Sports Officials BPA Solicitation # FA8201-22-R-2392 Questions and Answers

1. Count for the number of games each night for the respective sport

0. Number games a night for each sports

0. Flag Football

0. Softball …

0. Which night will each sport be played?

Depending on the number of age groups and team that can play a game per night at the same location (i.e. soccer and flag football), Youth Programs would hold no more than 4 officiated games a night.

Youth Programs doesn’t offer softball at the moment. If this refers to baseball, we’d hold no more than 2 officiated games a night.

Youth Programs plans on scheduling games Monday through Friday depending on the number of teams, minus Federal holidays and family days.

Intramural number of games a night will depend on the number of teams we have sign up. However, we historically play M-Thur and it could be 2 or 3 per night.

1. Are all competitions played at the Warrior Fitness Center? Indoor and outdoor sports? Is the facility located on base?

1. If on base what documentation is need to enter the base?

All Youth Programs games are played on base, either at the youth center gym (bldg. 883), at the baseball field near the Warrior Fitness Center, or at Centennial Park.

That is correct we have two basketball courts for Basketball/Volleyball for indoor and Softball/Football/Soccer are played on fields adjacent to the Warrior Facility.

Each official will turn in a request for access for a background check. Normally done with the following information: DOB, DL State and DL Number.

1. Are military personnel aloud to officiate?

Qualified/certified military or civilian officials’ persons are allowed to officiate youth games.

Yes, as long as they are not officiating against their own squadron.

1. Are Non-military players aloud?

Youth sports participants that are military dependents, dependents of base civilian employees, dependents of retired military members, and are eligible to use on-base services are allowed to participate.

If the question concerns play, then yes as long as they are DoD employees or dependents of Mil or DoD employee.

1. Will security be accessible if needed?

Security forces are always accessible.

Yes, SFS is on Speed dial if need be.

1. Could you clarify when a game is cancelled and the notification of the head official

5. If Head Official not notified by the notification time (0600-weekdays) and 1400(weekends) will payment for 1 game per site be made?

1. One (1) set of officials will be paid for one (1) contest if cancellation is made after their arrival at the game site. When field/area weather conditions warrant, the first set of officials shall cancel all scheduled game for that sport, on that night, and notify all other officials, scorekeepers and Youth/Fitness Center staff. The government will only be responsible to pay for one (1) canceled game per event site, per day.

6. Is this stating there is a possibility of multiple physical games sites? What constitutes game sites, the number of facilities or the number of playing areas/fields? Ie if there are two(2) outdoor fields at one site then all officials on each field will be paid for 1 canceled game?

For Softball there are 2 fields adjacent to each other. Yes, each fields officials would be paid in the case of a cancelation.

1. For clarification, what CLIN would be considered the starting point, and which CLIN would be considered the ending? Would the contract/ seasons start in January 2023 (CLINS 0011 & 0012) and go until February 2024 (CLIN 0003).

0. If the first season was meant to be in September 2022, is there a new number of games to be played?

Youth Programs first season requiring officials will be Youth Basketball with games starting mid-January for approximately 8 weeks.

Our number of games for Intramurals will be based upon when the contract is let, and which season is happening at that time. I'm hoping either football or basketball.

1. Are games to be played simultaneously or is each event to be played 1 at a time?

Youth Programs games may take place simultaneously. We won’t know for sure until season registration ends and teams have been built.

The number of games for intramurals will depend on how many teams sign up. Typically, we play on 2 fields for softball, 2 courts for basketball and volleyball with 3 games per night M-Th. Again, the amount of games played for each season are base on the number of teams signing up to play. Not more than the estimated numbers.

1. Will referees only be scheduled for events during the Youth Center Normal hours?

Youth Programs games will take place weekdays in the evenings, with games at 5:30 pm and 6:30 pm (possibly 7:30 pm).

1. Will CAC cards be issued to referees?

Referees will receive passes after clearing a background check.

3. If so, is there a limit to the assigned numbers of CAC cards that would be issued?

The number of passes will depend on the need to cover the mission. As long as they are associated with the Intramural sports program and have a reason to be on base the should be good to go.
