DESCRIPTION: This acquisition is for Noun: Mechanical Variable Stop, NSN: 2840-01-139-2204PN, PN: 3282556-11, a component used on the F108 engine. The Mechanical Variable Stop is a threaded tube supported by bearings in a stainless steel housing to stop the variable bleed valve actuation system at both ends of the stroke. Item dimensions: 6.5in long, 4in wide, and 7.5in high. This is a commercial item used on a military derivative of the commercial CF56 engine. Due to its abrasion tolerance and resistance to erosion, this item is a highly specialized component of the F108 engine, a military application to a major weapon system. The F108 Mechanical Variable Stops support the overhaul of the variable bleed valves used to bypass air for the primary air flow to discharge into the secondary air flow to prevent a Booster stall in engine power settings outside of high thrust.
This is not an export controlled requirement, although FOREIGN OWNED FIRMS ARE ADVISED TO CONTACT THE CONTRACTING OFFICER/BUYER BEFORE SUBMITTING A PROPOSAL TO DETERMINE WHETHER RESTRICTIONS APPLY ON RECEIVING AN AWARD.
The USAF is contemplating a Fixed Price, Requirements type contract with a one-year basic and two, one-year options. This expected contract is anticipated to be a sole-source, commercial supply contract. Both newly manufactured and/or new & unused commercial, or previously government-owned surplus are acceptable for this requirement. See schedule below. Quantities and delivery schedule will be identified on each delivery order issued after award. However, the contractor should be able to deliver approximately 30 units per month, and continue at that rate until all deliveries are complete. The best estimated quantities (BEQs) are as follows: Basic Year: 618 EA; Option Year 1: 261 EA; and Option Year 2: 275 EA. The quantities listed above are only best estimates, and the contractor will not be paid, nor will the government be held responsible if lower quantities result from this requirement. Estimated Award Date is 30 Sep 16.
Proposal Evaluation: For qualified surplus sources, the evaluation method will be lowest price technically acceptable (LPTA). Evaluation factors will be (a) technical – meets solicitation requirements and acceptable past performance (This will be a pass/fail); and (b) lowest price.
