Data
Not Separately Priced (NSP)
Due to the circumstances described below in Sections V, IX and XI, there are no immediate actions that could be taken to develop competition. Therefore, it is considered appropriate to seek approval for more than one fiscal year’s requirement. If other qualified or approved sources become known during the life of this contract, full and open competition will be considered and utilized to the maximum extent practicable.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND
OPEN COMPETITION
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii).
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES
THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
The Government has established Qualification Requirements (QR) for this item that a prospective source must satisfy prior to being identified as an approved source.
The establishment of QRs has been justified in writing, as required by FAR
9.202(a), on a Justification for Qualification Requirements coordinated through
Small Business and Competition Advocate, approved by the Chief of Contracting
Office. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge requires acquisition of the part from approved sources. The Pitch Trim Controller is highly specialized, containing more than 250 parts. The Pitch Trim Controller consists of a thermal bypass assembly, solenoid valve, CAS servo valve and switch assemblies. The
PTC receives inputs from the pilots input displacement and dual electrical CAS signals to determine required pitch for the aircraft.
The 423rd SCMS believes that award to any other source would result in unacceptable delay in fulfilling the Air Force’s requirement. The item identified in section III above contains critical characteristics and, at a minimum, meets the requirements of a critical application item as defined in the Aviation Critical Safety
Item Management Handbook. The Government has in its possession the required remanufacture data. However, the special tooling, test equipment or fixtures necessary to remanufacture the PTC are not available to provide for competitive purposes. Contractors interested in competing for this remanufacture workload would first have to submit a qualification package to the cognizant engineering authority for review and approval, Currently, the only approved non-organic source is the OEM, Moog (CAGE
94697). Development of additional sources to produce this part is not feasible with allowable timeframes. This is an off-load effort to the current organic workload for remanufacture of the PTC. Off-load requirements are sporadic and not easily predictable. Additional sources may be approved if they meet the requirements of the established QRs. Prospective sources must build and submit a Source Approval
Request (SAR) package in accordance with the established QR then provide proof of possession or plan for obtaining the requisite special test equipment, fixtures and tooling. At this time, no SARs have been submitted for consideration. Once submitted, approximately 2 years is required to qualify the potential source and build or acquire the test equipment, fixtures and tooling.
Accordingly, Moog is the only source capable of providing remanufacture described in section III above without unacceptable delays that could lead to grounding the fleet and impacting mission accomplishments.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED

The Sources Sought Synopsis was posted to the FedBizOpps website from
1 to 16 June 2015. Market research including inquiries of available data systems, such as the internet, Google, Thomas Registry, Haystack and a web search did not yield any additional sources for the remanufacture of this item.
