1.0 Description of Services
1.1 The contractor shall provide technical and analysis support to the SFW Program Office at AFLCMC/EBHGB Hill, AFB UT, for Weapon System Evaluation Program (WSEP) flight testing, surveillance ground/flight testing and technical/configuration management support and other tasking requirements that could arise in the management of the SFW inventory. The contractor shall host Program Management Reviews (PMR)/Technical Interchange Meetings (TIM). Estimate two meetings annually to be hosted at the contractor facility. (DI-ADMN-81250A)
1.2 The purpose of this Performance Work Statement (PWS) is to outline the scope of work to accomplish system support to AFLCMC/EBHGB Hill, AFB UT
2.0 Contractor Requirements
2.1 Flight test support will be provided in response to events as required such as surveillance testing, WSEP, and any other miscellaneous testing to include, pretest predictions, test readiness reviews, test conduct support, teardown testing, data analysis and anomaly investigation/resolution. Contractor will support WSEP testing twice a year and surveillance test in accordance with the SFW surveillance test plan for flight and teardown requirements within the contract period. 2.2 Sensor Fuzed Weapon Surveillance Test Support: The Quality Evaluation Life Cycle Surveillance Program Plan for SFW provides the requirements to inspect, test and teardown of the SFW weapon throughout the life of the weapon system
2.2.1 Contractor shall evaluate surveillance flight testing and conduct teardown testing as required in support of the Quality Evaluation Life Cycle Surveillance Program Plan for SFW. The contractor shall gather and present data to verify present and future safety, performance and aging conditions for the SFW weapon system
2.2.2 Contractor shall work with AFLCMC/EBHGB to provide pre and post flight test support, test range evaluation and pre and post weapon component inspection to access weapon performance and effectiveness. The SFW System Performance Specification SP8562830 is the source of the requirements
2.2.3 Contractor shall provide an analysis of the SFW surveillance testing. Observations from the visual inspection and data from flight testing or contractor conducted teardown testing shall be compiled into a surveillance test report so that performance trends at the system and subsystem level can be assessed. The contractor and SFW program office AFLCMC/EBHGB will review these results and all other sources of data to determine the status of the weapon system. Contractor shall provide a report of the current health of inventory (SFW) with an estimate of the remaining service life based on the compilation of all teardown, surveillance flight testing and performance trend data analysis to date
2.2.4 Technical Support will be provided as required for status and to answer questions from the government
2.2.5 Technical Orders: Support update and maintenance of SFW related Technical Orders
2.2.6 Contractor will provide configuration management support and will maintain the SFW Technical Data Package. All new drawings and revised drawings will be uploaded into NexPrise. When necessary, generate Engineering Change Proposals and Deviations, requests for nomenclature, NSN’s and other configuration related information upon request (i.e. AFLCMC/EBHGB controlled drawings, ECP’s, etc}
2.2.7 Contractor shall provide a Rough Order of Magnitude (ROM) as required, in terms of cost, schedule and available funds remaining prior to proceeding with the execution of a government task
3.0 SERVICE SUMMARY
3.1 All reports must meet industry standards and the requirements of the contract data requirements list. The contractor shall be responsible for delivering all items specified. In addition to the table below, additional reports may be requested as deemed necessary. One paper copy and two electronic media copies of the final report shall be provided to the government. 4.0 GOVERNMENT-FURNISHED PROPERTY
4.1 All units delivered to the contractor for teardown and/or testing are government property. As such, they must be tracked and accounted for IAW established government-contractor practices, including coordination with Defense Contract Management Agency (DCMA) as necessary.
5.0 GENERAL INFORMATION
5.1 Delivery Schedule: Products and services covered under this contract shall be delivered on a schedule jointly defined by the AFLCMC/EBHGB program representative and the contractor.
5.2 Period of Performance: 12 month PoP following date of contract award basic year and five option years
5.2.1 Yearly awards:
5.2.1.1 Not to exceed 12 month period
5.2.1.2 PWS to coincide with 12 month period referring back to basic contract PWS
5.3 Government Inspection and Acceptance of Deliverables: The government program representative will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the contractor will be notified in writing by the government of the specific reasons why the deliverable was rejected. The contractor shall have 30 workdays to correct the rejected deliverable and resubmit to the government for re-inspection. If no comments are provided within 30 calendar days of deliverable receipt, the deliverable will be deemed to have been accepted by the government.

5.4 Travel Requirements: Travel conducted by the contractor shall be included in the contract effort. The contractor shall request government approval for travel.
6.0 SECURITY REQUIREMENTS
6.1 Contractor Access to Air Force Installations: The contractor shall coordinate access to government installation(s) as required by submitting appropriate visit request and/or other site specific requirements.
7.0 QUALITY CONTROL
7.1 Quality Control Program: The contractor shall establish a Quality Control Program to ensure the requirements of this contract are provided as specified.
7.2 Quality Assurance: The government’s Contracting Officer’s Representative (COR) and technical representative for this contract will be identified with the contract award. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance. The government may evaluate each test task as it is completed.
7.2.1 The COR is a representative of the contracting officer and will participate in the administration of this contract. Subsequent to contract award, the identity of the COR will be furnished to the contractor.
7.2.2 The COR or alternate(s) will inform the contract manager in person when discrepancies occur and will request corrective action. The COR or alternate(s) will make a notation of the discrepancy with the date and time the discrepancy was noted and will request the contract manager (or authorized representative) initial the entry.
7.2.3 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not to the COR(s)
7.2.4 The services performed by the contractor shall be subject to review by the Contracting Officer or authorized representative(s) during the period of this contract at all times and places.
8.0 GOVERNMENT OBSERVATIONS AND PARTICIPATION
8.1 Government Observations: Government personnel, other than contracting officers (COs) and COR(s), may from timetotime, with CO coordination, observe contractor operations.
8.2 Government Participation: The government shall be allowed to participate in all aspects of testing at contractor or subcontractor facilities. The contractor shall provide a test schedule no later than 30 days prior to testing and coordinate its activities with the government. (DI-MISC 81382)

10.0 CONTRACTOR MANPOWER REPORTING
10.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Sensor Fuzed Weapon via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
10.2 Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
10.2.1 Reporting Period: Contractors are required to input data by 31 October of each year. However, due to the delayed implementation, input of FY12 data is required by 31 Mar 13.
10.2.2 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
10.2.3 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
