STATEMENT OF OBJECTIVES

FOR:

Portable Air Conditioner

DATE: 12 December 2014

Program Objectives This Statement of Objectives (SOO) is for the acquisition of a new Portable Air Conditioner.

The objective of the Portable Air Conditioner (PAC) procurement is to acquire an updated PAC. An environmentally compliant commercially available PAC is sought to replace previous specifically configured equipment. The commercial item provided shall require only minimal development or modification, to interface with Government Transportation and Handling (T&H) trailers and sites specified in the preliminary Vendor Item Control Drawing (VICD) #201302872 The Key Performance Parameters / Key System Attributes (KPPs/KSAs) for this effort are as follows:

KPP#1: The PAC shall run no less than 72 hours on a single tank of diesel fuel KPP#2: The PAC shall dehumidify to 57°F dew point, maintain the internal temperatures of the T&H trailers between 60°F and 100°F, and vent air, with environmentally-compliant refrigerant. These requirements must be met while operating in an outdoor environment with external temperatures between -40 °F and 120 °F and must while under those external temperatures.

KPP#3: The PAC shall have no less than a Mean Time Between Failure (MTBF) of 15,000 hours and be field repairable/maintainable with common parts and any tooling delivered with the product KSA#1: The PAC shall be free of obsolete parts and components. The Contractor shall provide a one-year warranty for all parts and components.

KSA #2: The PAC shall be supportable, for an expected life cycle of at least 20 years. The unit should have commercial availability of spare parts, low failure rates, and ease of maintenance through modular design and/or accessible assemblies.

Contract Objectives The objective of the PAC contract is to establish the lowest price technically acceptable solution that meets at least the requirements in preliminary VICD # 201302872. The Contractor shall propose testing, reviews, provisioning, technical data including commercial drawings, and/or training.

PAC Program Objectives The Contractor shall perform the following program tasks, as directed by the Procurement Contracting Officer (PCO) Produce PAC hardware: The Contractor shall deliver PACs, with associated transportation and storage protection hardware, which meet the requirements of VICD X201302872 and the Government item detail specification. Quantities shall be defined in the negotiated Contract Line Item Number (CLIN) structure. Thresholds of KPPs and KSAs must be met.

PAC Supporting Documentation/Analysis The Contractor shall guarantee in writing that parts and potential repairable components are not obsolete upon delivery and shall provide a one year warranty as a minimum. The Contractor should disclose any known causes or risks of future parts or equipment obsolescence. The guarantees shall be provided with the delivered end item Final Certification/Data Report In accordance with (IAW) CDRL A019, DI-MISC-80678, Certification/Data Report.

The Contractor shall provide Level 3 Technical drawings IAW CDRL A013, DI-SESS-81000E, Product Drawings/Models and Associated Lists, shall reflect the approved, tested, and accepted configuration of the defined delivered item. The drawings must be marked with part #s and the Original Equipment Manufacturer (OEM).

The Contractor shall submit an Illustrated Parts Breakout (IPB) drawing, detailed commercial drawings, diagrams, specs, repair and service manual(s), and recommended revisions or impacts to Government technical data, in sufficient detail to become Technical Orders (T.O.s), IAW with CDRL A023, Air Force Technical Manual Contract Requirements (TMR), TMCR 86-01. The Government will evaluate technical data deliverables, specified on the TMCR 86-01, to determine acceptability. The Government reserves the right to reject supplied data at any time.

The Contractor shall provide contractor development and source data, to include test performance data, industry or Government certifications, design qualification data and history, and any additional information that will assist the Government in determining suitability and compliance with control Vendor Item Drawing X201302872. For any area of previous design qualification, provided but not accepted by the Government, the Contractor shall include recertification testing IAW Para 3.4 below.

The Contractor shall provide a quality plan IAW CDRL A006, DI-QCIC-81794, Quality Assurance Program Plan.

Interfaces The Contractor shall ensure PAC ducting will successfully integrate with T&H equipment (trailers) and existing structures (site power). The Contractor shall develop sufficient interface adapters and provide a sufficient quantity of adapters for each PAC. Any travel required for the interface checks should be arranged with the Government beforehand and documented for invoicing.

Testing The Government will review the PAC design prior to acceptance. Any element of the PAC design or manufacture that the Government does not approve shall be tested or re-tested to gain Government approval. Additionally, the Contractor shall provide evidence of completing other mandatory testing as defined in 3.4.1 to 3.4.3. These tests will be further defined, IAW CDRL A010, DI-NDTI-81284, Test and Evaluation Program Plan (TEPP).

The Contractor shall provide a proposed integrated test strategy IAW CDRL A007, DI-NDTI-80566A, Test Plans; A008, DI-NDTI-80603, Test Procedures, as an attachment or section in the TEPP, CDRL A010, DI-NDTI-81284. The TEPP shall include a summary matrix depicting the requirements to be validated and the proposed test method(s).

Qualification testing – The Contractor should provide or at least start with a technologically mature, qualified design, before modifying to interface with Government equipment or to meet the Government detail specification. Verification of qualification shall be provided in the form of a previous completed qualification test report which will substantiate compliance with control Vendor Item Drawing X201302872, IAW CDRL A007, Test Plan, DI-NDTI-80566A; A008, Test Procedures, DI-NDTI-80603A; A009, Test/Inspection Report, DI-NDTI-80809B.

Any modifications to the original, qualified design must be tested. If the original design never went through qualification, the Contractor shall disclose the fact to the Government.

At a minimum, the PAC interface adapters will require validation. A Test Inspection Report (Delta Qualification Test Report (QTR) shall be generated which will include all data compiled through qualification IAW CDRL A009, DI-NDTI-80809B, Test/Inspection Report, and delivered to the Government.

If not included in other qualification testing, the Contractor shall also provide results and procedures of current or former Electromagnetic Interference (EMI) testing IAW CDRL A011, Electromagnetic Interference Test Procedures (EMITP) and A012, Electromagnetic Interference Test Report (EMITR) that cover at least the EMI test requirements called out in MIL-STD-461E.

Development testing – The Contractor shall provide previous development testing results, as described in 3.2.4, IAW CDRL A007, Test Plan, DI-NDTI-80566A; A008, Test Procedures, DI-NDTI-80603A; A009, Test/Inspection Report, DI-NDTI-80809B.

Acceptance testing – The Contractor shall write acceptance test plans and submit to the Government for approval. The Contractor shall conduct the testing with Government oversight and only after approval of the Contractor’s proposed test plan, IAW CDRL A007, Test Plan, DI-NDTI-80566A; A008, Test Procedures, DI-NDTI-80603A; A009, Test/Inspection Report, DI-NDTI-80809B.

General Support Objectives Data Expectation and Handling Supplies provided by this contract require continued sustainment that is mandated by Federal law (10 U.S.C. 2281, 42 U.S.C. 14712). Accordingly, the Government has determined that data items are delivered with specific minimum rights including Government use. Data should therefore not be marked as proprietary, except as approved by the Government.

Material Restrictions Changes to PAC external interfaces are not authorized and will not be accepted by the government.

Class I and Class II Ozone Depleting Substances (ODS) are banned materials and should not be used in the design of this system, especially for refrigerant. IAW DFAR Subpart 223.73, use of chromium in the design is prohibited.

Commercial/common tooling is preferred to ensure maintainability of the PAC. Unique/Specialized tooling may have been developed for the COTS item. If specialized tooling is required to maintain the PAC, the Contractor shall provide as many as 6 sets of tooling for maintenance.

Hazardous material uses will be evaluated IAW CDRL A015, Safety Assessment Report, DI-SAFT-80102B.

Unique Identification The Contractor shall ensure a sequential unique identification convention for each produced PAC IAW CDRL A017, Item Unique Identification (IUID) Marking Plan, DI-MGMT-81803 and CDRL A018, IUID Marking Activity, Validation and Verification Report, DI-MGMT-81804.

Technical Data Validation The Contractor shall support all government technical data validation, check out, and acceptance activity. Support shall include, but is not limited to, technical resolution of government findings, to include technical data updates if required, Outside Test Organization (OTO) testing, and any identified deficiencies noted by the government during acceptance. All deficiency reports shall be closed prior contract termination.

Training Material The Contractor shall prepare training media focused on the operation, servicing, field maintenance, and depot maintenance of the delivered system and be provided IAW CDRL A020, Training Material, DI-ILSS-80872. The Contractor shall provide training and certification on the system to no more than 50 people specified by the Government. The contractor will then provide 1 year of training support following the last identified individual being certified for any clarification of field maintenance or operation.

Parts Management The Contractor shall perform cataloguing, identifying parts numbers and anticipated usage rates and reliability of parts.

The Contractor shall provide a Proposed Spare Parts List IAW CDRL A021, DI-ILSS-80134A. The recommended spare parts list and supporting logistics data should consist of recommended Source Maintenance and Recoverability (SMR) codes, price, spare quantities, OEM, and any other supplemental data for stock-listing purposes IAW CDRL A022, DI-SESS-81759A, Logistics Product Data Summaries. The spare parts shall be recommended based on failure test data.

The Contractor shall identify new common support equipment, peculiar support equipment, or test equipment and submit Support Equipment Requirements Documents (SERD) for government approval in accordance with CDRL A022, DI-SESS-81759A, Logistics Product Data Summaries.

Initial Spares: The Contractor shall provide spare parts to support Developmental test, Operational Test and Evaluation, Qualification Test & Evaluation, and one year of operation. The Contractor shall ensure that initial spares will be identified for the base level and communicate a future spares objective for the inventory manager.

General Program Support Objectives Master Schedule The Contractor shall complete an Integrated Master Schedule IAW CDRL A001, DI-MGMT-81861T Integrated Program Management Report. The schedule shall provide planning dates for CDRL deliverables, program reviews, and event and delivery.

System Safety The Contractor shall furnish a System Safety Program Plan (SSPP) IAW CDRL A014, DI-SAFT-81626 and a Safety Assessment Report IAW CDRL A015, DI-SAFT-80102B and an Accident/Incident Report IAW CDRL A016, DI-SAFT-81563 if applicable. The Government will assess system safety and reports IAW MIL STD 882E, Task 301.

Data Management The Contractor shall maintain a Data Accession List (DAL) of all data items, including non CDRLs, generated on the contract. Data items to include, but not be limited to: unique tooling documents. The Contractor shall provide or make available data items, IAW CDRL A024, Data Accession List, DI-MGMT-81453A, upon request and shall establish the use of a mutually agreed upon digital delivery system (e.g. electronic mail, direct electronic access) to minimize program hard copy documentation. The Contractor shall use the digital delivery system to generate record, disclose, and deliver technical data over the life of the contract. The Contractor shall retain a copy of all generated media on the DAL for future or archive.

Statement of Work The Contractor shall provide a detailed Contractor Statement of Work (CSOW) IAW CDRL A005, DI-MGMT-81606. The CSOW shall address each SOO statement and define the work required to meet the intent of the SOO.

Technical and Managerial Interchanges Engineering Meetings The Contractor shall support engineering meetings, Discrepancy Report (DR) screening boards, Engineering Review Boards (ERBs), working group meetings, and Integrated Product Team (IPT) meetings with the Government and associated contractors as requested. For formal meetings requested by the Contractor, the Contractor shall submit an agenda, briefing information and minutes of this meetings IAW CDRLs A002, Conference Agenda (Meeting Agenda), DI-ADMN-81249A ; A003, Briefing Material, DI-MGMT-81605 and A004, Record of Meeting/Minutes Report, DI-ADMN-81505.
