[BIDDING SPECIFICATION SHEET] May 7, 2012
1. Problem Statement
Currently there is a need for newly designed state-of-the-art; comprehensive modular work stands to be designed. KC-135 maintenance personnel currently utilize articulated lifts and other mechanisms to gain access to the aircraft. These methods are restricting access to the aircraft, and impeded progress towards the Divisions production goals.
2. Scope
The contractor shall join the 507 MXS to provide for the onsite study and design of a comprehensive modular KC-135 maintenance work stand sets for use in Hangars 1030, 1082, and 1053. The work stand set is to facilitate one aircraft ISO process and be capable of being moved and used in any of the other aircraft hangars the 507th ARW owns. Contractor shall participate with the 507 MXS and KC-135 maintenance personnel to provide complete on-site application study and design. 507 MXS will lead the study effort, in conjunction with the contractor and KC-135 maintenance personnel, to determine the requirements of the production branch. Once the requirements have been determined and approved, the contractor shall provide construction ready drawings of the maintenance work stands to the 507 MXS and the government for approval.
The design accepted by the government shall be used for fabrication of this maintenance work stand set purchase and any future purchases for work stands supporting the KC-135 weapon system in AFMC. The first work stand set purchased shall be assembled on-site, prototyped and accepted by the government before pursuing any future purchases of additional sets. This process will spearhead any future purchases by individual units in Air Force Mobility Command.
3. Impact Statement
If work stands are not designed and procured, the KC-135 Inspection Process will continue to be less efficient and less productive than they could be. The production goals of the Branch will not be realized.
4. References: All work provided under this solicitation shall follow good engineering practices as documented in accepted engineering literature, and shall satisfy as a minimum the following publications of the issue in effect on the date of request for proposal that form a part of this guideline.
