12. PUBLIC RELEASE
Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for review and approval prior to release to the appropriate government approval authority identified here with at least office and phone contact information and if available, an e-mail address. 13. SECURITY GUIDANCE
The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

a. Classification guidance for work accomplished under this contract will be provided by the KC-10A Security Classification Guide, 22 Jul 09 (Rev 1 5 Dec 13).
b. Ref. 10a, COMSEC material/information may not be released to DoD contractors without Air Force Cryptological Support Center (AFSC) approval. Contractor must forward requests for COMSEC material/information to the COMSEC officer through the 550 ACSS/GFLC office. The contractor is governed by the DoD 5220.22-S COMSEC supplement to the NIPSOM in the control and protection of COMSEC material/information. Access to COMSEC material by personnel is restricted to U.S. citizens holding final U.S. Government clearances. Such information is not released to personnel holding only reciprocal clearances.
c. Ref. 10e2, The GCA will determine requirements for Non SCI Intelligence Information. Non SCI Intelligence Information will be governed by the DCID 6/5.
d. Ref 10j, FOUO information provided under this contract shall be safeguarded as specified in DoDM 5200.01, Volume 4, DoD Information Security Program.
e. Ref 11c, Any classified information generated in the performance of this contract shall require the contractor to apply derivative classification and markings consistent with the source material. Classification, declassification and markings will be in accordance with Executive Order 12958.
f. Ref 11h, A COMSEC account will be established and COMSEC will be protected per the NISPOM chapter 9, section 4.
