Human Lifts Question and Answers

Question 1: “On-board charger” – this just means you want to be able to plug the machine in to charge it correct? You don’t mean for it to have an on-board generator that charges the batteries, correct?

Answer 1: “On-board charger” means that the machine contains all equipment necessary to charge its internal battery from a 120v outlet. This includes the cord with a male NEMA 5-15P plug at the end.

Question 2: Small lifts like the JLG 830P will not have the option of adding “Soft Touch/Aircraft Protection System”, but they do have lanyard-Safety Harness attachment points.

If the machine only offers lanyard-safety harness attachment points, are we ok to quote/use it?

Answer 2: The vendor is correct regarding the small lifts like the JLG 830P. A quote with just the lanyard-safety harness attachment points would be acceptable.

Question 3: JLG E600JP, I’m guessing you want the EC600SJP, correct? It’s the electric 60’ with Jib plus (JP) whereas the EC600SJ is a standard jib.

Answer 3: Per the intent of the Item Description, either the A600SJP or the A600JP would be acceptable. The A600SJP would be preferred, but there is nothing in the Item Description that would make the A600SJ not acceptable.

Question 4: The 600 “A” isn’t made anymore but there is a 600 “AJN” – this is a 600 “AJ” with a “N”arrow chassis. Will the 600AJN work for your needs on number 12? Spec sheet attached for reference.

Answer 4: An A600AJN would also meet the requirements of Row 12. The critical feature of this row (both the JLG and Genie) is the 4x4 drive system

Question 5: There are what I would consider “toe boards” as shown below but there’s no guarantee they are 6” and there’s no option to add “6 inch toe boards”. This is the same for every machine on your list, are you ok with what would be/is the “standard” toe boards that come from the factory on the assembled machines?

Answer 5: I recognize that toe board heights may differ between models and manufacturers.

The “standard” height of toe board is acceptable as long as it meets or exceeds the 3.5 inch height requirement of OSHA 1910.29(k)(1).

Question 6: For the units that have qty 0 is that to say that you will not be preserving those at all in the future and those don’t require pricing?

Answer 6: You can leave the “0” items blank, we don’t anticipate ordering those items at this time, but we could potentially in the future. When/if that time comes, the Contracting Officer will allow for price list changes for the vendors that hold agreements. As far as increases in pricing, please see page 3 of the solicitation Section 3(e)(i) that talks about updating of price lists. Thank you!

Question 7: For the additional batteries for the lifts (Line 1a, Line 3a, Line 4a, Line 9a), do you want a quote for a single battery or for a complete set of batteries for that lift? For example, on Line 4a, a complete set for a JLG ES2632 contains 4 batteries. We can quote it either as a single battery or a battery set, we just want to make sure that we are doing the same as the other bidders for consistency.

Answer 7: Customers would like to provide a quote for a single battery as well as a quote for a set of batteries. Price list has been updated to reflect the quotes for both.

Question 8: For Line 3, JLG just announced that they are discontinuing the R1932 model during the 4th quarter of 2024. There is still some inventory of the R1932 in stock, but JLG is replacing it with the ES1932, which utilizes AC electric drive motors identical to those utilized on the Genie GS1932. Do you want us to quote the JLG R1932 or the JLG ES1932 for this solicitation?

Answer 8: When the quote is provided, the vendor should provide what model they are quoting and can quote both the ES1932 and the R1932. Quote sheet has been updated to reflect the changes.

Question 9: For Line 9, the electric JLG E450AJ is not compatible with the JLG Fall Arrest Platform AND the Soft Touch System but the diesel JLG 450AJ is compatible with both the JLG Fall Arrest Platform and the Soft Touch System. Can we quote the diesel JLG 450AJ for this solicitation?

Answer 9: A quote for the JLG E450AJ with only the Soft Touch System will be acceptable. The item description specifies “diesel or electric power” since ordering agencies may wish to order either an electric 45’ boom lift or a Diesel 45’ boom lift. The intention was to include both the Electric and Diesel models of this size class of lift to satisfy the requirement. The Diesel 45’ boom lift component of this requirement (the 450AJ) may be quoted with both the Soft Touch System and the Fall Arrest Platform.

Question 10: RT4394, Diesel Engine or Dual Fuel engine? Foam Filled tires, or Non-Marking Foam Filled tires, or Foam Filled Sand Tires? Any other options needed?

Answer 10: The RT4394 should have a Diesel engine with Foam Filled tires

Question 11: E450AJ, Foam filled tires, or non-marking foam filled tires?

Answer 11: The E450AJ should be equipped with Foam Filled tires

Question 12: 600AJ, Diesel Engine or Dual Fuel engine? Foam Filled tires, or Non-Marking Foam Filled tires? SkyPower option needed? Any other options needed?

Answer 12: The 600AJ should have a Diesel engine with Foam Filled tires. SkyPower is not needed. Other options should be the Soft Touch system and the Fall Arrest platform per the item description.

Question 13: EC600SJ or EC600SJP? 2wd Electric, or AWD Electric Any other options needed?

Answer 13: Per the intent of the Item Description, either the A600SJP or the A600JP would be acceptable. The A600SJP would be preferred, but there is nothing in the Item Description that would make the A600SJ not acceptable.” AWD electric is preferable.

Question 14: 600S or 660SJ? Diesel Engine or Dual Fuel engine? Foam Filled tires, or Non- Marking Foam Filled tires? SkyPower option needed? Any other options needed?

Answer 14: The 600SJ is preferable. It should have a Diesel engine with Foam Filled tires.

SkyPower is not needed. Other options should be the Soft Touch system and the Fall Arrest platform per the item description.

Question 15: S-60HF and S-80HF aren’t models that genie currently offers. What they do have - S-65 HF and S-85 HF, will these work for the solicitation? Also, just like with JLG not every model offers Aircraft protection/soft touch or fall arrest.

Answer 15: The S-65 HF and S-85 HF will be acceptable.

Question 16: Below is a list by model number and the build spec we can get through JLG based on their item description doc. The build spec I’ve listed are as close to what they are asking for, some items don’t offer soft touch or fall arrest. If something like soft touch isn’t listed or fall arrest, that means it’s not offered for that model. I also added in some additional scissor models for example, the R1932 was listed and I added the ES1932 just in case they had the wrong model.

EC600SJP Package 3 (All Wheel Drive) - Fall Arrest, Rear Entry (36 x 72-in) - Soft Touch

600AJN Package 4 (Diesel 4WD) - Narrow - Fall Arrest, Rear Entry (36 x 96-in) - Soft Touch

800AJ Package 4 (Diesel 4WD) - Fall Arrest, Rear Entry (36 x 96-in) - Soft Touch

1350SJP (Diesel 4WD) - Fall Arrest, Rear Entry (36 x 96-in) - Soft Touch

Answer 16: The table of build specs is acceptable. The R1932 was included in the spec list because scissor lifts are often used outdoors and within aircraft wash bays. Wheel-mounted electric motors may be vulnerable to water intrusion. I have no issues if the vendor also includes pricing for the ES1932.

Question 17: Does your customer want the rough terrain scissor to have leveling jacks? Leveling jacks are used to self level the machine on un-even terrain. They are a add-on item, below are images, not sure if the team at the bases would need them but wanted to ask upfront.

Answer 17: The rough terrain scissor lifts must be equipped with leveling jacks.

Question 18: Slab scissor lifts like the R1932 don’t offer soft touch, the alternative is “SkySense”. I’ve attached the flyer on what is sky sense. Can we find out if the customer would prefer this as a option where soft touch isn’t offered? OR I can add it as a line item with price to the excel file, then the customer would just know this option costs this much to add but here’s the machine price without it?

Answer 18: Skysense does not meet the requirement since the exposed edges and corners of the scissor lift frame will not be coated in an impact absorbing/distributing material. If soft touch is not offered from the manufacturer, can foam be placed on exposed portions of the frame (see example pictures here: https://trisoftcovers.com/protection-type/maintenance-lift-and-stand/)? I recognize that this may be a significant ask for vendors. Please let me know if this vendor (or others) have additional questions regarding non-OEM foam installation.

Question 19: For Line item #1, the JLG 830P Mast Lift is no longer available from JLG with the Soft Touch option so can we bid this lift without this option?

Answer 19: Yes, the 830P may be bid without Soft Touch per my response to another vendor’s inquiry.

Question 20: For Line item #3, the JLG ES1932 Scissor Lift is no longer available from JLG with the Soft Touch option so can we bid this lift without this option?

Answer 20: If soft touch is not offered from the manufacturer, can foam be placed on exposed portions of the frame (see example pictures here: https://trisoftcovers.com/protection-type/maintenance-lift-and-stand/). I recognize that this may be a significant ask for vendors.

Please let me know if this vendor (or others) have additional questions regarding non-OEM foam installation.

Question 21: For Line item #4, the JLG ES2632 Scissor Lift is no longer available from JLG with the Soft Touch option so can we bid this lift without this option?

Answer 21: If soft touch is not offered from the manufacturer, can foam be placed on exposed portions of the frame (see example pictures here: https://trisoftcovers.com/protection-type/maintenance-lift-and-stand/). I recognize that this may be a significant ask for vendors.

Please let me know if this vendor (or others) have additional questions regarding non-OEM foam installation.

Question 22: For Line item #6, the JLG RT4394 Rough Terrain Scissor Lift is no longer available from JLG with the Fall Arrest Platform option so can we bid this lift without this option?

Answer 22: The RT4394 may be bid without the Fall Arrest Platform option
