The purpose of this amendment is to post final Q&As, revised Statement of Work and Extend Response Date and Delivery Date.
FIRST: THE RESPONSE DATE/TIME HAS CHANGED:

SECOND: THE STATEMENT OF WORK HAS BEEN REVISED (DATED 17 JANUARY 2012).
THIRD: THE DELIVERY DATE HAS CHANGED:

FOURTH: The final questions and answers are as follows:
1. QUESTION: The SOW for the "Blast Wall Trailer Tanker" calls for "High Gloss Aluminum" when the trailer that was shown during the site visit is polished stainless steel. Can we quote Stainless Steel tankers, or must they be aluminum? If so, stainless steel tanker trailers will have a very long manufacture time. Would you accept "carbon steel" tanks to speed up the lead time?
ANSWER: The tanker trailer may be stainless steel as we consider it acceptable. We do not consider carbon steel as technically acceptable.
2. QUESTION: The DOT spec will be null and void after contractor manufactures the frame, landing pad assembly and blast wall. Would you be open to removing the DOT requirement?
ANSWER: DOT requirement will not be required.
3. QUESTION: Regarding the tank shape, does the tank have to be "elliptical" or can it be "round"? If round is acceptable, then the frame, wall and other items "might" be larger than your current trailer and blast fence. Would this also be acceptable?
ANSWER: A round tank shape in lieu of elliptical is acceptable as long as the frame and fence are manufactured & installed to the round so that the height between trailer tanker and fence and the ground clearance of fence dimensions are equal to the supplied drawing #983891.
4. QUESTION: Capacity of tanker trailer calls for 10,000 gallons. Would a 9,750 gallon tanker trailers be acceptable?
ANSWER: A 9,750 gallon tanker trailer is not technically acceptable. A 10,000 gallon tanker trailer is the required capacity of the tanker trailers. NO EXCEPTIONS
5. QUESTION: Regarding the COTS spec. question, some items we "might" manufacture ourselves, would this be acceptable?
ANSWER: Yes, a vendor can manufacturer some items but use as much COTS as readily available.
6. QUESTION: The issue of delivery also poses a concern for transporting the "BlastWall Trailer" to Tinker AFB. Would you, be able to offer an area where we could affix the "Blast Wall" and other fabrication issues, parts and items to the trailer on base for 1 trailer at a time over a period of approximately 4 months?
ANSWER: Contractors need to read and understand SOW paragraphs 4.1.2., 4.1.2.1., 4.1.2.2., 4.1.2.3. and its subparagraphs and 4.1.2.4. and its subparagraphs.
7. QUESTION: Regarding the MIL Spec paint, called for with a temperature rating of 400 degrees.
3.8.4. Heat resistance (color change). The coating after exposure to 121 ±3 °C (250 ±5 °F) in accordance with 4.6.10 for 60 minutes, shall have a color difference (ΔE) less than or equal to 1.0 when compared to an unexposed sample of the same batch and tested as specified in 4.6.10 using CIELAB color coordinates. Q. Will 200 be acceptable?
ANSWER: 250 degrees Fahrenheit is acceptable with some degradation expected but 200 degrees Fahrenheit is not technically acceptable.
8. QUESTION: Paragraph 8.8 of the 12/28 Statement of Work (SOW) state the period of performance is 6 months. Does this include the procurement time for acquiring the new trailers? Preliminary information we have received is that delivery of new trailers alone from the trailer manufacturers is approaching 12 months from date of order.
ANSWER: With respect to possible long lead time to procure the base trailer, the period of performance may be changed to from date of award to one calendar year (12 months). Also, it may be more advantageous for the vendor to work with a trailer supplier as part of the project to minimize the time, cost, and risk of the procurement.
9. QUESTION: How many days should the successful contractor assume will pass between turning in the proposal and receipt of an executed contract allowing the contractor to actually place an order for the 4 trailers?
ANSWER: Since the awardee of this contract will be allowed one year from date of award (see Question # 4), the awardee can order as soon as the contract is signed by the Tinker Contracting Officer and you receive a copy of that finalized contract.
10. QUESTION: We have heard that the contractor will be asked to acquire one trailer and fabricate one Mobile Blast Fence, paint, test, and get acceptance/approval of that complete trailer before the contractor can begin fabrication of the remaining three trailer Blast Fences. Is this correct?
ANSWER: Yes, the intention is to stagger delivery and to test functional acceptability of the first before delivery of the final 3 units. In regards to painting the portable blast fence, it is recommended that most of the painting be completed prior to delivering the portable blast fence to Tinker to be fabricated.
11. QUESTION: Assuming a contract may take 45 days to be issued to a contractor after their solicitation is turned in, and the trailers may take up to 12 months to be delivered after release of an order, and one trailer will be built, tested and approved before the remaining three trailers begin fabrication, the full duration for contract completion could exceed 18 months. Will the Period of Performance of 6 months as indicated in paragraph 8.8 be changed?
ANSWER: Reference Answer #8 above.
12. QUESTION: Will the Solicitation deadline of January 20, 2012 be extended?
ANSWER: Yes, extension is granted until 25 January 2012 at noon.
FIFTH: All other terms and conditions remain unchanged and in full force and effect.
