V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION
REQUIRES THE USE OF THE AUTHORITY CITED ABOVE
(APPLICABILITY OF AUTHORITY)
This item, CAGE 89954 (BAE Systems) part number 101E9880G01, is source controlled for manufacture under General Electric, CAGE 99207 drawing 5071T08P01. J85 Engineering conducted a search for overhaul instructions for this item and found none to exist and no contract repair history. There is no tech data available for this item which supports/used on J85-GE-21 engine models. Tech data for this item is proprietary to Original Equipment Manufacturer (OEM). The BAE Systems division CAGE 63670 was found to be the current repair source as of late 2016. A telephone discussion between the Air Force's engineering, item management, production, program and management personnel was held 5 Dec 16 with , Principal Contracts Administrator and his staff to discuss repair and data history of this item and to discuss possible contracting methods. stated that no outside repair sources had ever been licensed by CAGE 63670.The manufacturer has never released tech data for repair.
The turbine discharge temperature sensing system controls nozzle area to prevent excessive TS temperatures and prevent compressor stall at ambient temperatures below -2°F. This sensing system can override the power lever setting to control nozzle area. The amplifier compares temperatures to a preset reference temperature on a standard day. The amplifier compares the TS temperature and the reference temperature. If a temperature error is sensed, the amplifier will operate the TS motor, which can override the power lever cam and open the nozzle.
The check and test for Digital Electronic Amplifier is required before repairing the J85-21 engine used by F-5 Navy aircraft . The quantity repair is based on the Air Force requirements each quarter including the Navy Requirement Data Exchange List (RDEL) of per quarter.
Contractor shall perform check and test, and if unit fails, all necessary repairs will be performed to return to serviceable condition, and if found serviceable, return serviceable units back to the USAF.
Currently, BAE Systems, is the only known source that can satisfy the Government’s requirement. There are no commercial alternatives. The cognizant engineering activity has determined that data to define and control reliability limits cannot be obtained nor is it possible to draft adequate specifications for this purpose and verified that BAE is the only repair source for this item.
421 SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirement in the repair of J85-21 engines and the availability of aircraft supported by the J85-21 engine. It is imperative that these parts are readily available to ensure that the requirements of the Air Force are met.
Accordingly, BAE Systems is the only responsible source capable of providing the items described in Section III above.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS
ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS
PRACTICABLE
In accordance with FAR 5.201, this requirement shall be synopsized and the Request for Proposal will be posted to the Federal Business Opportunities website. The Government does not have qualification requirements as the OEM approves additional sources.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR
AND REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. A detailed cost and price analysis will be accomplished. The Defense Contracting Management Agency and/or Defense Contract Audit Agency may be contacted to assist with the analysis, and may assist with inputs throughout the life of the contract.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND
THE RESULTS, OR A STATEMENT OF THE REASONS MARKET
RESEARCH WAS NOT CONDUCTED
As described in sectionVI above, market research, in accordance with FAR Part 10, will be conducted by synopsis of the proposed acquisition advising industry of the pending acquisition and soliciting inquiries from interested parties. Initial market research was accomplished on 7 Mar 17. The research confirmed that there is only one approved source to repair this part. Further, the requirement cannot be modified and be satisfied with a commercial or a modified commercial item. This is a non-developmental item.
This item is unique to J85 military engine.
A Sources Sought Synopsis was also conducted during the market research effort as this requirement was synopsized in Federal Business Opportunities (FedBizOpps) as a notice of contract action IAW FAR 5.201. The synopsis was posted 6 Feb 17 on the FedBizOpps website under FD2030-17-00851 with a response date of 6 Mar 17. No responses were received.
Based on the above, a high level of confidence exists that BAE Systems is currently the only responsible source able to fulfill the requirements.
described in section III.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN
