Question and Answers OBOGS A-Kits

1. Is there a schedule or plan by year for the remaining quantity beyond the initial 64?

- There is no schedule on the remaining qty after the initial 64. The intent is to issue a task order if and when there is funding available for additional OBOGS kits.

2. Page 3 of 27 references a minimum order of 64 units however FAR 52.216-19 states a minimum order of "quantity of 1"

- The minimum order guarantee will be 64 units for the entire IDIQ contract which will be placed with the first task order. The minimum order under FAR52.216-19 is the minimum order (1 ea) we will place under each additional task order.

3. There is no Best Estimated Quantity (BEQ) identified in the solicitation for evaluation purposes. Does the Government intend to identify a BEQ? - There is not a BEQ for additional orders for OBOGS kits beyond the minimum order guarantee of 64 kits.

4. Section M, Factor 2 - Price Proposal states "Cost/Price Evaluation: The offeror's cost/price proposal, Section B, will be evaluated for award purposes by adding the total price for the basic requirements (basic award)". Can you explain what that means? Is that referring to a quantity of 64 as that is the minimum and first order?

- This section needs to be clarified. The intent is to obtain a total evaluated price for the total possible quantity (228).

5. There is only one CLIN in the solicitation but the ordering period spans 5 years. Will a CLIN per year be accommodated to account for unit pricing fluctuation by year?

- Yes, this was an oversight and an RFP amendment will be forthcoming which includes CLINs for each of the 5 year ordering period.

Additionally we will extend the RFP out until 31 July, which is the longest we can extend this RFP in order to allow sufficient time for evaluations and award prior to end of the fiscal year.
