I. CONTRACTING ACTIVITY:

United States Air Force
AFLCMC/EBHKA
6033 Elm Lane, Bldg. 1247
Hill AFB, UT 84056-5820
Contracting Officer: Robert E. Hale, Captain, USAF
DSN: 775-3298

PR Number: FD20201450787

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED:

A. Upon approval to use other than full and open competition procedures, the Air Force will issue a new contract to provide for lodging accommodations in support of operations personnel deployed to Military Ocean Terminal Sunny Point (MOTSU) Sunny Point, North Carolina. Operations will be replenishing and re-warehousing the USAF ship MV TSgt John A. Chapman. Accommodations are required as no government quarters are available nor are any hotel or lodging available within a reasonable distance from operations to be performed. Lodging for a reasonable rate will be supplied by Margaret Rudd & Associates, Inc, 210 Country Club Drive, Oak Island NC, 28465. Cage Code is 09LV7. This entity has the only available quarters to house an operations contingent of USAF Active Duty personnel. Market research indicates that no other lodging or accommodations are available in the operations area. It is therefore in the interest of the Government to immediately place on contract the services of Margaret Rudd and Associates Inc.

B. Contract Type and Structure: A contract to procure accommodations utilizing a strategy of Firm Fixed Price, with a ceiling of no greater than $115,000.00 for FY14.

C. Type J&A: Individual

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS:

A. The AFLCMC/EBH division is tasked to reload and re-warehouse the Afloat Prepositioned ship MV Chapman. This ship will berth at MOTSU in the Port of Sunny Point North Carolina. Ongoing operations require crew rest in a crew integrity environment for the active duty USAF personnel performing the operations. No Other accommodations were found to be readily available during the time period specified and within a 30 mile radius.

B. Upon contract, the contractor will provide accommodations near MOTSU for 30 personnel performing duties at the terminal from 28 April 2014 thru 01 July 2014.

C. Total Estimated Cost: $115,000.00 is based on quotes provided by the vendor, indicating lodging for the handling team is available and meets requirements.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION:

10 USC 2304(c) (1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY):

The above authority was selected because this contract will be awarded to meet the lodging requirements for operations personnel. No other vendors in immediate 30 mile area were able to meet the requirement while maintaining crew integrity. This award / acquisition with an estimated cost of $115,000.00 can be made at a fair and reasonable price.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE:

A. Sources sought Synopsis was not posted to FedBizOpps (FBO) due to previous and ongoing market research which reflects no other source is available to meet the requirement at 10 USC 2304(c) (1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy Agency requirements B. Other actions: Market Research indicated that no other source of Lodging is available within a 30-mile radius of the operating location that would provide crew integrity and be available for the entire period without being required to relocate.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE :

The cost of this acquisition will be fair and reasonable. Actions anticipated to ensure reasonableness of the price will be accomplished with analysis and criteria contained in Federal Acquisition Regulation (FAR) under part 12 and 13.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED:

A. IAW FAR Part 10, on site representatives from the Division performed research during a site survey in January 2014 by canvassing all available lodging resources and found no suitable sources. Further research done by the Control Point, were also unable to find resources after Internet and telephonic research. Closest available source was more than 30 miles away, placing an undue burden to personnel involved in operations.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION:

No other resources were able to be located that could meet timing and desirable lodging criteria.

X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITON:

None; see section VI above

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED:
