STATEMENT OF WORK
F135 Engine Trailer for 76 PMXG
BUILDING 3234

Statement of Work
1. Purpose
1.1 The purpose of this effort is to procure two F135 Engine Trailers to ensure that the Air Force can meet the increasing inspection capacity F135 engine testing and eliminate the current single point failure caused by too few engine trailers impacting engine mobility.
2. Scope
2.1 This Statement of Work (SOW) describes the minimum requirements for a F135 Engine Trailer. It is the Government's intent a single primary contractor shall be responsible for the provision of equipment and the accomplishment of all work detailed by this specification.
3. Requirements
3.1 The contractor shall provide all labor, tools, parts, facilities, travel, transportation and incidentals to deliver and assemble a F135 Engine Trailer In Accordance With (IAW) this SOW and trailer manufacturer’s specifications at Tinker AFB, OK.
3.2 The Contractor shall be responsible for identifying the necessary work elements required to assemble the F135 Trailer as described herein. Assemblies, framework, fixtures or apparatus not readily identified on plans or this SOW shall be provided by the Contractor as required for a complete, fully operating and functioning equipment, ready for use by the Government.
4. Purchased Equipment
4.1 F135 Engine Trailer Specifications.
4.1.1 Design of the F135 Engine Trailer shall be in accordance to trailer manufacturer’s specifications, current commercial industry codes and standards {American National Standards Institute (ANSI), American Petroleum Institute (API), American Society of Mechanical Engineers (ASME), Environmental Protection Agency (EPA), the Instrumentation, Systems, and Automation Society (ISA), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA)} as applicable. The trailers shall be designed for a minimum service life of 25 years.
4.1.2 The F135 Engine Trailer shall be a mobile, hydraulically self-supporting trailer, made up of a set of rails connected to an elevating main frame by a hydraulically controlled linkage system. A towbar forward and a pintle hook aft provide means of transporting the trailers individually or in groups.
4.1.3 The F135 Engine Trailer’s coatings and surfaces should be as follows:
• Protective Coatings: Materials that deteriorate when exposed to sunlight, weather, or operational conditions normally encountered during the service life of the item shall not be used or shall have means of protection against such deterioration that does not prevent compliance with the performance requirements specified herein. Protective coatings that chip, crack, or scale with age or extremes of climatic conditions or when exposed to heat shall not be used. Exposed surfaces of fasteners, handles, and fittings shall also be primed and painted.
• Surface Preparation and Pretreatment: Surface preparation and pretreatment shall be -IAW the respective primer and topcoat specifications. Structures shall be cleaned, degreased, and scuffed or blasted prior to priming; primer shall be applied before any oxidation or rusting occurs. Aluminum surfaces shall have MIL-DTL-81706, Type II, Class 1A, chemical conversion coating applied IAW the manufacturer’s directions prior to priming or shall be anodized IAW MIL-A-8625, Type II, Class 1, prior to priming.
• Primer: Raw metal edges, to include fastener and drain holes, shall be coated with primer before applying topcoat.
• Ferrous Surfaces: Ferrous structures and surfaces shall be primed with zinc rich primer IAW MIL-PRF-26915, Type I, Class A. This shall be followed with a compatible intermediate epoxy primer, following manufacturer’s curing and overcoat recommendations. Specification for intermediated epoxy primer will be either MIL-DTL-53030 or MIL-DTL-53022, Type IV.
• Topcoat: Topcoat shall be polyurethane IAW Type I or Type IV, Class H of MIL- PRF-85285. Neither Chemical Agent Resistant Coating (CARC) nor powder coating shall be used. Topcoat shall be applied to a dry film thickness of 1.6 to 2.4 mils in all instances, regardless of the primer system utilized. The coating shall be free from runs, sags, orange peel, or other defects.
4.1.4 The F135 Engine Trailer shall contain drain holes to prevent the collection or entrapment of water or other unwanted liquid in areas where exclusion is impractical. All designs shall include considerations for the prevention of water or fluid entrapment and ensure the drain holes are located to effect maximum drainage of accumulated fluids. The number and location of drain holes shall be sufficient to permit drainage of all fluids when the unit is within a 10 degree incline in any plane.
The minimum size of the drain holes shall be 0.25 inch.
4.1.5 F135 Engine Trailer Markings: All external devices which require an operational or maintenance interface shall be marked IAW MIL-STD-130.
• Markings shall be applied with decals and shall be 1-inch high block letters unless prohibited by the available space. In such cases, the markings shall be the largest size possible.
• Markings, Information/Caution shall be Lusterless Black, Color Number 37038 of SAE-AMS-STD-595, and Markings, Warning/Danger shall be Lusterless Red, Color Number 31136 of SAE-AMS-STD-595.
• The center of gravity of the trailer shall be stenciled on the unit within 1.0 inch of the calculated center of gravity.
4.1.6 Identification Plate: An identification plate shall be securely attached to the engine trailer IAW MIL-STD-130 in a readily accessible location. The identification plate shall contain the following information: nomenclature, part number, serial number, date of manufacture, manufacturer’s name, Commercial and Government Entity (CAGE) code, date of warranty expiration, and National Stock Number (NSN).
The engine trailer and any of its components for which the Government’s unit cost is more than $5,000, is serially managed, or the procuring agency determines is mission essential, shall have Unique Identification (UID) (also known as Item Unique Identification (IUID)) information permanently affixed on or near the respective identification plate(s), marked IAW MIL-STD-130.
4.1.7 The F135 Engine Trailer Transportation Data Plate: A transportation data plate shall be securely attached to the engine trailer in a readily accessible location. The plate shall contain at least the following information:
• Side and rear silhouette views of the engine trailer.
• Horizontal and vertical location of the center of gravity of the engine trailer in air transportable configuration, marked on the silhouette views.
• Shipping weight.
• Loading cubage.
• Overall height, width, and length.
• Front and rear axle loads.
• Tie down information
4.1.8 Interchangeability: Fabrication and assembly processes and techniques shall be such as to support, without degradation, the interchangeability requirements of the design. Like units, assemblies, subassemblies, and parts shall be physically and functionally interchangeable without modification of such items or of the equipment.
4.1.9 Maintainability: The engine trailers shall be designed for maintainability IAW
5.9 through 5.9.18 of MIL-STD-1472; forces shall not exceed those specified for both males and females.
4.1.10 Operators: The trailers shall be designed such that a maximum number of three operators are needed, which are two pumpers and one spotter. The desired number of operators is one pumper and one spotter.
4.1.11 Foreign object damage (FOD): All loose metal parts, such as pins or connector covers, shall be securely attached to the engine trailer with wire ropes or chains.
"Dog tag" style beaded chains shall not be provided. Removable panels, if provided, shall be attached with captive fasteners. Tire valve stem caps shall be made of plastic.
4.1.12 Temperature Ranges for Operating and Storage:
• The engine trailer shall be capable of operating in ambient temperatures ranging from -40 degrees Fahrenheit F to +140 degrees Fahrenheit.
• The engine trailer shall be capable of being stored in ambient temperatures ranging from -40 degrees Fahrenheit F to +140 degrees Fahrenheit.
4.1.13 Paved Surfaces: The engine trailer shall be towable at speeds up to 20.0 miles per hour (mph) over paved surfaces (unloaded in low position) and at speeds up to
10.0 mph (with rated load in low position).
• Rail spacing: 60”
• Minimum rail length: 170”
• Minimum lifting capacity: 10,000 pounds
• Minimum lifting height: 105”
• Maximum total trailer width: 130”
• Minimum rail height: 29”
• Minimum Wheel number requirement: 4
• Tread: 72”
4.1.14 Tires and wheels: The tires shall be IAW the TRA Year Book requirements for this application, 6.50-10 NHS, 10 ply rating, or larger. The wheels shall be retractable by hydraulic lifts, with the two front wheels interconnected and steerable. The wheels shall turn 90º from the forward position and lock for side movement. The wheels may be manually disconnected from the steering linkage for side movement.
4.1.15 Wheel cylinders: The wheel cylinders shall be equipped with mechanical positive locks in case of hydraulic failure. The wheel cylinder assemblies shall be capable of raising or lowering the rated load.
4.1.16 Clearances: Ground clearance, ramp break over angle, and angles of approach and departure shall be IAW 3.3.9 of SAE AS8090.
4.1.17 Steering: The engine trailer shall have a steering system IAW 3.5.1.1 of SAE
AS8090.
4.1.18 Parking brakes: The engine trailer shall have parking brakes IAW 3.6.1 of SAE AS8090, except that a lever for control of each parking brake is acceptable.
4.1.19 Pintle hook: A pintle hook shall be mounted on the rear of the engine trailer
IAW SAE AS8090.
4.1.20 Towbar: A telescoping tow bar 44.5 to 72 inches long shall be provided with the engine trailers. All towing operations shall be performed with the base frame at a maximum ground clearance and with the lift frame fully collapsed with all locks engaged. The towbar shall be IAW3.17.1 of SAE AS8090. It shall have a lunette eye IAW A-A-52464 and accommodate any pintle hook height from 22 through 30 inches.
When in operation or storage (that is, not being towed), the towbar shall be stored on the side of the rail (along the right side channel), secured, and not hinder visibility, operation, or maintenance.
4.1.21 Hydraulic system: The hydraulic lift shall be provided with hydraulic cylinders.
Each cylinder shall be equipped with a mechanical position-locking device to prevent lowering or tipping in the event of hydraulic line failure. A visual indicator shall indicate when the position-locking device is engaged or disengaged. The position-locking device shall be manually disengaged. The hydraulic lift shall raise the rails in a vertical direction with a variance of not more than 0.5-inch on either side of the true vertical. The hydraulic lift shall raise the rails in a vertical direction with a variance of not more than 1.25-inch -inch on either side of the true vertical.
4.1.22 Lift controls: The hydraulic lift provisions for the rails and wheels shall be located at one operator’s position on the left side of the trailer. They shall be designed to enable one operator to raise the rails or the main frame, maintaining a level height of the rails and frame. The provisions shall also enable one operator to control one end of the rail or frame.
4.1.23 Secondary locking mechanism: A secondary mechanical locking mechanism shall be incorporated into the design. This secondary locking mechanism shall be external from the hydraulic system. This secondary locking mechanism shall enable maintainers to service the unloaded trailer and replace cylinders while the rails are in a lifted position.
4.1.24 Cylinder settling rate: After the endurance test, the cylinder settling rate shall not exceed 0.0625 inches per hour.
4.2 Safety
4.2.1 The F135 Engine Trailer shall be designed and built in conformance with O.S.H.A Code of Federal Regulations 29 part 1910.
4.3 Shipping
4.3.1 All items and materials purchased along with necessary
equipment to complete tasks listed in this SOW shall be transported by the contractor to Tinker AFB.
4.3.2 All items transported to Tinker AFB shall be packaged according to commercial standards.
4.4 Warranty
4.4.1 A standard commercial warranty as indicated in clause 52.212-4.
5. Installation
5.1 Installation of System. The installation or delivery of the F135 Engine Trailer is considered to be a turnkey installation by the contractor. The contractor shall provide all labor, tools, parts, facilities, travel, transportation and incidentals to deliver and unload the F135 Engine Trailer IAW this SOW and manufacturer’s specifications.
5.1.1 The contractor shall supply all services needed to ensure proper installation of equipment to include but not limited to the following services:
• Shipping/delivery of F135 Engine Trailer and all equipment, tools, parts, etc.
needed to complete this SOW to Tinker AFB OK.
• Offloading and transport of F135 Engine Trailer and all equipment, tools, parts, etc to delivery site in Bldg 9400.
• Onsite testing/certification.
5.1.2 The general location where the new equipment is to be delivered will be identified by PMXG Engineering. The location is subject to change due to facility changes. The contracting officer shall notify the contractor in writing (or by e-mail) of such changes.
5.1.3 Contractor shall coordinate the delivery and installation with 76 PMXG Engineering through the Contracting Officer so that interim storage is held to a minimum.
5.1.4 All questions concerning the proper way to deliver the equipment shall be directed to the manufacturer’s designated representative.
6. Training
Contractor shall provide 1 day of training on proper use of F135 Engine Trailer for normal operation within the test cell.
7. Government Assistance
Tinker AFB maintenance personnel will not assist contractor in unloading material from shipping. The contractor shall be responsible to unload all materials and set the materials on-site at time of delivery.
8. Testing and Certification
The Contractor shall fully test and certify the F135 Engine Trailer is operating to manufacturer’s specifications and demonstrate to 76 PMXG Engineering. Contractor shall provide test report and certification documentation to PMXG Engineering and contracting officer within 10 calendar days of completion of testing.
9. Deliverables
The Contractor shall deliver the items listed below, in the contractor’s standard commercial format, to the Contracting Officer and the designated Contracting Officer Representative (COR; to be appointed in writing after contract award). Each of these deliverables shall be complete, thorough, accurate, technically acceptable, and in compliance with all requirements of the SOW.
