| FA8102-16-R-0002 Antenna Support Program (APS) | |||
| Question No. | REFERENCE (PWS, RFP, ITO, etc.) | COMMENT/QUESTION | GOVERNMENT RESPONSE |
| 1 | ITO 5.1 | The Instructions to Offerors (Section 5.1) indicates that the price matrix (RFP Attachment 4) may be incorporated into the prime contract at award. However, I could not find a reference in the model contract to how this information will be used. None of the ordering clauses seemed to address the specifics of requesting a proposal for a Delivery Order. Will the rates in the matrix be used for pricing delivery orders? | The rates established in the Price Matrix shall be used for pricing of future task orders. |
| 2 | General Question | Will the awardee be allowed to add labor categories after award if the existing ones can’t accommodate the requirements of the Delivery Order? | No; the labor categories shown in the Price Matrix should include all the necessary labor categories to perform the work. |
| 3 | General Question | Will the Government allow milestone payments or progress payments? (Could not find FAR 52.232-16, Progress Payments, in the current model contract). | No |
| 4 | General Question | Will clearances be required for any of the personnel on this contract? If so, which labor categories may require clearances? What is the highest level of clearance that may be required on a Delivery Order? | Contractor shall provide personnel that can secure access to military installations. |
| 5 | General Question | The Government has provided labor categories but has not provided labor category descriptions. Will the Government please provide labor category descriptions or minimum qualifications to ensure competitively comparable labor across all Offerors? | The Government only provides a description of the work to be performed under this contract which is found in the PWS. It is the Offeror's responsibility to identify and utilize the correct labor classification on the SCA or DBA wage determination. |
| 6 | ITO 2.3.6 | In the ITO on page 5; the Cross Reference Matrix (2.3.6) paragraph indicates that the Cross Reference Matrix is attached to the solicitation as a fillable form; however, it is not included in the solicitation documentation available on FBO. Will the USG please provide this form for completion? | Amendment 3 (see Note 2 below) includes a fillable cross reference. |
| 7 | ITO 3.2.4 Subfactor 2 – Logistics | “As a minimum, Offerors shall address PWS requirements IAW section 1.15.2 and all subparagraphs”; however, there is no 1.15.2. Does the Government mean to address 1.16.2 (Shipping) and all subparagraphs? | Amendment 3 reflects change to ITO 3.2.4; changed FROM: 1.15.2 TO: 1.16.2 |
| 8 | General Question | Will the Government confirm that installations, repairs and assessments are construction type of work in accordance with the Davis Bacon Act | The CO will indentify on individual task orders which DBA and/or SCA wage determinations apply. |
| 9 | ITO 5.4, 5.5.9, and 5.10 | Amendment 3 to the RFP added the DBA wage determination along with the SCLS wage determination. However the ITO, para 5.4, 5.5.9 and 5.10 and the Evaluation Factors para 2.4.8 were not updated. Those paragraphs still reference only the SCLS and not the DBA. Does the Government intend to modify those paragraphs? | Amendment 3 reflects changes to ITO paragraphs 5.4, 5.5.9, and 5.10 to include DBA applicability. |
| 10 | General Question | DBA job categories such as Iron Worker, Power Equipment Operator and Cement Mason are required for construction type of work. For bidding purposes, should those job categories be included in Antenna Rigger (for the DBA Iron Worker construction labor category) and Civil Worker (for the DBA Power Equipment Operator and Cement Mason construction labor categories)? | The Government only provides a description of the work to be performed under this contract which is found in the PWS. It is the Offeror's responsibility to identify and utilize the correct labor classification on the SCA or DBA wage determination. |
| 11 | General Question | If offerors do not appropriately map DBA work to these categories, will they be considered non-compliant and unawardable? | Offerors will be evaluated on proposals submitted in response to the RFP. |
| 12 | PWS 1.6; ITO Adendum 3.2.3; Evaluation Addendum 2.2.1 | When are NACs required – The requirement for favorable National Agency Check (NAC) investigations are described in the Instruction to Offerors, Evaluation Factors for Award, and the PWS. Will the Government clarify how soon upon contract award offerors should have NAC cleared personnel available to perform the work? The current NAC investigation process takes a year or more for individuals to be adjudicated. Will the lack of NAC cleared individuals available to perform the work affect an offeror’s ability to be considered “technically acceptable”? If so, will the offeror be considered non-compliant and unawardable? | PWS 1.6 is amended to reflect that NAC investigations are required for personnel performing work on HFGCS sites. The Government refers Offerors to PWS 1.6, ITO Addendum 3.2.3, and Evaluation Addendum 2.2.1 for direction. |
| 13 | ITO 4.3.1 | Can the past performance window be increased from three years to ten years in order to improve the Government's ability to evaluate capabilities of the RFP participants? | No |
| NOTE 1: This Question and Answer document is for informational purposes only. The solicitation (including Section J attachments) and all amendments take precedence over this document. |
NOTE 2: The solicitation has been amended three times thus far. FBO recognized the posting of an attachment directly on FBO as a separate amendment (which it was not) and thus FBO shows an additional amendment."
