Question #1: Para. 2.1.1: Air conditioner shall be capable of “supplying air”. Does this mean that the PAC will be required to maintain the temperature of the conditioned space inside a trailer within the temperature range or is it necessary to provide the PAC with an ability to vary the air temperature leaving the PAC as implied by the term “supply air”?

Answer: The PAC unit will be capable of monitoring its own temperature output. It is not required to monitor the internal temperature of a trailer.

Question #2 Is the PAC unit required to add humidity to the conditioned air stream?

Answer: No.

Question #3: What are sufficient quantities required?

Answer: We anticipate this will vary by proposal and that each contractor needs to assure that they provide a sufficient number of adapters.

Question #4: Document is missing page 2 (CONTENTS UNKNOWN) and page 5 (ITEM NO. 0004). No CLIN 0004 description is provided yet it is referenced on page 18 of SF1449.

Question #5: Is 240 day schedule being dictated?

Answer: Maximum period of performance is 18 months. See updated solicitation.

Question #6: SOO states 1 year warranty but CLIN 0001 states a 2 year warranty is required. Which is correct?

Answer: Refer to updated SOO uploaded to FBO 28 Jan 2015

Question #7: Evaluation criteria states evaluation based on 1 (Technical), 2 (Past Performance) and 3 (Price). There is no request or format for either a Technical Proposal or Past Performance submittal. Can you provide the instructions for submitting these components as part of the response to the RFP?

Answer: Contractor’s format is acceptable. Be sure to certify or address all requirements in the SOO and drawing.

Question #8: There are no CDRLs related to a Provisioning Parts List (PPL) or SDFP (drawings). Depending on what the TMCR requires in terms of manuals – in particular an IPB. Will this be defined?

Answer: No. See the Product Drawings/Models and Associated Lists Worksheet in CDRL A013

Question #9: Document X201302872, sheet 7 of 14, Paragraph 3.4.3.3 Shall be capable of being towed on primary roads at a minimum of 55 mph. What is the maximum tow mph?

Answer: The trailer needs to be able to be pulled at any speed from 0 mph to at least 55 mph as a threshold. Higher tow speeds are acceptable without any upper limit.

Question #10: UID markings required for all deliverable over $5000. Is separate UID marking required on components used if they are also over $5000.00? Also required to flow down DFAR clauses to subs, Do they have to UID mark all components more than $5000?

Answer: Separate UID markings are required on components if they are over $5,000. Yes DFAR requirements flow down to subcontractors, and they are required to mark the components over $5000.

Question #11: Request for Proposal states: “’Special tools’ None”—Please verify

Answer: There is no known special tooling required to produce or maintain PAC units. If special tooling will be required by your proposed technical approach, you need to let the Government know and provide separate pricing IAW CLIN 0002.

Question #12: Difficult to assess pricing for travel (CLIN 0003) with all CDRL/Unknown training sites, meetings, etc. Please comment.

Answer: The government has changed CLIN 0003 to cost reimbursable. The Government is willing to consider VTC or even telephonic communication for any meetings. There are no known travel requirements at this time. All travel must be approved by the Government.

Question #13: Is extended warranty for 5 years after expiry of 2 or 1 year warranty? (1 or 2 year warranty also needs clarified)

Answer: The warranty will be five years from date of exercising the optional extended warranty. See also answer to question #7.

Question #14: Page 7 0f 28 DFAR 252.211-7003, There is no (b), jumps from (a) to (c)

Answer: That is the way it is included in the contract writing system. For the full text refer to the DFARs clause.

Question #15: Also no (d) and (e), but references in (f) to include in WAWF

Answer: That is the way it is included in the contract writing system. For the full text refer to the DFARs clause

Question #16: Contractor is to fill-in all Reps and Certs, starting on page 16 of 28?

Answer: Yes.

Question #17: Page 28 of 28 FAR 52.212-2 (a) lists evaluation criteria which is inconsistent with--SOO page 1 that says "...lowest price technically acceptable.".

Answer: The correct term is “Lowest Priced Offeror that meets the technical specifications called out in the RFP IAW 52.212-3”
