AMENDMENT 0001 TO REQUEST FOR PROPOSAL FOR FA8201-18-Q-JH01
A. The following represents the Government's response to questions posed by the contractors regarding Solicitation named FA8201-18-Q-JH01. If there is any discrepancy between these responses and the SOW the contractor is responsible to seek clarification from the Contracting Officer before acting. Acting without clarification from the CO is at the risk of the contractor.
B. The purpose of this amendment is to issue the answers to questions received prior to 2:00 PM MST on Friday, 14 September 2018.
C. The proposal due date remains unchanged.
D. Questions and answers:
Q: In reviewing the above referenced solicitation, we have a question. RFP No: FA8201-18-Q-JH01, III.
PROPOSAL PREPARATION, c. Proposal Submissions, Page 3, states: “Narrative shall be on blank (no company letterhead) paper and should not contain any company identifiers, e.g. logo, etc.”Is this to be interpreted that the offeror’s company name may not appear within the technical volume description?
A: Yes. This is to ensure that fair oppurtunity is given during technical evaluations.
Q: Can you please advise how many candidates take this test annually (a the location specified in the RFP)?
A: Classes vary. Up to 20 people can test per session. The average would be roughly 10 people per session. As of 30 Aug 2018 a total of 2505
Q: What is the unit of measure (UOM) for calculating our offer? By hour/By session?
A: Please quote using by session. The contract will read 333 each. Where each will mean a session.
Q: What is the total sessions per year for this RFP? (We are assuming 333)
A: The total number of sessions per year is not to exceed 333.

SUBJECT: Amendment 0001 to Request for Proposals (RFP) For FA8201-18-Q-JH01
PROJECT TITLE: Test Examiner
Q: In the RFP, it refers to the period of performance from 29 September 2018 to 28 September 2019. In the requirements to Request for Proposal Submission, pricing for four(4) option years (period or performance) is requested.
A: As stated in Part II General Award Information, Section C Period of performance: The basic period of performance, CLIN 0001, is 29 September 2018 to 28 September 2019. There are 4 options years with the following period of performance.
Q: Are we to provide pricing for the additional option years?
A: Yes
Q: What are the total sessions per year for each option year?
A: The total number of sessions is to remain 333 per year for the options years also.
Q: Is this a new requirement or are there incumbent employees in place?
A: This is not a new requirement.
Q: How long have these employees worked in this position?
A: The current employee has been in place for 1 year.
Q: What is the name of the current contractor, contract number and amount?
A: The current contract number is FA8201-17-P-0117. The current contract was awarded to ADVENTUS
TECHNOLOGIES INCORPORATED.
Q: Are these positions covered by the DOL SCA?
A: Based on how the job is classified by the contractor will determine if the SCA and attached WD is applicable.
Q: Is Executive Order (EO) 13706 applicable?
A: With the contract being awarded after Jan 01 2017, and if the SCA and WD is applicable based on the above then, yes EO 13706 is applicable.
Q: Please clarify the minimum number of hours per week.
A: The minimum number of hours per week is 12 hours. Each session is four (4) hours with a minimum of three (3) sessions per week.
