FA8052-15-R-0020 FAP DAVA CONUS: Questions/Answers Question 1.

Reference Section 3.1 EDUCATION & EXPERIENCE DOMESTIC ABUSE VICTIM ADVOCATE

"3.1.1 Education: A bachelor’s degree from an accredited university in any of the following disciplines: Social Work; Psychology; Marriage, Family, and Child Counseling; Counseling or Behavioral Science; Criminal Justice, or related field.

3.1.2 Two years of experience assisting and providing advocacy services to victims of domestic abuse or sexual assault."

Question: Will the government accept DAVAs who have at least one-year of post bachelor's experience in Domestic Abuse Victim Advocacy OR two years of experience assisting and providing advocacy services to victims of domestic abuse or sexual assault?

Response: DAVAs require both the education and years of experience as outlined in the PWS.

Question 2.

Reference: Appendix A " *(Note) The Lackland-Kelly AFB, TX location is a non DAVA position and designated for the Program Coordinator that is collocated with AFMOA in (Bldg 1)."

Question: Will telework be allowed for the Program Coordinator?

Response: Telework is allowed for the Program Coordinator position.

Question 3.

Will the government provide the incumbent workforce employment anniversary dates so offerors can accurately prepare costs?

Response: IAW Federal Acquisition Regulation (FAR) 22.1020 – Seniority Lists and 52.222-41(n), Service Contract Act of 1965, “At the commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination.

Question 4.

In Amendment 0002, the Government provides a wage determination that call for 2 weeks paid vacation after 1 year of service with a contractor or succession, 3 weeks after 5 years and 4 weeks and 15 years. Will the Government provide the list of vacation accrual data for any current SCA employee so offerors can accurately prepare costs for SCA leave based on employee tenure?

Question 5.

PWS page 7, paragraph 2.1.11 states, “Assistance with transportation is typically not provided to victims, however, after consultation with the FAO and when no other reasonable means exist the DAVA may transport the victim to important appointments (i.e. medical, court, protective actions). The DAVA cannot transport minor children unless accompanied by the parent or legal guardian, and has the appropriate safety restraints in the vehicle. The Government will not be responsible for any costs or liabilities if the DAVA elects to provide transportation for victims except as identified in PWS paragraph 6.1.3, Local Vicinity Travel.” Will DAVAs ever be required to use POVs to transport victims?

Response: Yes, certain situations might require the DAVA to transport clients in their POV. However, this must be discussed with the FAO and when no other means of transportation is available is an option.

Question 6.

PWS page 10, paragraph 2.2.8 states that DAVAs should understand how to use the FAPNet for data collection. Appendix E, page 45, paragraph A.32.13, line F states that DAVAs do not have access to FAP records, FASOR, or FAPNet. Could the Government please verify whether DAVAs will have access to FAPNet?

Response: DAVAs have access to a specific victim advocate module in FAPNet. This module is for DAVAs to enter information about the services they provide. DAVAs will not have access to client records in FAPNet that are generated by clinical/licensed providers.

Question 7.

PWS page 10, paragraph 2.2.9 states that the PC will manage all contract DAVAs under this contract ensuring they perform assigned duties IAW the PWS. PWS page 22, paragraph 10.0 states that contract personnel shall be subject to day-to-day supervision and control by government supervisors. Can the Government please specify whether DAVAs under this contract will be under the management of the Program Coordinator or Government supervisors?

Response: DAVAs are under the management of the on-site Government supervisor. The Program Coordinator is the victim advocacy expert, acting as a consultant and ensuring continuity of services across the AF DAVA program. If the Program Coordinator determines a DAVA is improperly providing services they redirect and provide training to the DAVA.

Question 8.

PWS page 10, paragraph 2.2.1.2 states, “Ensure DAVAs provide 24 hour/7 days a week response to victims alleging domestic abuse by publishing and maintaining an emergency contact number.” Is an in-person response required within a specific timeframe?

Response: DAVAs determine the need for routine (24-hr client meeting requirement) or urgent (potential risk for harm to client) in-person response based on the situation.

Question 9.

PWS page 13, paragraph 3.7, Basic Life Support Certification: Will Basic Life Support training be available at all installations within 30 days of start? If not, approximately how many installations are unable to provide this training?

Response: Para 3.7 allows the MTFs to provide training to contract personnel, but does not mandate it. Each MTF determines their ability to provide training based on staff needs and instructor availability. We cannot estimate how many installations are able to support training contract personnel.

Question 10.

PWS page 17, paragraph 3.13.1 states that personnel may be selected to attend mandatory Government-provided training. Will the Government please provide the expected number of training each DAVA will attend per year?

Response: The Government typically directs one training event annually.

Question 11.

PWS page 17, paragraph 3.13.3 states that the Government will not provide additional compensation for time spent traveling, i.e. TDY status, training, etc. Compensation received is considered in the form of paid per diem, travel costs, and the benefits of training. OPM rules state that for FLSA-covered employees, time spent traveling is work if an employee is required to travel during regular working hours. Are employees traveling during duty hours for government directed training allowed to charge the travel time as duty time?

Response: Yes

Question 12.

PWS page 17, paragraph 3.14.3 states that the contractor shall not intentionally use temporary or short-term employees in the performance of this contract. Could the Government please clarify if temporary employees are permitted during any periods in which a DAVA is unable to work while on short-term disability or extended military leave of absence?

Response: The Government’s intent is to ensure vendors do not utilize “temporary employment agencies” to fill vacancies. The Government will allow the vendor to fill vacancies on a temporary basis for short-term disability, extended military leave of absence, or other similar situations.

Question 13.

PWS page 20, paragraph 6.1.1, travel other than local vicinity travel: Will the Government please specify how often DAVAs are expected to travel other than local vicinity travel?

Response: The Government typically requires attendance at one annual training event.

Question 14.

Solicitation page 17, Copy Requirement/Page Limitation: Could the Government please specify what is to be counted in the 15 page limit for Volume II, Past Performance?

Response: Follow instructions in the RFP Proposal Preparation Instructions

Question 15.

Solicitation page 18, Instructions for Volume I, Technical Capability, Factor 1: This section indicates that the Management Approach is Sub-factor 1. Can the Government please verify that the Management Approach is the only Sub-factor within Technical Capability?

Response: Stated in the RFP

Question 16.

Solicitation page 19, Instructions for Volume II, Past Performance, Factor 2: The first paragraph on page 19 states, “Subject acquisition is set aside as a competitive 8(a) acquisition under the U.S. Small Business Administration (SBA) 8(a) Business Development Program. As such, Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting, applies. This clause requires that for 8(a) set-asides, ‘At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.’ The offeror should explain in its Past Performance proposal how it will meet this requirement.” Could the Government please specify in which section of the past performance volume this should be addressed?

Response: Included in Past Performance Volume, no specific section.

Question 17.

Solicitation page 19, Past and Present Performance Information Sheets: This sections states that the Government’s evaluation will take into account past performance information regarding key personnel including current employees and new hires proposed for this contract. Can the Government please clarify what positions are considered to be key?

Response: Key positions are not defined in the RFP. This is up to the offeror.

Question 18.

Solicitation page 19, Past and Present Performance Information Sheets: This section states that offerors should provide CPARs or similar for contract citations. If the offeror has more than one year of performance but the CPAR or equivalent report is not final, are offerors permitted to use the process for obtaining information from a Government customer using a form similar to the CPAR?

Response: Follow the instructions in the RFP

Question 19.

Solicitation page 20, Table of Performance References: This section states that offerors shall provide a table of contract references governmental agencies and commercial concerns. Is this information required only for the three citations provided?

Response: The RFP states: “The offeror shall submit a maximum of three (3) total contract references for which it served as the prime contractor and/or references for proposed subcontractor(s), each with a Past Performance Information Sheet, identifying active or completed contracts, either government or commercial for each prime contractor and/or proposed subcontractor.” This information is required for the “…maximum of three (3) total contract references…..”

Question 20.

Solicitation page 27, Evaluation of Sub-factor 1, Management Approach: This section states that the Government’s minimum requirement is a minimum of three year of applying its management approach to relevant requirements. Could the government please confirm that the offeror is to discuss management approach as it relates to relevant corporate experience?

Response: The requirement is as stated in the RFP.

Question 21.

PWS page 26, Appendix A, DAVA locations indicates that the Lackland-Kelly AFB position designated for the Program Coordinator that is collocated with AFMOA. Is the Program Coordinator required to be on-site at Lackland-Kelly AFB?

Response: The Program Coordinator position is eligible for telework.

Question 22.

We have discovered that CPARS were not done on one of our major Past Performances that we want to use in our response.

Is there a questionnaire that we can send to the contracting officer for completion? If so, would you please provide us a copy so that we can send it right away to our contracting officer?

Response: This RFP does not contain a Past Performance Questionnaire. Follow the instructions in the RFP.
