STATEMENT OF WORK

For

Nondestructive Inspection Capability Demonstration Test Kit

PREPARED BY:

1. SCOPE

The objective of this effort is to build and deliver one complete set of production prototype capability eddy current demonstration test kits to the Air Force Sustainment Center (AFSC) NDI Program Office. These kits will provide AFSC the capability to measure inspector competency and provide metrics for detection capability.

2. BACKGROUND

Effective NDI is critical to maintaining structural integrity of USAF weapon systems.

However, specific metrics do not exist to measure the effectiveness of NDI processes across the USAF to ensure that NDI processes are achieving the detection capability required to establish safe inspection intervals. Furthermore, metrics are not in place to evaluate the effectiveness of technique-specific NDI training in terms of inspector proficiency and capability to achieve the required detection requirements

3. REQUIREMENTS

3.1 The contractor shall build one complete set of capability demonstration kits (3 kits, 35 assemblies) with sinker-cut electro-discharge machined (EDM) notches, in accordance with drawing package previously developed by the Air Force Research Laboratory (AFRL), to be provided by the government (see Attachment)

• Kit A consists of 10 assemblies to demonstrate rotary bolt hole eddy current inspection capability (Kit A Drawing R4).

• Kit B consists of 15 assemblies to demonstrate surface eddy current inspection around button head fasteners and along edges (Kit B Drawing R2).

• Kit C consists of 10 assemblies to demonstrate surface eddy current inspection around flush head fasteners (Kit C Drawing R3).

3.2 The contractor shall build one assembly from each kit (without paint and without epoxy), and deliver these three assemblies to AFRL at Wright-Patterson AFB. AFRL will validate that the three assemblies are built in accordance with the drawing package.

The initial build assemblies shall be as follow:

a) AFRL-A-001

b) AFRL-B-001

c) AFRL-C-001

Once the initial build assemblies have been validated, AFRL will notify the contractor through the Contracting Officer of the validation findings. If discrepancies are identified, AFRL will return the discrepant assemblies to the contractor and notify the contractor of the findings to be corrected before build and delivery of all 35 assemblies. If no discrepancies are found, the initial assemblies will be returned to the contractor to be included as part of the final Assembly Kit deliverable.

3.3 Once initial validation is completed, the contractor shall build and deliver the complete set of Kit A, B, and C (without paint and without epoxy) to AFRL for final validation.

3.4 Once validated, AFRL will ship the 35 assemblies back to the contractor for final surface preparation, in accordance with the drawing package: notches filled with epoxy and smoothed to surface before being primed.

3.5 Contractor shall deliver the final product (35 assemblies, with epoxy and paint) to AFSC/ENSI at Tinker Air Force Base, Oklahoma for final acceptance. Each kit shall be delivered in a protective travel case (Pelican or equivalent) with foam cutouts for safe transportation. Each case shall be labeled as follows:

Kit A: “USAF Eddy Current Demonstration Kit A” Kit B: “USAF Eddy Current Demonstration Kit B” Kit C: “USAF Eddy Current Demonstration Kit C”

4. DELIVERABLES

4.1 Delivery Schedule

4.1.1.1 Within 42 calender days after the contract is awarded (Date certain identified in contract): assembly AFRL-A-001 of Kit A, assembly AFRL-B-001 of Kit B, and assembly AFRL-C-001 of Kit C (three total assemblies, without epoxy and paint) shall be delivered to AFRL to the Wright-Patterson AFB address in 4.2. The shipping documentation shall contain the contract number, Contract Line Item Number (CLIN) and the assembly identifications.

4.1.1.2 Within 30 calendar days after AFRL receives the three assemblies, AFRL, through the Contracting Officer, shall notify the Contractor, in writing, of the initial validation findings. Conditional approval or approval shall not relieve the Contractor from complying with all requirements of the drawings and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite reasons for the disapproval.

4.1.1.2.a If any or all assemblies are disapproved, the Contractor, upon Government request, shall submit an additional assembly or assemblies for validation. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the assembly or provide another assembly for validation. All costs related to validations following a disapproval are to be borne by the Contractor. The Contractor shall furnish any additional assemblies to the Government under the terms and conditions and within the time specified by the Government. The Government shall act on any additional assemblies within the time limit specified in paragraph 4.1.1.2. The Government reserves the right to require an equitable adjustment of the contract price for any extension of the delivery schedule or for any additional costs to the Government related to these additional validations.

4.1.2.1 Within 42 calender days after receipt of successful findings from AFRL’s initial validation of the initial three assemblies: Complete Kits A, B and C (35 total assemblies, without epoxy and paint) shall be delivered to AFRL to the Wright-Patterson AFB address in 4.2. The shipping documentation shall contain the contract number, Contract Line Item Number (CLIN) and the assembly identifications. Initial build assemblies found to be acceptable, in accordance with AFRL shall be included as part of the final kit deliverable. The Government will pay the cost of shipping back to the Contractor’s facility.

4.1.2.2 Within 30 calendar days after AFRL receives the three complete kits, AFRL through the Contracting Officer, shall notify the Contractor, in writing, AFRL’s final validation findings. Conditional approval or approval shall not relieve the Contractor from complying with all requirements of the drawings and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite reasons for the disapproval.

4.1.2.2.a If any or all kits are disapproved, the Contractor, upon Government request, shall submit an additional kit or kits for validation. 4.1.3 Within 35 calender days after AFRL’s final validation and receiving AFRL’s return shipment of the 35 approved assemblies:

- Prepare, epoxy, and paint the 35 assemblies, IAW the Drawings.

- Complete Kits A, B and C (35 total assemblies, with epoxy and paint) shall be delivered in a protective travel case (Pelican or equivalent) with foam cutouts for safe transportation to the Tinker AFB address in 4.2

4.1.4 EDM slot dimensional certifications will be provided by the contractorfor Kits A, B, and C shall be sent to Tinker AFB.

4.1.5 If the Contractor fails to deliver any validation assembly (4.1.1.1), validation kit (4.1.2.1.) or final kit (4.1.3) on time, or the Contracting Officer disapproves any validation assembly, validation kit, or final kit, the Contractor shall be deemed to have failed to make delivery within the meaning of the termination for cause clause of this contract.
