FA8211-15-R-3000 – Pacer Classic III Fastener Kits Draft RFP Questions and Responses 9 Jun 2015

Question
Response
1.
Was the Government’s intent to “Provide complete fastener kits as specified in the Bill of Materials (BOM), located in the Technical Data Package (TDP)” as noted in Section 2.4.1 of the PWS?
PWS paragraph 2.4 states subparagraphs 2.4.1 through 2.4.12 are Contractor required tasks, meaning the contractor shall “Provide complete fastener kits as specified in the Bill of Materials (BOM), located in the Technical Data Package (TDP)”
2.
Would the Government consider making all references to manufacturing limited to the “Assembly of kits”? To demonstrate the capability required to meet the requirements of this solicitation, the Government could consider including a requirement to outline the procurement/source process to include AS9100 REV C certified processes and the processes utilized to maintain Government Qualified Supplier List Distributor (QSLD) status. This would provide certified processes for oversight of sub-contractors and inspection/validation of incoming material prior to kit build.
The Request for Proposal (RFP) was written using a performance based approach for Offerors to propose their solution to comply with RFP requirements.
3.
Any one company likely does not have the required approvals, qualifications and manufacturing capability to manufacture the wide range of part numbers included in Pacer Classic III fastener kits and the solicitation PWS does not seem to necessitate the actual manufacturing of specific parts.

Since the PWS does not seem to necessitate the actual manufacturing of specific parts, would the Government consider changing Section L, Paragraph 6.3.1.2 & Section M, Paragraph 2.2.1.2 to describe the Offeror’s processes in the procurement plan ensure compliance with Section L, Paragraph 6.3.1.2 a-g & Section M 2.2.1.2 a-g?

The Government does not require or anticipate the prime contractor to provide all capabilities in-house to meet RFP requirements. However, to be Technically Acceptable, the offer’s proposal shall demonstrate the ability to obtain all fasteners and meet all RFP requirements, whether self-performed or subcontracted.

PWS Paragraph 2.4.1 states, “Provide complete fastener kits as specified in the Bill of Materials (BOM), located in the Technical Data Package (TDP). Parts and hardware shall comply with the specifications identified in the TDPs attached to the RFP. Source Directed Parts must be manufactured by a qualified/directed source. These parts are documented in Attachment A of the TDPs.”

Sections L.6.3.1 and M.2.2.1 will be revised from, “produce parts compliant...” to “provide parts compliant…”.

4.
Would the Government consider changing all references in Section L, Paragraph 6.3.2 and Section M, Paragraph 2.2.2 to describe the incoming inspection & validation/verification processes required to ensure compliance with referenced drawings and associated specifications? This would allow the offeror to demonstrate the capability and technical ability to provide complete fastener kits utilizing multiple vendors as specified in the Bill of Materials (BOM), located in the Technical Data Package (TDP).
The Government has included the drawing interpretation questions in Subfactor 2 (L.6.3.2, M.2.2.2) to mitigate risks and delays involved with the receipt of nonconforming parts. The demonstration of capability and technical ability to provide complete fastener kits are already defined under Subfactors 1 and 3.
5.
Section L, Paragraph 8.2, pg. 52-53, Recency / Relevancy Contracts for Volume III, requires “Client Authorization Letters” in accordance with RFP Attachment 2 for each referenced past performance contract. Since the past performance response requires a detailed relevancy response for three contracts plus contracts for any team members and is limited to a total of only 10 pages, offeror recommends that the Government exclude Client Authorization Letters from the page count.
Client Authorization Letters will be excluded from the page count in Section L.5.1.
6.
The Draft RFP dated June 1, 2015 does not appear to include any requirement for a transmittal letter. Is a transmittal letter desired or allowed for this proposal? If so, can it be excluded from the page count? Offerors recommendation is to add the “transmittal letter” to the list of items not included in the page count in section L, Paragraph 5.2, Page Limitations.
Section L does not require, nor does Section M have evaluation criteria for a transmittal letter. It is the offeror’s decision to include one. The transmittal letter was added to the list of items excluded from the page count in Section L.5.2.
7.
The Past/Present Performance Questionnaire (PPQ) in Section L, Attachment 1 includes evaluation questions with numerous references to manufacturing activities that are not applicable to this procurement. Examples include interpreting T2: 2-D drawings and T3: implementing current quality processes and standard practices for parts manufacturing. Offeror recommends that the Government delete all manufacturing-related technical criteria (T-2, T-3,T-4 & T-5) from the PPQ and substitute more relevant criteria as needed.
The potential exists that an offeror may manufacture one or more fasteners in addition to source directed parts. The PPQ includes Not Applicable (N/A) as a potential response. If the PPQ includes responses with N/A, it will not preclude an offeror from being rated “Acceptable” for Past Performance. The Government will evaluate all available Past Performance information to determine the offeror’s rating of “Acceptable” or “Unacceptable” in the overall evaluation of Past Performance.
8.
The draft Bill of Material (BOM) released 29 May 2015 contains both a reference part number and Item Stock Number (NSN). Please confirm that the NSN is the primary part number designator.
Offerors are recommended to use the part number since NSNs have been removed from databases in the past.
