison studies of legacy Superfine PETN and alternate sources of Superfine PETN to determine suitability of alternate sources for use in EBW devices, accomplish first article testing of both Range Safety Fuel Valve Initiator and Parachute cutter assembly and build and deliver production quantities of each initiator.

3.0 Required Tasks

3.1 Determine Alternative Sources for PETN

Conduct market research to determine viable alternate sources for PETN. Potential sources currently known include the following: Ensign-Bickford, Dyno-Nobel, Canadian Industries, Inc., Eurenco Bofors, Excelitas Technologies, Pantex, and SwRI. Market research may identify other potential sources and should not be limited to those listed. This goal of this effort is to find a suitable alternative to the legacy PETN. Monthly progress reports required through production delivery. (CDRL: DI-MGMT-80227)

3.2 Procure all Hardware

In addition to finding potential sources for PETN, contractor will be required to purchase all parts to build test assets used for characterization/comparison testing, first article testing and production.

3.3 Purchase PETN

Once an alternate source or multiple sources of PETN have been identified, quantities of each material should be procured to use in characterization/comparison testing. (CDRL: DI-MGMT-81978)

3.4 Comparison testing of PETN

It will be critical to be able to characterize the performance of each material selected and to compare performance with the legacy PETN. Since there is limited legacy material available for this comparison testing, care must be taken to adequately characterize viable alternate sources of PETN. A report of the results of this testing is to be provided to the government for evaluation and approval. (CDRL: DI-NDTI-80809B)

3.5 Down-Select Sources of PETN

With all viable options characterized, the best alternatives will then be selected, with concurrence from the government POC, for continuing testing. There may be more than one option available in which case material from each source will be procured for additional testing and production. (CDRL: DI-MGMT-81978)

3.6 Build Design Verification Units

Using production hardware and processes, Design Verification units will be built with each of the selected vendor materials to prove out adequate performance in production ready hardware.

3.7 Test DV Units

The Design Verification units will then be tested and the results will be reported to the government for review and approval. (CDRL: DI-NDTI-80809B)

3.8 Build First Article units

After successfully completing Design Verification testing, first article units will be built using production ready hardware and production facilities and manufacturing planning to prove out production readiness in the CED facility. In addition to FA test units, concurrent with FA build, production quantities will also be produced for both part numbers to meet required deliveries. (CDRL: DI-MGMT-81948)

3.9 Test First Article

First Article units will be tested according to government approved test plan and to specification requirements for combined FA/LAT and CED test plans and the results will be provided to the government for evaluation and acceptance prior to the contractor starting the production units. 4.0 Deliverables

a. Report of comparison testing with selected vendors

b. DV Test results and conclusions

c. First Article/Lot Acceptance Test results and conclusions

d. Production quantities of each part number

4.1 Other

The contractor shall be responsible for disposing of all remaining test samples and any related hardware upon completion of the tests.

5.0 Test Witnessing

Hill AFB CADPAD shall be responsible for monitoring/witnessing all requirements imposed under this SOW to ensure compliance or shall appoint a designated representative. The Hill AFB point of contact (POC) shall be notified of all programmed testing at least 10 working days prior to commencement of the test.

6.0 Data Delivery and Points of Contact (POC)

All reports shall become government property and may be shared with industry. The report shall be submitted on paper along with an electronic copy submitted via WAWF. Documents must be compatible with Microsoft Word for Windows and Microsoft Excel. The reports shall be submitted to:
