Sources Sought Synopsis
CAUTION:
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for the Government to purchase one (1) new Zeiss Smart PI Scanning Electron Microscope, Install, Train, and provide PM service of the Zeiss Smart PI Scanning Electron Microscope for the United States Air Force (USAF). Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
The information received will be utilized by the USAF in developing its acquisition strategy, Performance Work Statement (PWS), Statement of Work (SOW), Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept, but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with (IAW) the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked “PROPRIETARY,” and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded IAW the applicable Government regulations.
INSTRUCTIONS:
1. Below is a document containing a description of the purchase one (1) Zeiss Smart PI Scanning Electron Microscope, Install, Train, and provide PM service of the Zeiss Smart PI Scanning Electron Microscope and a Contractor Capability Survey, which allows you to provide your company’s capability. Please see the attached DRAFT PWS and SOW.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

Provide, Install, Train, and Preventative Maintenance of one (1) Zeiss Smart PI Scanning Electron Microscope
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the technical data, expertise, capabilities, and experience to meet qualification requirements for the Government to purchase one (1) Zeiss Smart PI Scanning Electron Microscope, Install, Train, and provide PM service of the Zeiss Smart PI Scanning Electron Microscope.
The proposed acquisition effort is expected to be a Firm Fixed Price (FFP) contract consisting of a one year PM plan IAW FAR Part 12. The contractor shall provide all labor, tools, equipment, test equipment, personal protective equipment and clothing, hearing protection, eye protection including prescription safety glasses, materials and parts, transportation and other incidentals necessary to travel to Tinker AFB, Oklahoma, to install, train, and perform PM on Zeiss Smart PI Scanning electron Microscope. The contractor shall be responsible for insuring all services and parts provided under the proposed contract are in accordance with the terms and conditions of the proposed contract and conform to the manufacturer’s equipment specifications, PWS, SOW, and the Contractor’s Comprehensive Maintenance Agreement.
The Zeiss Smart PI Scanning Electron Microscope shall be installed and serviced IAW the procedures outlined in the Original Equipment Manufacturers’ (OEM) technical data. No technical data is currently available; the Government does not own data rights or cannot obtain the data. The Government WILL NOT BE ABLE TO PROVIDE MANUALS OR DRAWINGS FOR THIS REQUIREMENT. All component parts shall be acquired from USAF approved vendors, Government inventory, OEM approved vendors, or commercial inventories including, but not limited to, Defense Logistics Agency (DLA).

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and the nature of the services you provide. Include a description of your staff composition and management structure.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
3. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items.
4. Are there specific requirements in the documentation that we provide that would currently preclude your product from being a viable solution to our requirement?
B. Commerciality Questions:
1. Are there established catalog or market prices for our requirement? If you offer this service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.
2. Describe your standard warranty and guarantee of services furnished to the government for items similar in nature to this requirement.
C. Services Questions
1. Describe your services capabilities and experience with regard to the requirements of this effort.
2. Describe your capabilities and experience in developing/modifying procedures. Include associated upgrade of technical orders and preparation of new technical orders.
3. Demonstrate your ability and experience for the same or similar services, which are currently provided in the commercial and/or military environment by providing the following information on the same or similar items:
a) Contract Number
b) Procuring Agency
c) Contract Value
d) Services Provided
4. Describe your capabilities and experience in any required test, evaluation, and repair processes/procedures with regard to the required items.
5. The USAF does not have usage rights to the proprietary technical data for the Zeiss Smart PI Scanning Electron Microscope. As such, describe your company's capability and experience in obtaining technical data, engineering drawings, service bulletins, and manuals from the OEM, Carl Zeiss Microscopy, LLC (Cage 325W6).
6. The Zeiss Smart PI Scanning Electron Microscope will be fully installed and serviced IAW the procedures outlined the OEM’s technical data. Describe your company’s capability to obtain and perform IAW the OEM’s technical data, listing any applicable previous experience.
7. Describe briefly the capabilities of your company to perform the installation, training and PM services described in the attached draft PWS and SOW.
8. If your company can not perform the entirety of the requirement what part could or would your company be able to perform. Provide specific info on what could be broken out for your company’s performance.
