Sustainment, repair and replacement of High Frequency Global Communications System (HFGCS) antennas. Solicitation number FA8106-08-R-0001. This buy is a 100% small business set aside. The contractor shall provide the program support, program engineering support, labor, parts and material for antenna systems inspections, scheduled and unscheduled maintenance installation/de-installation and maintenance, GBSLP, and electrical power evaluation in accordance with the performance work statement in the contract. FAR Part 12 (Commercial) regulations apply. A Firm Fixed Price, Time and Materials and Over and above with Cap, Indirect Delivery Indirect Quantity requirements type contract is contemplated. A Basic Year plus the potential for three (3) One-Year options and three (3) one-year incentive option periods is contemplated. The line items are as follows: CLIN 0001 Program Support, CLIN 0002 Program Engineering Support, CLIN 0003 Reserved, CLIN 0004 Unscheduled Maintenance Support, CLIN 0005 Short Notice Maintenance Support, CLIN 0006 Site Survey/De-Installation/Installation, CLIN 0007 Antenna and Antenna Subsystems, CLIN 0008 Preventative Maintenance Inspection, CLIN 0009 Phase Inspection, CLIN 0010 GBSLP, CLIN 0011 Phase-Out Period Requirements, CLIN 0012 Travel, CLIN 0013 Over and Above and CLIN 0014 Data. The approximate solicitation issue date will be July 10, 2008. The solicitation response due date will be August 25, 2008. The anticipated award date will be February 27, 2009. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issue, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
