Questions and Answer (Q&A) 3 Aug 2023
Q1. Is this a follow on contract and if yes, what is the current contract number and award price?
A1. Yes, this is a follow on contract for current contract FA8201-18-P-0062, $90,000.
Q2. Is there a volunteer rendering service at the chapel for the Airmen Ministry Coordinator Services?
A2. No.
Q3. Is this contract covered by Service Contract Labor Standards (SCLS) and what occupational code is used?
A3. Yes, the SCLS is applicable, the wage determination WD 2015-5483 Rev 20 is attached to the solicitation, and offer will identify the occupational code(s) used to perform the service. If the work to be performed is not performed by any of the classifications listed in the wage determination, the contractor shall initiate a SF1444 Request for Authorization of Additional Classification and Wage Rage conformance request to the Department of Labor Wage and Hour Division. When preparing a conformance request the Service Contract Act Directory of Occupations should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Job titles vary and it is not the job title but the required task that determine whether a class is included in an established wage determination.
FAR 52.222-42 Statement of Equivalent Rates for Federal Hires, the Employee Class is GS-0301-09, $27 hourly wages and in accordance with the clause is for information only, it is not a wage determination.
52.222-43 Fair Labor Standards Act and SCLS-Price Adjustment (Multiple Year and Option Contracts) is applicable.

A4. Depends on the contractor’s solution to perform the service.
Q5. How many full time equivalent (FTEs) are required to perform the service?
A5. Depends on the contractor’s solution to perform the service.
Q6. For PWS paragraph 1.3.3, does the Airmen Ministry Coordinator need to be a part of and attend the retreat?
A6. Yes
Q7. For PWS paragraph 1.3.3, how many days in a year does the retreat(s) occur and what is the location?
A7. Typically 4 days over a long weekend, within a 350 mile radius of Hill AFB Utah.
Q8. How are the costs of the retreat(s) covered?
A8. The costs of the retreats are funded with a combination of non-appropriated funds and participant fees.
Q9. For PWS paragraph 1.3.13, who provides the labor and transportation?
A9. The Airmen Ministry Coordinator also serves as the Young Adult Ministry Leader. The contractor provides all labor and transportation required for performance. There is not a separate performance work statement or separate list of duties for the Young Adult Ministry Leader.
Q10. For PWS paragraph 1.7.1 require a total of 9 years experience?
A10. No, the required experience can be concurrent, during the same 5 year timeframe.
Q11. For PWS paragraph 1.7.4, does the Airmen Ministry Coordinator deal with children and who covers the cost of the background check?
A11. The Airmen Ministry Coordinator potentially deals with children and is required to complete a background check/investigation that is paid for by the contractor.

A13. Contractor format used to input prices is acceptable. For example, a separate price sheet, input on the solicitation, or a different document is acceptable to use to input the prices.
Q14. When does a written notice of award or acceptance of an offer become a binding contract?
A14. Reference combo synopsis / solicitation provision 52.212-2 (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
