Questions for FA8125-16-Q-0042 - Upgrade Augmentor Fuel Pump Test Stand

Question 1: Is the stand currently functional?

Answer: Yes, SOW paragraph 5.1.1 requires the contractor to witness end item testing performed on the test stand prior to the installation of the upgrade.

Question 2: Can we get pictures of the stand?

Answer: Yes, pictures will be provided.

Question 3: Can we get pictures of the sensors in the enclosed cabinet?

Answer: Yes, pictures will be provided.

Question 4: What is the year of manufacture of the test stand?

Answer: The best estimate for the year of manufacture of the test stand is around 1986 based on the contract number on the data plate. We received the test stand from Kelly Air Force Base in 1999.

Question 5: Are valves to be replaced concerning the regulator crossover.

Answer: SOW paragraph 2.2.11.2.2 has been clarified.

Question 6: SOW paragraph 2.2.7.1 states "All required modifications to the chilled water system for each test stand upgrade." This wording suggest that there is more than one test stand involved. Please confirm that it is only one test stand.

Answer: Paragraph 2.2.7.1 has been changed to reflect the correct quantity.

Question 7: SOW paragraph 2.2.14.1 calls for hose compatible with MIL-H-7808. This appears to be an error. Please confirm.

Answer: Paragraph 2.2.14.1 has been corrected to reflect the correct media.

Question 8: SOW paragraph 5.5 states "The Government will perform infrared, vibration, motor analysis, and airborne ultrasound inspection to ensure new hardware is in compliance with referenced standards." Please clarify if the government will gather baseline data in each of these categories on the existing test stand prior to the upgrade. Is there a compliance criterion.

Answer: Paragraph 5.5 has been changed to reflect the data collection and standards.

Question 9: SOW paragraph 9.1 refers to a "What-if Checklist" safety analysis. Can the government provide a sample that illustrates this expectation?

Answer: Paragraph 9 has been deleted.

Question 10: Does the contractor need to evaluate and correct any existing NEC wiring issues with the test stand during the upgrade or is that wiring considered "Grandfathered In?" This would pertain to power wiring to motors, inside the Motor starter enclosure, etc.

Answer: SOW paragraph 2.2.23.7 has been corrected to reflect only new equipment and wiring has to comply with current codes.

Question 11: The SOW does not address the I/P transducers in the stand that control the valves called out to be replaced. Do the I/P transducers need to be replaced as well?

Answer: No, replacement of the I/P transducers is not required. However the Contractor shall ensure correct control and operation of the replacement valves. Replacement with identical valves will result in no piping or other hardware modifications. Paragraphs

2.2.7.2 and 2.2.10.7 have been changed for clarification.

Question 12: Ref SOW paragraph 2.2.11 - Confirm that the requirement is only to provide a new control system for the high pressure / temperature pneumatic system? Existing valves will remain and are not included in the scope of work.

Answer: Paragraphs 2.2.7.1, 2.2.8.1, 2.2.9.1, 2.2.11.1.1, and 2.2.11.2.1 that reference ‘control system’ have been changed to clarify the requirements.

Question 13: Ref SOW paragraph 2.2.11 - Confirm that the existing facility high pressure air supply is stable and currently meets the requirements for control of supply pressure to the UUT? If not the stability of the this existing supply will impact the ability of the current configuration to provide stable pressure to the UUT and may need to be addressed

Answer: The High Pressure Pneumatic System hardware and controls currently meet all requirements for end item (UUT) performance testing.
