FINAL

STATEMENT OF WORK FOR VISIBLE EMISSIONS EVALUATION

TRAINING AND CERTIFICATION (SMOKE SCHOOL)

28 Jan 2008 Specifications

The courses are to provide Method 9 Opacity Field Training/Certification and Method Lecture for Hill Air Force Base/HAFB personnel on an individual basis. Cost proposals to be submitted by the providers. Courses shall take place at six month intervals starting and approximately on: March 25-27, 2008 and in September 30, 2008 – October 2, 2008. The standard course length shall be two or three days in duration and shall include a lecture of at least one-half day followed by two field training, testing and certification sessions. The smoke school shall satisfy the U. S. Environmental Protection Agency (EPA) Reference Method 9 and Utah State requirements for certification.

Pricing

Hill AFB shall be charged the standard rate per person only for the number of personnel attending either the lecture/class series and field work or both as applicable per certification need for this installation to comply with Title Operating Permit.

A. Field Equipment

1. The smoke generator utilized shall be provided by the Contractor and shall be tested to meet all specifications in accordance with EPA Reference Method 9, Table 9.1.

2. Calibration and determination of calibration error shall be in accordance with paragraphs 3.3.1 and 3.3.2.5 of EPA Reference Method 9.

B. Lecture

A multimedia lecture series shall be presented on the first day of the program to novice attendees and those seeking to update their knowledge of visible emissions. The Contractor shall be responsible for all lecture materials, equipment and initial classroom facility. The Contractor shall provide classroom certificates to those who attend the complete lecture.

C. Field Sessions

1. Opacity standards shall be presented to familiarize students with the characteristics of plumes with known opacities. The recognition of opacity standards facilitates the evaluation of unknown plumes.

2. Practice runs shall be conducted utilizing sets of four readings. The short runs shall allow for student feedback and assist in the learning process. Each participant can evaluate his or her own performance during the practice runs and adjust his or her readings as needed.

3. Ten certification test runs shall be conducted over a two-day period. Each run shall be in accordance with the reference method in that:

a. It (runs) shall consist of 50 readings (25 with black smoke, 25 with white smoke).

b. Values shall be randomly presented and range from 0-100% opacity.

c. The student will be required to pass on both the black and white smoke sets on the same test.

d. A maximum average error of 7.5% will be permitted on both black and white sets.

e. No error in excess of 15% opacity shall be accepted on any one of the 50 readings.

4. The field test site shall be provided by the contractor. The Contractor shall provide certificates for successful completion of the field training.

5. Hill AFB shall be allowed to submit a voluntary, anonymous background survey to each participant for the purpose of determining the experience level of the participants performing visible air emission opacity estimates.

6. Copies of all the field certification papers generated by the participants during each of the field certification runs, whether the participant certified during that particular run or not, shall be provided by the contractor to Hill AFB. The names and affiliation of the participant may be deleted from the forms for privacy reasons, but all other pertinent information including the attendee’s opacity estimates for each of the 25 black and 25 white plumes shall be included.

7. The contractor shall provide to Hill AFB a copy of the calibrated, in stack transmissometer opacity measurements strip chart used throughout the field certification process for the purpose of determining plume stability, and when and at what opacity the ‘actual’ generated smoke plume opacity estimates were taken by the participants, for each of the 25 black and 25 white smoke plumes during each certification run.

8. At its discretion and upon acceptance by the Contractor HAFB may require further access to the vendors opacity generator for specific technologically related work, i.e., Digital Opacity Compliance System (DOCS). Time constraints and additional costing shall be evaluated for acceptance by both parties.

D. Dates

The smoke school should be held approximately March 25-27, 2008 and September 30 to October 2, 2008. Final logistics may require alternate scheduling.
