PERFORMANCE WORK STATEMENT (PWS)

For DoD IAC Program Management Office (PMO) Research & Analysis (R&A)

1.0 Description of Services

1.1 Background

The Department of Defense (DoD) Information Analysis Center (IAC) Program operates in accordance with (IAW) DoD Manual 3200.14 Volume 1, “Principles and Operational Parameters of the DoD Scientific and Technical Information Program: General Processes”, Mar 14, 2014; and DoD Manual 3200.14 Volume 2, “Principles and Operational Parameters of the DoD Scientific and Technical Information Program: Information Analysis Centers (IACs)”, Jan 5, 2015. As a part of the Office of Under Secretary of Defense Research and Engineering (OUSD(R&E)), DoDIAC supports scientific research and rapid development of new capabilities, concepts, and prototyping activities throughout the DoD Research and Development (R&D) enterprise. DoDIACs function as specialized subject focal points and centers of excellence, supplementing the Defense Technical Information Center (DTIC) services within DoD Instruction 3200.12, “DoD Scientific and Technical Information Program (STIP)”, Aug 22, 2013.

DoDIAC’s services and activities are aligned to support 22 technical focus areas (Software and Data Analysis, Cybersecurity, Modeling & Simulation (M&S), Knowledge Management and Information Sharing, Advanced Materials, Autonomous Weapon Systems, C4ISR, Directed Energy, Energetics, Military Sensing, Non-Lethal Weapons and Information Operations, RMQSI, Survivability & Vulnerability, Weapons Systems, Homeland Defense & Security, Critical Infrastructure Protection (CIP), Weapons of Mass Destruction (WMD), CBRN Defense, Biometrics, Medical, Cultural Studies, Alternative Energy) and OUSD(R&E)’s modernization priorities critical to current defense R&D needs in three technical domains (Cybersecurity, Defense Systems, and Homeland Defense). DoDIAC’s products and services improve how DoD identifies, synthesizes, and analyzes Scientific and Technical Information (STI) to accelerate future capability research efforts.

DoDIAC Program Management Office (PMO) R&A support manages ongoing R&D, science and technical (S&T) analysis activities, measures impact of their outcome, and ensures activities are driven by the needs of the supported organizations (500+ federal entities in FY19). The PMO serves an essential function for the conduct of the research. It provides an integrated approach and framework to managing all phases of the R&D lifecycle, from developing requirements to consolidating lessons learned. It also conducts research to determine a systematic and iterative process and techniques to apply previously generated research findings and scientific knowledge to accelerate current and future research. The processes and products PMO creates become one of the building blocks of new research and development, creating a loop of continuous research and development.

The Resource Management directorate of DTIC (DTIC-R) provides a wide range of planning, analysis, financial management, budget planning and execution, audit readiness, and support services for the DoDIAC PMO.

Based on historical data, DoDIAC PMO R&A contract will be leveraged to support yearly estimate of 7,000+ MIPR transactions, 200 Defense Agencies Initiative (DAI) tickets, 100 task order awards, and 300+ associated Inter-Agency Agreements (IAA) for federal agencies. Each year, DoD IAC PMO develops 130-160 requirements for highly technical Cost-Plus-Fixed-Fee (CPFF) task order requirements ranging from $1.5M-$400M for the IAC Multiple Award Contract (MAC), a $28B indefinite delivery, indefinite quantity (IDIQ) contract. The DoDIAC PMO R&A contract analyzed 29,000+ STI across the 22 technical focus areas in the domains of Defense Systems, Homeland Defense, and Cyber Security. The number of contracting, financial, programmatic, and R&A actions listed in this PWS is expected to increase in the near term and continue to rise during the life of the contract.

1.2 Mission

The mission of the DoD IAC Program is to improve the productivity of researchers, engineers, and program managers in the defense research, development, and acquisition communities by collecting, analyzing, synthesizing, and disseminating worldwide scientific and technical information in clearly defined, specialized fields or subject areas in accordance with DoD Manual 3200.14, Volume 2, Principles and Operational Parameters of the DoD Scientific and Technical Information Program (STIP): Information Analysis Centers (IAC), 5 Jan 2015 .

The IAC accomplishes these missions by providing in-depth research and analysis services and creating technical information products while continuously improving mechanisms and tools to enable rapid STI analysis and exchange. IACs conducts basic and applied research; respond to technical inquiries; prepare state-of-the-art reports (SOAR), handbooks, and data books; perform technology assessments; and support exchanges of information among scientists, engineers, and practitioners of various disciplines within the scope of the IAC.

DoDIAC is also a part of The DoD STIP program; it is the umbrella under which all scientific and technical information programs within DoD Components operate. DoD Components include the Office of the Secretary of Defense, the Joints Chiefs of Staff, the Military Departments, and the Defense Agencies.

The STIP is a coordinated structure of Scientific and Technical Information (STI) functions. The overall objective of the STIP is to increase the effectiveness of the scientific and technical effort in the DoD community. The primary goals of the STIP are to ensure that DoD scientific and technical information:

· Provides maximum contribution to the advancement of science and technology

· Permits timely, effective, and efficient conduct and management of DoD research, engineering and studies programs

· Eliminates unnecessary duplication of effort and resources by encouraging and expediting the interchange and use of STI. This interchange is within and among DoD Components and their contractors, federal agencies and their contractors, and the national and international scientific and technical community, within established release controls

1.3 Purpose/Scope

This performance work statement (PWS) outlines the services required by the DoDIAC program. DoDIAC PMO scope includes performing research activities to support the DoD S&T community including Combatant Commands (CCMDs) in providing solutions to their urgent capability needs and maintaining awareness of the technology landscape. All contractor personnel shall possess the required level of DoD clearances at the time of the award, and shall meet all requirements listed in Appendix A: Key Personnel Requirements.

Historical LOEs are provided as a reference. The contractor shall provide the necessary management support, subject matter expertise, tools and processes, and skilled workforce to meet all PWS requirements with no degradation of service during the contract period of performance. All services requested under the PWS are non-personal.

1.4 General Information

1.4.1 Travel: Travel is required during the performance of this contract to participate in conferences, attend meetings, and review program activities. A travel CLIN is provided and a not-to-exceed value will be provided by the government. All travel shall be approved by the COR.

Defense Technical Information Center, 8725 John J. Kingman Road, Fort Belvoir VA 22060. Telework (on an ad hoc basis) can be arranged in advance through discussions with appropriate DoD IAC COR. Telework may be directed during inclement weather conditions, and/or closure of federal/DoD agencies in the National Capital Region. Other CONUS and OCONUS work locations may be approved by the COR on a case-by-case basis. This may include full-time telework contractors.

1.4.4.2 Place of Performance for Task 1.5.13

· U.S. Central Command (CENTCOM) - located at MacDill AFB, Florida

· U.S. Pacific Command (PACOM) - located at Camp Smith, Hawaii

· U.S. Special Operations Command (SOCOM) - located at MacDill AFB, Florida

· U.S. Strategic Command (STRATCOM) - located at Offutt AFB, Nebraska

The list of the Science and Technology Field Advisors’ supporting agencies and duty stations may change due to evolving IAC missions and DoD R&D requirements.

1.4.5 Security: National Agency Check with Local Agency and Credit Checks (NACLC), DoD Secret security clearance, or Top Secret Clearance is required for contractor personnel based on position requirements. All contractor personnel must be eligible to work with FOUO material. The following PWS sections will require a SECRET clearance: 1.5.1 through 1.5.6, 1.5.8 through 1.5.13, and 1.5.15. PWS section 1.5.7 will require a TOP SECRET clearance and be eligible for SCI.

1.4.6 Performance of Services during crisis declared by the President of the United States, the Secretary of Defense, or Overseas Combatant Commander: The performance of these services is considered to be mission essential during time of crisis. Should a crisis be declared, the Contracting Officer or his representative will verbally advise the Contractor of the revised requirements, followed by written direction.

1.5 Task Descriptions

1.5.1 Program Management

The Contractor shall provide program management duties to include financial management, review of deliverables, and overall task coordination. Throughout the execution of the contract, the contractor shall monitor performance and capture program metrics continuously through submitting the Monthly Status Report (MSR), Progress Review (PR), continuous client feedback, and deliverable reviews with the COR and Government leadership.

1.5.2 R&D Acquisition and Requirements Engineering

The Contractor shall provide acquisition, requirements development, and STI analysis support to the IAC Program. Historically, the team supporting PWS 1.5.2 develops, on average, 130-160 R&D requirements per year. It is anticipated that the number and complexity of requirements will grow/evolve during the contract period of performance. The contractor shall:

· Use in-depth knowledge of DoD and federal acquisition processes to help gather, define, and document technical requirements from Requiring Activities (RA), across the 22 technical focus areas.

· Support the R&D requirements development process by working with RAs to gain understanding of the research needs and develop solutions to enhance the STI quality and improve research process during research.

· Research and incorporate R&D best practices and methodologies from STIs and lessons learned derived from other IAC Research projects.

· Provide technical expertise across DoDIAC technical areas in reviewing and developing technical specification based on intended research outcome.

· Facilitate STI research and analysis process for new research request; identify opportunities for joint research and collaboration and/or opportunities to apply existing knowledge to accelerate intended research outcome.

· Facilitate all activities during requirements development process in accordance with the specifications provided by the IAC PMO and Contracting Office.

· Develop and apply innovative tools and methodologies to collect, analyze, synthesize, and gain insights from all of IAC's research and RA data. Develop and submit an annual report of recommendations and lessons learned on tools and mechanisms to improve requirements engineering process and enhance STI quality and accelerate path to intended outcome.

· Track each R&D requirements from inception through contract award and ensure each milestone is met in a timely manner for all requirements.

· Provide RAs with IAC specific services overview and process training as required.

· Track and maintain in a database all RAs and associated activities for each requirement

· Maintain accurate program-wide and R&D project (pre- and post-award) related metrics and data.

· Develop and maintain a strict Quality Assurance/Quality Control (QA/QC) process, and utilize technical and acquisition expertise to conducting a thorough review of all requirements documentations prior to Contracting Office submittal

1.5.3 IAC Program Analysis and Operations Research

The Contractor shall provide R&D related analytical support to all DoDIAC PMO activities, and conduct ongoing analysis of data and metrics generated from IAC program operations. The Contractor shall:

· Conduct research and analysis of mechanisms, tools, and processes that will enable rapid sharing and application of existing STI to accelerate future research. The new processes and products the PMO generates will also become the subject of new research and development, creating a continuous research and development loop.

· Conduct analysis of ongoing R&D efforts to identify research gaps and determine potential partnership opportunities for existing and future R&D requirement owners, which can be used to support any new R&D requirements and capability gaps.

· Conduct outreach activities with existing and potential IAC users (e.g. # of training, introductions to IAC leadership and other PMO functional cells, etc.)

· Support the IAC program and RAs by collecting, validating, analyzing, and storing R&D program data and deliverable.

· Identify cross-CCMD or cross–agency requirements and identify opportunities for collaboration and efficiencies.

· Identify opportunities for IAC outreach and collaboration with S&T communities

· Assist with process improvement, implementation, and training of the STI submission process and workflow.

· Assist with the IAC SME Recruiting: work with the IAC PMO to identify the priority SME subject/classifications for DoDIAC. Once SME gaps are identified and a SME Candidate is recommended the IAC should take the lead. Identify and develop user-specific benefits and ROI to encourage SME involvements.

· Provide analytical and computational framework and mechanisms to complement all assigned IAC’s finance, budget, statistics, programmatic data, and information reports.

· Work closely with other groups within DoD IAC PMO to collect and maintain activity specific metrics data to enable continuous improvement of research process and knowledge sharing mechanism. Respond to routine and ad-hoc metrics related data calls to the Government leadership and IAC stakeholders.

· Assist with developing R&D Requirements document as required.

· Develop and maintain programmatic records and data including technology related information such as S&T financial forecasts and assessments of roadmaps, transition plans, program plans, schedule status, and funding levels.

· Coordinate with the appropriate RAs and vendors to maintain the accuracy of collected programmatic and financial data.

· Support the IAC PMO in tracking all ongoing R&D efforts and processing necessary interagency support agreements (i.e. FS 7600A General Terms & Conditions).

· Support the CORs and DTIC-R in tracking and processing contract de-obligation actions.

· Participate in routine IAC Program Status Review meetings, and prepare and submit all requested reports and presentations prior to each meeting for the Government review.

· Develop and maintain IAC Program management documents, including operating procedures, multi-slide briefings, presentations, and other templates as required.

· Track action items from Contract Assessment Team Out-brief to IAC MAC CORs.

1.5.4 Performance Measurement and Applied Research Services

The Contractor shall develop, track, and conduct analysis of IAC Program related metrics. The Contractor personnel shall possess extensive training, education, and experience in statistics, mathematics, and/or data science with expertise in MS Excel and Business Intelligence tools. The Contractor shall:

· Conduct research to develop scientific methods to identify research gaps across IAC R&D portfolio and its knowledge base.

· Measure effectiveness of IAC-produced tools, and processes and how they enable rapid sharing and application of existing STI to accelerate future research. Analyze existing IAC services and associated processes, measure effectiveness, and identify/develop systematic and iterative processes and techniques to enhance impact and value.

· Collect, analyze, synthesize, visualize, and gain insight from the IAC program data including research outcome, acquisition, financial, surveillance, outreach, and others.

· Provide real-time visibility into the IAC research and user data

· Provide end-to-end management of IAC users and its research services, and provide custom reports and analysis on-demand.

· Support development of program key performance indicators, goals, and metrics based on DoD IAC and DTIC Strategic Plans.

· Collect inputs on IAC performance metrics from IAC Program vendors and other IAC PMO groups, and provide IAC program performance analysis to the Government.

· Conduct trend analysis of IAC program performance to identify opportunities for process improvement.

· Update goals and metrics based on evolving program requirements.

· Maintain IAC Program performance metrics dashboard and databases.

1.5.5 Science and Technology Strategic Communications

The Contractor shall support all strategic communications activities to help develop and promote the brand of the DoDIAC organization and its services. The Contractor shall:

· Provide research on and build relationships with other organizations within the DoD (specifically the S&T community) to partner on strategic communication projects.

· Provide research, presentations, and talking points to DoDIAC PMO leadership related to the Program's strategic communication efforts.

· Collect and assess IAC user data to help enhance its services.

· Create, design, identify, and/or recommend innovative and strategic communications methods using all types of media to best promote the IAC program.

· Monitor and maintain accurate and up-to-date information on IAC’s digital media sites.

· Develop and update DoDIAC publications as necessary.

· Coordinate with other directorates within DTIC to ensure consistency and accuracy of information across the organization.

· Design, develop, and administer the DoDIAC website as required.

· Maintain DoDIAC website functionality and troubleshoot issues as required.

· Validate daily that all website links are active and functioning.

· Ensure the DoDIAC website contains up-to-date information. New update or modifications will be completed within 2 business days of receiving the requests.

1.5.6 IAC STI and R&D Project Assessment

The Contractor shall provide Project Assessment and STI analysis services to the DoDIAC Program, assess ongoing R&D projects under the IAC MAC performance, review scientific and technical information and applications for research, evaluate technical adequacy of work performed, and determine contractual compliance (100% inspection of deliverables (e.g. CDRLS, MSRs, Program Management Plan (PMP), Success Stories, and Scientific and Technical Information [STI]).

The Contractor shall:

· Perform research and develop new processes and procedures to enhance the R&D lessons learned management standards, tools, and process for DoDIAC.

· Develop tools and processes to monitor and assess IAC MAC contractual compliance. Conduct Quality Assurance by reviewing all CDRLs and contract deliverables to assess contract performance in the areas of quality, schedule, budget, and management.

· Perform continuous monitoring of the IAC’s research program portfolio; identify requirements not met; and facilitate rapid identification and application of existing STI to accelerate future research.

· Report all findings and recommended action items to the CORs on an ongoing basis.

· Provide technical subject matter expertise in the 22 TFAs to check for accuracy and provide analysis of the IAC generated Scientific and Technical Information (STI).

1.5.7 Science and Technology Field Advisors

The Contractor shall provide Science and Technology Field Advisors Services to the Combatant Commands, DTIC, RAs, and other IAC users. The Contractor shall:

· Conduct research of exiting solutions and perform horizon scanning to help meet urgent and emerging capability needs of the warfighters and the IAC users.

· Provide search, recommendation, analysis, and real-time reporting capability of data collected from this task.

· Analyze, categorize, and map CCMD R&D requirements and identify opportunities for potential cross-CCMD or cross–agency collaboration.

· Maintain real-time awareness of DoD’s research and development (R&D) and scientific and technical (S&T) requirements.

· Develop STI products as a result of activities associated with this task. This may include white papers, technology assessment, gap analysis, etc.

· Establish and maintain a relationship with key DoD requirements developers, Combatant Commands (CCMDs), Program Executive Offices (PEOs).

· Actively engage with existing and future IAC customers and identify opportunities for collaboration.

· Provide the potential IAC customer with a list of relevant ongoing R&D efforts, which can be used to support any new R&D requirements and capability gaps.

· Perform research and data gathering as needed to respond to ad-hoc S&T or R&D related inquiries from CCMDs or requirements developers by working with DTIC, IAC PMO, and BCOs, as required.

· Identify and assist current and new DTIC and IAC customers in understanding and exploiting the full range of services provided by DTIC and IAC, to include but not limited to: IAC research and analysis capabilities, IAC contract vehicles, and DTIC’s suite of available tools and resources.

· Perform outreach activities through meetings with existing and potential DTIC and IAC users, via conferences, presentations and symposia on behalf of DTIC and the IAC. The specific requirements and estimated associated travel costs of these trips shall be coordinated with and approved by the DoDIAC COR.

· Report all user engagements whether formal or informal, including, but not limited to: ad hoc briefings, summaries, trainings, point papers, significant discussions and recommendations and/or complaints or suggestions for improvement in the form of monthly inputs by each FA in the monthly Outreach Activities Report.

· Provide the IAC leadership with quarterly success stories that include use cases demonstrating FAs’ success in achieving the following: DoD-wide STI sharing and re-use; cost-savings and/or cost avoidance as a result of FAs’ outreach activities; and DTIC and IAC users’ rapid identification, development, and deployment of required technologies.

· Serve as the main point of contact for their assigned CCMD or requirements developer and respond to DTIC and IAC related inquires.

· Actively engage with existing and future DTIC/IAC users to identify training needs and opportunities.

· In close coordination with DTIC and the IAC PMO, facilitate training sessions by developing and providing tailored, user-specific training materials and/or presentations for the relevant DTIC and/or IAC capabilities. Collect and document post-training feedback from the participants through the Monthly Training Event Reports submitted to the DoDIAC COR. All training materials must be approved by the DoD IAC COR prior to external use and distribution, and no training material shall include classified information.

1.5.8 R&D Acquisition Subject Matter Expertise (SME)

The contractor shall provide subject matter expertise in DoD and federal R&D acquisition processes, laws, and policies to assist with ongoing R&D program acquisition activities that DoD IAC PMO supports. The contractor shall:

· Provide IAC program strategy development, market research analysis, and acquisition planning support as requested by the IAC leadership.

· Provide subject matter expertise in research and development and its various acquisition authorities to support DoDIAC’s clients in the Research and Development community.

· Conduct research on acquisition policy and its application to IACs.

· Identify and conduct in-depth analysis of new and revised federal and DoD acquisition policies, and provide recommendations to the Government.

· Support the IAC’s ongoing and future process improvement initiatives and recommend further improvements.

· Provide support to tasks identified in PWS 1.5.2 as required.

· Develop and maintain a strict Quality Assurance/Quality Control (QA/QC) process, and provide continuous QA/QC support to all IAC Program level acquisition packages as requested by the IAC leadership.

Anticipated LOE: One (1) full time equivalent.

1.5.9 Accounting Technical Support Services

The contractor shall provide Accounting Technical Support Services to the DoDIAC PMO. The Contractor shall:

· Maintain financial transaction documentation, identify potential areas of process improvement, assist with business process improvement initiatives and support the implementation of corrective action; support audit readiness and internal control activities.

· Participate with the COR, Defense Financial and Accounting Service (DFAS), Requesting Activity (RA) and Contracting on conference calls/meetings as needed to ensure the timely processing of documents.

· Analyze weekly reports to identify any records that are out of balance and take action to resolve discrepancies.

· Analyze the monthly code of service report to ensure all applicable delay reasons are noted for DoD IAC metrics.

· Receive customer purchase orders

· Verify all required information is included on funding documents (e.g. Military Interdepartmental Purchase Request (DD448 MIPR) and FS 7600B).

· Process DD448 in DAI. Enter all budgetary and proprietary financial information into DAI to ensure accurate financial reporting.

· Generate DD448-2 and send to customer, PMA, COR, and Contracting.

· Process purchase requisitions.

· Process obligating documents once contracting executes a contract modification.

· Process any Line of Accounting (LOA), Task Order (TO) changes and de-obligation documents in DAI.

· Perform research and reconciliation of financial data as needed, in partnership with DFAS, DAI, IAC PMO, and customers.

· Participate in training, testing, or DAI update events.

· Track DAI helpdesk tickets and work closely with the helpdesk to get any issues resolved so the funding documents can be processed timely and efficiently.

Historical LOE: Nine (9) full time equivalents.

1.5.10 Financial and Budget Analysis Support Services

The contractor shall provide Financial and Budget Analysis Support Services to the DoDIAC PMO. The Contractor shall:

· Enter earnings/revenue in DAI and ensure collections are managed efficiently and timely

· Partner with IAC PMO in tracking and managing MIPR transactions and workflow, from receipt through contract award and obligation.

· Work with DFAS to troubleshoot line of accounting validation problems and unbilled reports to ensure collections properly pass through DFAS or IPAC.

· Provide DTIC Budget Officer and Staff Accountant with monthly updates on revenue.

· Work with DFAS Accounts Payable, MOCAS and CAPS on Pre-validations, purchase order (PO) issues, and Expenditures.

· Provide customer service; respond to customer inquiries regarding accounts receivable and accounts payable to include status of returning funding, revenue inquiries and disbursement requests.

1.5.11 Financial Management Subject Matter Expert (SME) Support The contractor shall provide a full range of Financial Management Subject Matter Expert (SME) Support to the DoDIAC PMO. The Contractor shall:

· Provide guidance for the implementation of financial management statutes and regulations regarding reimbursable programs.

· Review and provide guidance on the establishment of Interagency Agreements and Inter-Service Support Agreements for reimbursable projects.

· Assist and advise with the change management, training, implementation of federal and/or DoD systems and processes supporting Intragovernmental Transactions (IGT).

· Provide administrative support to the IAC Reimbursable Review Board (IRRB) established by USD(R&E).

· Perform technical reviews of DoD, Treasury, DFAS, etc., Financial Management Regulations and directives; advise on applicability to DTIC and DoD IAC business operations.

· Represent DTIC on DAI working-level process teams, as hosted by OSD, DAI PMO, DFAS, etc.

· Assist in the implementation and maintenance of DoD Inspector General (IG) recommendations and provide status updates.

· Facilitate achievement of audit readiness and internal control requirements.

1.5.12 Quick Books Tool Support

The contractor shall:

· Administer and manage Quick Books (or alternate) software; provide primary and alternate administrators.

· Build budget lines in Quick Books based on approved budget.

· Post funding documents to include commitments and obligations in Quick Books.

· Reconcile Quick Books postings with DAI reporting on a monthly/as needed basis; reconcile and provide reports as needed to Directorates/budget staff.

· Coordinate with Budget Officer/Senior Analysts for updates and additional reporting requirements during annual budget events (i.e., during Initial Distribution, mid-year review, fiscal year-end closeout, etc.).

· Reprogram directorate funding as needed in Quick Books.

· Conduct file maintenance of both current and prior year funding.

· Maintain Quick Books for prior years until funding is expended.

1.5.13 Defense Agencies Initiative (DAI) Program

The contractor shall:

· Provide support to the DTIC-R Program Manager with DAI enhancement and integration efforts through close collaboration with the DAI PMO and the DAI systems integrator. Help identify and facilitate DAI modifications and improvements. Review, assess, and comment on DAI program updates, DAI PMO memoranda, applicable policy letters, and business rule changes for potential impact on program objectives and DTIC processes.

· Provide DAI user-training and custom reporting and analytics capability. Gather requirements from the business area leads and transform said requirements into meaningful custom reports and business intelligence. Maintain the report repositories and execute reports as requested by DTIC management.

· Maintain periodic communication with the DAI PMO, DFAS, and other Defense Agencies. Work with the DTIC-R Program Manager to review DAI program impacts, address administrative matters, collaborate on resolution of common issues, and exchange best practices. Upon receipt of notification, schedule and/or attend all management reviews, Configuration Control Boards (CCBs), and status meetings as approved by the Government.

· Support the DTIC-R Program Manager in communicating effectively with DAI stakeholders by attending or facilitating DTIC DAI program meetings, special planning sessions, and SME seminars. Through comprehensive monitoring of the DAI program, identify DAI system changes that may impact DTIC’s business operations, requirements, or capabilities. Assess and communicate changes to DTIC leadership and staff as appropriate. Review, assess, and comment on all communications from DAI-related entities and report back to DTIC leadership outlining the impact and ramifications to DTIC.

· Manage and keep current all DAI Standard Operating Procedures (SOPs) specific to DTIC’s use and operation of their instance of the DAI system.

· Provide product life-cycle support to DTIC in the areas of program management by recommending future enhancements, fixes, and proposed modifications to the system. Provide support to the DTIC DAI Program Manager in DAI Program Oversight capability. Support DTIC in defining DAI program enhancements; defining and managing user roles and responsibilities; conducting change management; and risk recognition and mitigation. When DAI system enhancements or changes dictate, support the DTIC DAI instance by reviewing test plans and monitoring the execution of system testing, user acceptance testing, and/or production testing of the DAI system as appropriate. On behalf of DTIC management, provide support by interfacing and coordinating any new DAI program requirements and activities with the DAI PMO.

· Maintain and staff the DTIC User Training Program for DAI System Operations and DTIC Financial Management Processes consisting of initial new hire and recurring training sessions. Provide process-specific training to DTIC personnel on the use of DAI in the execution of DTIC business.

· Provide expert knowledge of Oracle to facilitate modification, upgrades, improvements, and ongoing communications with the DAI developers, as well as to execute the report development task.

· Maintain and staff the DTIC DAI Help Desk at DTIC to provide Tier 1 (first and lowest level) support to the DTIC DAI user group. Tier 1 support shall include assessing DTIC end-user issues and troubleshooting/resolving said issue within four hours. If issue requires a higher level of support, escalate the issue to the next higher support level (Tier 2) at the DAI PMO.

· Facilitate achievement of audit readiness and internal control requirements.

1.5.14 Transition Services

The contractor shall develop and execute a Transition-In Plan and a Transition-Out Plan to ensure a smooth and orderly project transition between the incoming and outgoing contractors. Transition ensures the incoming prime contractor is afforded the opportunity to develop a thorough understanding of the existing program management processes and task requirements; define, implement and receive government concurrence of any new or changed management processes based on the contractor's proposal.

1.5.14.1 Transition-In

The contractor shall develop a Transition-In Plan that shall facilitate the accomplishment of a seamless transition from the incumbent to an incoming contractor. Transition-In services and Post Award Orientation shall occur after award, starting thirty (30) days prior to full responsibility period of performance start as identified in the PWS. The Transition-In Plan shall identify POCs for liaison between the Government, the prime contractor, and other contracted industry partners to ensure a proper and orderly transition and transfer of services and assets between the parties cited. The Transition-In Plan shall communicate the contractor's transition strategy in the contractor's written technical proposal. The final Transition-In Plan shall reflect any changes, additions, or revisions as required by DoD IAC PMO and shall be delivered no later than (NLT) three (3) working days after the Post Award Orientation (PAO).

The Transition-In Plan shall ensure minimum disruption to vital government business. The contractor shall ensure that there shall be no service degradation during or after transition. The contractor-developed transition plan shall provide for, at a minimum, the following (Deliverable: Final Transition-In Plan):

· An overview of the transition efforts

· A schedule with milestones and tasks

· Description of activities to transition

· Receipt of Government funded property

Upon receipt of government approval of the Transition-In Plan, the contractor shall execute the plan.

1.5.14.2 Transition-Out

The contractor shall develop a Transition-Out Plan that shall facilitate the accomplishment of a seamless transition from the incumbent to incoming contractor/government personnel at the expiration of the contract. The contractor shall provide a Transition-Out Plan NLT sixty (60) days prior to expiration of the contract. The contractor shall identify how it shall coordinate with the incoming and or Government personnel to transfer knowledge regarding the following:

· Program and project management processes

· Points of contact

· Location of technical, program and project management documentation

· Status of ongoing technical initiatives

· Appropriate contractor-to-contractor coordination to ensure a seamless transition.

· Transition of key personnel

· Identify schedules and milestones

· Identify actions required of the Government

· Establish and maintain effective communication with the incoming contractor/Government personnel for the period of the transition via weekly status meetings

Transition-Out Plan shall include, but is not limited to:

· Coordination with Government representatives

· Review, evaluation, and transition of current support services

· Transition of historic data to new contractor systems

· Government-approved training and certification process

· Transfer of hardware warranties and software licenses (if applicable)

· Transfer of all necessary business and/or technical documentation

· Orientation phase and program to introduce Government personnel, programs, and users to the contractor's team, tools, methodologies, and business processes

· Disposition of contractor-purchased Government owned assets, including facilities, equipment, furniture, phone lines, computer equipment, etc.

· Transfer of Government Furnished Equipment (GFE) and Government Furnished Information (GFI), and GFE inventory management assistance

· Personnel out-processing procedures, turn-in of all government keys and ID/access cards.

Upon receipt of government approval of the Transition-Out Plan, the contractor shall execute (Deliverable: Transition-Out Plan).

1.5.15 Optional Task: IAC Research and Analysis of Emerging Capabilities The contractor shall provide subject matter experts who are capable of conducting research on questions pertaining to the efficient and effective provisioning of assisted acquisition services. All contractor personnel supporting this task must possess expertise, education, and training in systems analysis, industrial analysis, or operations analysis, and have familiarity with government acquisition, program management, government finance, and general business processes. In addition, familiarity with conducting Analyses of Alternatives with respect to IT tools used to manage business work flow processes is also required.

Anticipated LOE: Four (4) full time equivalents.

1.5.16 Deliverables/Reporting Requirements

The contractor shall ensure timely and accurate submissions of all required deliverables to include Monthly Status Reports (MSR) reporting on cost, schedule and performance against PWS requirements, providing information at the task level. As such, it will identify funding compared to ceiling, planned versus actual expenditures, and shall report progress towards project objectives. Specific format and content shall be mutually agreed upon.

The Contractor shall be responsible for overall responsiveness, cost control, adherence to schedules, responsible and cooperative behavior, technical quality of work, management of Contractor team’s efforts including level of understanding of DoDIAC’s mission, and commitment to customer satisfaction.
