1.0 DESCRIPTION OF SERVICES

1.1 BASIC SERVICES: The primary function of the Test Examiner position entails providing verification and administration of tests and constant supervision of student exams in order to prevent any test compromise. Test Examiner is responsible for operating the base test center. Test examiner must be thoroughly familiarized with signing all official documents and correspondence pertinent to the operation of the Defense Activity for Non-Traditional Education Support

(DANTES) Examinations Program. The test examiner is responsible for:

- Ordering examinations,

- Receiving examinations,

- Inventorying examinations,

- Administering examinations,

- Safeguarding examinations,

- Returning examinations,

- Reporting suspected test losses and compromises,

- Performing operational/administrative duties and actions, and

- Maintaining a supply of necessary support materials such as forms, pamphlets, and booklets.

In addition, no more than one customer complaint per month received either orally, written or by student survey.

1.2 TESTS AND TEST EXAMINER RESPONSIBILITIES: The tests listed below are provided in various or single sessions. It is important that the Test Examiner know and follow every requirement per test and be able to handle more than one test being taken during the same session.

Tests can and shall be administered during the same session with the exception of the American

College Testing (ACT). Tests shall include the administration of college level examinations, college entrance examinations, various aptitude examinations such as the Kuder Preference, Strong

Campbell Interest Inventory, Certification exams which include the Aptitude, College Level

Examination Program (CLEP), and Professional Military Education (PME) examines. The experience shall also include various random tests such as final examinations, reading achievement examination, foreign language testing, etc. In addition, test examiner is required to submit monthly report of inventory tests on hand to Education Services Officer (ESO), and submits report quarterly to DANTES. Below is a description of the most common tests proctored.

a. Test Examiner MUST thoroughly understand procedures for administration of DANTES

Examinations. *Note: Prior to proctoring DANTES tests the examiner SHALL complete training and successfully pass the “Examination for DANTES Testing Personnel.” This must be accomplished within 5 days of hire and before any DANTES tests can be administer.

Procedures entail: Ensure students is provided appropriate test and allowable materials.

Brief and counsel students to determine if they are properly prepared or if any further verification and instruction is needed. Verify college codes. Complete forms, as necessary, and fill out detailed reports relating to procedures and results. Have knowledge of testing prices and accurately follow billing procedures. Accurately retrieve information pertaining to tests in the DEPH handbook or the DANTES website. Properly prepare mailing of tests to corresponding facilities.

b. Understand procedures for administration of CLEP examinations. Use the Air Force Automated

Education Management System (AFAEMS) to determine which tests are to be proctored to students.

Procedures entail: Ensure students are provided appropriate test and allowable materials.

Brief and counsel students to determine if they are properly prepared or if any further verification and instruction is needed. Verify college codes. Complete forms, as necessary, and fill out detailed reports relating to procedures and results. Have knowledge of testing prices and accurately follow billing procedures. Properly prepare mailing of tests to corresponding facilities. English CLEPs with essays will require some to be administered on selected national testing dates.

c. Understand procedures for administration of military and civilian electronic testing. Use Course

Development and Student Administration/Registrar System (CDSAR) or Air University Student

Information System (AUSIS) to verify the students’ enrollment information through secured government computers. Electronic testing will consists of Defense Language Proficiency Test

(DLPT) and Career Development Courses (CDCs), additional information on DLPT in paragraph f.

Procedures entail: Build student lists and locate correct tests to be proctored. Batch students test files daily, to the Air Force Institute for Advanced Distributed Learning

(AFIADL) site. Upload files connected to the internet. Determine if student has ordered appropriate tests. Up to fifteen computers will be logged-into during one test session.

Track time for student’s tests, and brief each student before they enter or start testing in the classroom. Upon completion of test the score will be automatic generated and printed.

Provide student with electronic score report and schedule students for additional tests as necessary in electronic system on AFAEMS. Track how many and which tests were proctored per session by either paper tests or electronic testing. There will be a small portion of paper tests until the Air Force has all tests electronic. Provide monthly reports to Education Services Officer based on results.

d. Understand procedures for administration of the Air Force Reading Abilities Test (AFRAT).

Shall verify need for exam ensuring written correspondence is available for each student requesting the AFRAT.

Procedures entail: Explain procedure to student, including filling out various forms.

Time each section and score before sending them to counselors in education department.

e. Understand procedures for administration of the American College Testing (ACT).

Procedures entail: Have registration filled out prior to testing date, give test according to specific instructions. Provide each student with test specific detailed instructions and time student accurately. Complete final test reports. Properly prepare tests for certified mailing to corresponding facilities. *Note: Tests are proctored nationally on specific days and must not deviate.

f. Understand procedures for administration of the Defense Language Proficiency Test (DLPT).

Procedures entail: Using secured Air Force computers, call up system and verify tests on the computer prior to students testing. Provide briefing on each section by reading and listening as part of the test. Register students. Retrieve and print reports. Have knowledge of common computer system errors and error procedures. *NOTE: Every test examiner

MUST complete training, computerized test, be certified, and receive 100% to be able to administer DLPT tests. This must be accomplished within 5 days of hire and before any

DLPT can be administer.

g. Understand procedures for administration of University Tests both paper and electronic.

Procedures entail: Receive and give specific detailed instructions per college or university. All tests are timed. Fill out and return forms as requested. Log in, verify receipt of, and retain in safe until taken. Fax, scan, or mail tests back as requested by each specific institution.

1.3 WAIVER/DEGREE REQUIREMENT: In accordance with DANTES standards, (DANTES

Examination Program Handbook-DEPH, Dated: 1 January 2013, page 1-17, item 2) states: “Have a baccalaureate degree from an accredited college recognized by the U.S. Department of

Education. Provide documentation of bachelor’s degree (e.g. copy of the diploma or transcript with name of issuing institution) to DANTES Code 20-C2, with command nomination letter”. As of May 1, 2008, no waiver of the Bachelor in Science in Business Administration/Bachelor in

Science degree requirement will be granted for new appointees. Appointees with approved degree waivers prior to May 1, 2008 may remain in their positions under circumstances described below under "EXCEPTION"; however, DANTES strongly recommends they complete a baccalaureate degree. A baccalaureate degree for both government and contract Test Examiners is a requirement, but can be waived for those with approved degree waivers received prior to May 1, 2008.

Examiners appointed after April 30, 2008 shall not be granted a waiver to the requirement.

DANTES is the final approving authority for Test Control Officer (TCO)/Alternate Test Control

Officer (ATCO)/Interim Test Control Officer (ITCO) appointments. Nominations must be endorsed and submitted, with a diploma or transcript, via the appropriate major command or headquarter to DANTES Code 30C using the new Sample TCO/ATCO Nomination Request

Letter.

EXCEPTION: As determined by DANTES, any appointees with an approved waiver with no break from one contract award to another will be grandfathered for the waiver. (Example: If one contract ends on day 31 March then the next contract must start on 1 April - no exceptions. If the contract starts on 2 April then the appointee must meet new degree requirement). If the appointee has one day between two separate contacts the appointee must meet the degree requirement. This is the only exception to this policy.

1.4 EXPERIENCE: Test Examiner shall have prior knowledge and experience in the administration of a similar center (detail of tests administered most frequently can be found in section: 1.2, a-i). Experience shall include the administration of college level examinations, college entrance examinations, various aptitude examinations such as the Kuder Preference, Strong

Campbell Interest Inventory, Certification exams, Federal Communications Commission (FCC), Emergency Medical Technician (EMT), Defense Language Aptitude Battery Test (DLAB), Armed

Forces Classification Test College (AFCT), Level Examination Program (CLEP), Excelsior

College Examines, and Professional Military Education (PME), Career Development Courses

(CDC) from the Air Force Institute for Advanced Distributed Learning (AFIADL) by either paper tests or electronic testing, Defense Learning Proficiency Tests (DLPT) for foreign language and various random tests such as final examinations, typing tests, and reading achievement examination, etc. are subject for proctoring (testing).

1.5 PRIOR TO THE APPOINTMENT: Test Examiner is required to take and pass the DANTES

Examination for Test Examiners. If contract is continuous from previous year, this will not be required. No exception.

1.5.1 PERSONNEL TRAINING: DANTES provides access to the web-based training program for prospective DANTES Testing Personnel, responsible for administering DANTES-sponsored paper-based exams. The cognizant military command is responsible for providing training on policies and procedures related to the local testing program operations, including military and

Service specific exams.

Requirements entail:

- All new testing personnel or those who have not served as a DANTES TCO, ATCO, or

ITCO within the last 2 years must view the video or CD-ROM Test Security is Your

Responsibility and must successfully complete the Web-based Test Control Officer (TCO) for Academic Testing Course and Exam.

- Previous experience in a similar military capacity does not substitute for this requirement.

- Currently appointed TCOs, ATCOs, or Test Examiners may request through their Major

Command Web-base refresher training (TCO for Academic Testing Course with the final exam). The Major Command must forward the request to exams@navy.mil.

1.6 SPECIAL REQUIREMENTS: The test examiners schedule will be agreed upon between contracting and the contractor with coordination of the ESO and per AFI 36-2649, chapter 5. A unit/session of service will be a test unit/session (up to four (4) hours for each test unit/session) with a minimum guaranteed of twelve (12) hours per week – Tuesday, 0800 & 1300, and

Wednesday, 0800 & 1300.

1.7 INVOICE: The contractor will submit an invoice for payment through the Wide Area

Workflow (WAWF) at the end of each month. Resource advisor will verify submitted costs. This position may require test examiner to proctor an on-call by the ESO only as needed basis. At times, the contractor may be required to stay until all required paperwork is accomplished to ensure students are guaranteed the completion of the examination. The contractor shall maintain a complete record of all services/duties performed.

3.0 PERFORMANCE REQUIREMENTS AND METHOD OF SURVEILLANCE.

3.1 CUSTOMER SERVICE SURVEY (ATTACHMENT 1):

3.1.1 The purpose of the Customer Service Survey is document contractor’s performance through documented surveys. Documented surveys will support if contractor’s performance is in question or does not meet the PWS requirements in the contract.

3.1.2 The contractor is responsible for implementing and delivering performance that meets the

PWS plan. The PWS provides the structure for the government’s surveillance of the contractor’s performance to assure that it meets the PWS requirements. It is the government’s responsibility to be objective, fair and consistent in evaluating contractor performance.

3.1.3 The customer service survey is intended to facilitate open communication. In addition, the customer service survey is flexibility to allow for an increase or decrease in the level of surveillance necessary based on contractors performance and should recognize unforeseen or uncontrollable circumstances that might occur outside the control of the contractor.

3.2 PERFORMANCE RATING DEFINITIONS:

In evaluating the quality of contractor’s performance, the following performance ratings may be used when evaluating using the Contractor Performance Rating Report.

Criteria

Excellent / Outstanding

Performance meets contractual requirements and exceeds many to the government’s benefits. The contractual performance of the element or sub-element being assessed was accomplished with no problems and contractor actions were highly effective.

Very Good Performance meets contractual requirements and exceeds some to the government benefits. The contractual performance was accomplished with few minor problems for which corrective actions taken by the contractor were effective.

Good Performance meets contractual requirements. The contractual performance contains some minor problems for which corrective actions taken by the contractor were satisfactory.

Marginal Performance does not meet some contractual requirements. The contractual performance reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear marginally effective or were not fully implemented.

Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

4.0 CONTRACTOR MANPOWER REPORTING FOR CONTRACT PERFORMANCE

WORK STATEMENT.

4.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Test Examiner via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

4.2 Reporting inputs will be for the labor executed during the period of performance for each

Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting

Application (CMRA) help desk.

*Reporting Period: Actual reporting period will be for 12 months from the first day the contract is awarded. Contractors are required to input data by 31 October of each year.

4.3 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

4.4 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army

CMRA link at http://www.ecmra.mil.

5.0 CONTRACTOR RESPONSIBILITY.

5.1 ON CALL: The contractor is to be an “on call” basis. A unit/session of work will be the preparation for, administration, supervision, and proctoring of a minimum of three test units/sessions per week and a maximum of fifteen testing appointments, which could take up to four hours each. Schedule for contracts are on a fixed or per unit/session basis, not on per diem/time basis. A unit/session will be satisfied upon delivery of a complete testing session, including all required administrative tasks.

5.2 TESTING SCHEDULE: Testing schedule will be Tuesday, 0800 & 1300, and Wednesday, 0800 & 1300 or similar schedule adjusted as necessary to meet population needs, not to exceed

333 test sessions per year. Additional unit/session will be a formal call by the ESO but only on the basis of three specific appointments or more. National testing dates must be honored as the ACT and CLEP with Essay on selected national testing dates. The contractor shall turn in an invoice at the end of each month to include the number of units/sessions worked and the total allowed.

6.0 CONTRACTOR TASKS.

6.1 ADMINISTERING EXAMS: The contractor shall administer exams according to guidelines established by DANTES and AFIADL. Must successfully pass the required, “Examination for

DANTES Testing Personnel.” A score of at least 90 percent must be obtained. Scoring will be accomplished by HQ AFMC/A1DS. The examiner SHALL complete training, be certified, and receive 100% to be able to administer DLPT tests.

6.2 IDENTIFICATION CHECK: The examiner is required to check identification of each person requesting to take a test. The examiner shall sign in the examinee using the Air Force Automated

Management System (AFAEMS) and print the testing log having each examinee sign. The examiner shall sign in the examinee using e-Exam login for each computer scheduled which will be used for testing.

6.3 REQUIRED SYSTEM: Test examiner administers check through CDSAR login to verify validity of test to be administered and examiner shall sign in the examinee using the AFAEMS and print the testing log having each examinee sign.

6.4 ADMINISTRATION REQUIREMENT: Test examiner will provide testing instructions concerning each individual examination. The examiner shall ensure time limits are within established requirements for each examination. During each testing unit/session, a DANTES inventory will be conducted.

6.5 TEST CONTROL: Test examiner will be responsible to prepare a completed package to be sent to appropriate organization for scoring. The examiner shall score exams with TCO or ATCO locally when required.

6.6 INVENTORY: Test examiner shall prepare the quarterly DANTES Inventory and count all examinations administered during that period and provide separate figures for each testing category, prepare for submission and provide copy to the Test Control Officer and Education

Services Officer.

7.0 PLACE OF PERFORMANCE:

7.1 MINIMUM REQUIREMENT: Testing will be scheduled a minimum of three times weekly.

7.2 TEST FACILITY: Testing will be in building 180, room 106 or other appropriate location.

8.0 TESTING UNITS/SESSIONS:

8.1 AUDIENCE: Examinations will be administered to active duty military, Air Reserve, Air

National Guard, family members, civilian employees, and retired military, in that order of preference etc., as qualified for examination.

8.2 TEST ROOM: The examiner shall maintain the testing proctor room and office keeping clean and orderly. Only authorized DANTES testing personnel have access to the security container used exclusively for DANTES sponsored examinations and examination materials or other examinations. The safe will be located in a room with a lockable exterior door accessible by authorized DANTES testing personnel and / or authorized Test Control Officers.

8.3 UNITS/SESSIONS: A minimum of three testing appointments and a maximum of 15 will be scheduled which will not exceed four hours per unit/session, along with five standby slots for each testing unit/session to plug in for no-shows. On occasion there may be only one or two examinees depending on the test administered. Testing will also be provided on a walk-in basis upon permission of the ESO and the test examiner.

8.4 LEAVE SCHEDULE: Test examiner/contractor will be required to submit a projected leave schedule with ESO and Resource Advisor (RA) for future scheduling of appointments. Other than emergency situations, the contractor will need to advise the ESO and RA of their firm leave schedule at least 30 days prior to, for scheduling purposes.

9.0 GOVERNMENT

9.1 STAFF: Education Services Staff (TCO, ATCO) will be available to train and advise on any and all aspects of this testing function.

9.2 COORDINATION: In the absence of the ESO and RA the TCO will make all decision with the test examiner.

9.3 CERTIFICATION: Inspection and Certification of Services will be accomplished by 75 Force

Support Squadron/ESO, RA or Test Control Officer through the FSDEV section.

10.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES.

10.1 TEST UNITS/SESSIONS: Testing units/sessions will be scheduled a minimum of four units/sessions per week at the Education Services Office, building 180.

10.2 TEST FACILITY: Testing will take place in the Education Services Office, Bldg 180. All proctored testing will be administered at Hill Air Force Base, Utah. Members will report to Hill

Air Force testing facility, building 180, no travel by contractor will be authorized outside of Hill

Air Force Base, Utah.

11.0 GENERAL INFORMATION.

11.1 SECURITY REQUIREMENTS: For the purpose of performing on this contract, the contractor will require un-sponsored access to Hill AFB.

11.2 BASE ENTRY: All contractors are subject to a criminal background check and administrator will require a local background check. Contractor must are required to have a valid state issued

ID or valid driver license, current vehicle registration and proof of insurance to obtain a base pass.

Contractors issued pass not to exceed the length of the contract. Base entry requests will be submitted to Pass and Registration (South Visitors Center).

12.0 QUALITY CONTROL

12.1 GOVERNMENT REPRESENTATIVE: The Government Representative (GR) (s) is the authorized individual who will perform assessments of the contractor’s performance. Inspection and Certification of Services and invoices will be approved/disapproved by 75 FSS/FSDEV.

12.2 DISCREPANCIES: The GR(s) or alternate(s) will inform the contract manager in person when discrepancies occur and will request corrective action. The GR(s) or alternate(s) will make a notation of the discrepancy on their assessment checklist with the date and time the discrepancy was noted and will request the contract manager (or authorized representative) to initial the entry on the checklist.

12.2.1 Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the Contracting Officer (KO).

12.2.2 The services to be performed by the contractor during the period of this contract shall at all times and places are subject to review by the KO and or authorized GR(s).

13.0 PHYSICAL SECURITY.

13.1 GOVERNMENT PROPERTY: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.

13.2 KEY CONTROL: The contractor shall establish and implement methods of ensuring that no keys/key cards issued to the contractor by the government are lost or misplaced and are not used by unauthorized persons. *Note: Contractors are not authorized/permitted to duplicate key(s).

13.2.1 The contractor shall immediately report the occurrences of a lost of duplicate key to the

ESO or in their absence the building custodian.

13.2.2 In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon written direction of the contracting officer, re-key or replace the affected lock or locks; however, the government, at its option, may replace the affected lock or locks or perform re-keying. When the government performs the replacement of locks or re-keying, the total cost of re-keying, or the replacement of the lock or locks shall be the responsibility of the contractor.

13.2.3 The contractor shall prohibit the use of keys issued by the government by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor’s employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO.

13.3 LOCK COMBINATIONS: The contractor will have access to testing lock combination safes

ONLY.

14.0 HOURS OF OPERATION.

14.1 NORMAL HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: The test examiners schedule will be agreed upon between contracting and the contractor with coordination of the ESO. A unit/session of service will be a test unit/session (up to four hours for each test unit/session) with a minimum guaranteed of twelve hours per week (three units/sessions) – Tuesday, 0800 & 1300, and Wednesday, 0800 &

1300. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

14.2 RECOGNIZED HOLIDAYS: The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day, and Christmas

Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

14.3 EMERGENCY SERVICES: The contractor’s responsibilities for emergency support would not exceed agreed schedule between contracting and the contractor with coordination of the ESO.

A unit/session of service will be a test unit/session (up to four hours for each test unit/session) with a minimum guaranteed of twelve hours per week – Tuesday, 0800 & 1300, and Wednesday, 0800

& 1300.

15.0 CONSERVATION OF UTILITIES.

15.1 PRACTICES: The contractor shall instruct employees in utilities conservation practices.

The contractor shall be responsible for operating under conditions, which prevent the waste of utilities, which include the following:

15.2 LIGHTS: Lights shall be used only in areas where and when work is actually being performed.

15.3 MECHANICAL EQUIPMENT: Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees unless authorized.

15.3.1 Water faucets or valves shall be turned off after the required use has been accomplished.

15.4 TELEPHONES: Government telephones shall be used only for official government business.

15.5 RECORDS. The contractor shall be responsible for creating, maintaining, and disposing of only those government-required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in any applicable appendices. If requested by the

Government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.

16.0 ENVIRONMENTAL CONTROLS.

16.1 COMPLIANCE WITH LAWS AND REGULATIONS: The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the KO pursuant to notice requirements and negotiate a modification to the contract.

16.2 NOTIFICATION OF ENVIRONMENTAL SPILLS: If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor, or its agent shall immediately report the incident to Hill AFB Fire Dept at 777-1911. The liability for the spill or release of such substances rests solely with the contractor and its agent.

16.3 MATERIAL STORAGE AND USE: The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.

17.0 GOVERNMENT OBSERVATIONS.

17.1 CONTRACTING OFFICERS: Government personnel, other than contracting officers (KOs) and authorized Government Representative (GRs), may from time-to-time, with KO coordination, observe contractor operations. However, these personnel may not interfere with contractor performance or make any changes to the contract.

17.2 SAFETY REQUIREMENTS: In performing work under this contract, the contractor shall…

17.2.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

17.2.2 Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes.

17.2.3 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

17.2.4 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

17.2.5 Include a clause in all subcontracts to require sub-contractors to comply with the safety provisions of this contract as applicable.

17.2.6 Record and report promptly (within one hour) to the contracting officer or authorized government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

17.2.7 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

17.2.8 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

17.2.9 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

18.0 TRAINING.

18.1 STAFF: Education Services Staff will be available to train and to advice on all aspects of the function.

18.2 SPECIAL QUALIFICATIONS: Test Examiner shall have a baccalaureate degree from an accredited institution to be qualified. Evidence of a transcript must be from the degree granting institution. See exception in paragraph 1.3.

19.0 PHASE OUT.

19.1 CHANGE IN CONTRACTOR: If there is a change in contractor or if the operation reverts to in-house, the incumbent contractor will provide familiarization, to the government or the follow-on contractor, whichever the case may be. During the phase-out familiarization period, the incumbent will be fully responsible for the completion of the requirements under the PWS until which time the government or new contractor can take over operations, not to exceed a maximum of 30-days.

19.2 SITE-VISITS: The government reserves the right to conduct site visits in all contractor-operated facilities in conjunction with the solicitation of offers for the follow-on contract. In the event the follow-on contract is awarded to other than the incumbent, the incumbent contractor will cooperate to the extent required to permit an orderly change over to the successful contractor. With regard to the successor contractor’s access to incumbent employees, a recruitment notice may be placed in each facility.

20.0 PUBLICATIONS.

20.1 COMPLIANCE: Compliance with all publications, regulations and operating instructions provided by the Government is required when:

20.1.1 They pertain to the procedures for materials expediting herein and where the contractor is authorized by the performance-based statement of work to accomplish the work specified in the publication, regulation, or operating instructions.

20.1.2 The publications prescribe USAF policies, use of materials, procedures, and processes applicable to the work requirements.

20.1.3 The contractor is required to acquire and work on the latest version of the publication.
