j. Questions: Questions resulting from this RFP and/or site visit shall be submitted to the points of contact (POC) listed above in Paragraph d, no later than 1400 hours Mountain Standard Time

(MST) on 14 September 2018.

II. GENERAL AWARD INFORMATION

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.

a. Type of Contract: Firm-Fixed Price

b. Contract Evaluation Criteria: A Lowest Price Technically Acceptable (LTPA) evaluation will be utilized for issuance of this award to determine best value.

c. Period Of Performance: The basic period of performance is 29 September 2018 to 28

September 2019.

d. Proposal Acceptance Period: Proposals which provide less than 30 calendar days for

Government acceptance from the proposal due date may not be considered and may be rejected.

e. Service Contract Labor Requirements: All work completed under contract resulting from this RFP will comply with the wage rate requirements of the clause at FAR 52.222-41, Service

Contract Labor Standards. The primary site of the work and the applicable Wage Determination or General Wage Decision is designated below. In the event the General Wage Decision is revised prior to contract award, the most current decision will be utilized in the resulting contract.

f. Discussions: In accordance with FAR Clause 52.215-1, Instruction to Offerors--Competitive

Acquisitions, the Government intends to award this contract without discussions; however, the

Government reserves the right to conduct discussions if it is deemed to be in its best interests.

III. PROPOSAL PREPARATION

a. Proposal Preparation: To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirement of this RFP. The proposal must incorporate the information from any and all requests for information, questions and answers throughout the RFP time period, and address all pricing options in the SOW.

Any incomplete narratives not addressing sections of the SOW shall be considered technically unacceptable. Examples include; not proposing night shift when night shifts are identified, not addressing proposal options, and not addressing any item in the SOW asked for. If any inconsistencies are identified in the Government SOW, when compared to a standard or regulation, the inconsistencies must be addressed prior to the proposal submittal date. The SOW will be revised and an RFP extension will be issued on an as needed basis.

b. Format: Offerors are to submit proposals which include a completed Request for Proposal

Price and a Technical Proposal. Technical Proposals are to be legible, clear, concise and professional. Technical Proposals must be submitted in electronic format. Electronic format is to be Adobe PDF, Microsoft Word, or Microsoft Power Point. Electronic formats shall be compatible with a Microsoft operating system.

c. Proposal Submissions: Offerors shall submit one (1) electronic copy of the following

(electronic copies must be submitted in individual volumes). If the electronic file size is too large, and multiple e-mails will be required, the Offeror is allowed to submit a copy of the proposal on a CD:

- Signed RFP/Proposal/Pricing Schedule

- Acknowledgement of Amendments, if applicable

- Technical Proposal, to include: Narrative shall be on blank (no company letterhead) paper and should not contain any company identifiers, e.g. logo, etc. Copying or pasting of the Government SOW will result in an unacceptable rating.

The Technical Proposal must address how the contractor will accomplish all areas of the SOW.

Incomplete proposals will be considered technically unacceptable.

IV. EVALUATION FACTORS

A Lowest Price Technically Acceptable (LTPA) evaluation will be utilized for issuance of this award to determine best value.

The technical evaluation team will evaluate proposals against the below criteria. Proposals will be rated as either acceptable or unacceptable as outlined in the table below. Technically acceptable proposals will then be evaluated on price. Price will be evaluated to determine if they are reasonable and balanced in accordance with FAR 15.404‑1(b) and FAR 15.404‑1(g), respectively. Award will be made to the lowest price that is deemed technically acceptable.

Acceptable Proposal meets the minimum requirements of the solicitation.

Unacceptable Proposal does not meet the minimum requirements of the solicitation.

- An offeror has met the minimum requirements when that offeror has addressed how it will thoroughly accomplish the all sections of the SOW dated 17 August 2018.

NOTE: Per FAR 9.104-1(b) To be determined responsible, a prospective Offeror must be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and Governmental business commitments.

IAW FAR 52.204-7(b)(1) By submission of an Offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

Notice to Offerors:

Proposals shall be prepared at no cost to the Government, and are not reimbursable by the

Government. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the

Government is not liable for any proposal preparation costs incurred by the offerors.
