1. In reviewing the above solicitation I did not notice a section for past performance submissions. Was this intended?

Past Performance is not being collected for this solicitation.

2. Is there a page limit for the technical proposal?

Page limitation is addressed in section 4 of the “Instructions to Offerors”.The proposal is limited to 40 pages in entirety.

3. Please confirm if this Solicitation is the follow‐on effort to the contract previously held by Enterprise

Resource Planning International, LLC under FA805213C0003. Or are these 2 efforts unrelated?

This requirement is a consolidation of three previous efforts, they are:

FA8053‐12‐D‐0001‐5E02 awarded to Decypher Technologies, LTD.

FA8052‐13‐C‐0003 awarded to Enterprise Resource Planning International, LLC

FA8052‐14‐C‐0003 awarded to AMPCUS INC.

4. Who is the incumbent?

Please see question 3.

5. What was the incumbent's contract period of performance?

The period of performance of all three consolidated contracts was awarded at 36‐months.

6. What was the incumbent's contract value?

FA8053‐12‐D‐0001‐5E02: $2,071,524.64

FA8052‐13‐C‐0003: $4,355,590.13

FA8052‐14‐C‐0003: $2,277,138.30

7. Is the incumbent still 8(a)?

Both Enterprise Resource Planning International, LLC and AMPCUS INC. are 8(a) status.

8. Will the client sponsor the winning company for a DoD facility clearance (FCL)? Note: An FCL is required for a company to hold/maintain the DoD Secret personnel clearances.

Client will not sponsor for FCL.

9. Is this contract covered by the Service Contract Act (SCA)? If so, please provide the appropriate DOL wage determinations SCA does not apply.

10. Assuming the Service Contract Act (SCA) applies, please provide a FAR 52.222‐42, "Statement of Equivalent Rates for Federal Hires" (applicable DOL Wage Determination labor category and $$) SCA does not apply.

11. Was the incumbent contract covered by the Service Contract Act (SCA)?

No.

12. Do we need Facility Clearance to bid for this?

No Facility Clearance is required.

13. Is there an incumbent? If yes eligible to rebid?

Incumbents are eligible to rebid so long as they are currently 8(a).

14. Has a vendor supported in the design and development of this opportunity? If so, is that vendor eligible to bid on?

No vendor supported the development of this opportunity.

15. Is this work currently being performed under another contract? If so: a) the name of the incumbent performing the work, b) the dollar value of the contract, c) how long the company has been performing the work?

16. How many awards are anticipated being made under this contract (Single or multiple award task order)?

One Contract Award will be made.

Award date is projected for 25 September.

20. Paragraph 2.11.8, Resumes and Vacancies, states that “the Contractor shall submit redacted resumes of candidates to the CO with the proposal.” Are you requiring a resume for each of the 21 FTEs required?

Resumes are required for all 21 positions as this will determine proposed candidates meet minimum qualifications

22. FBO original solicitation text shows: "773 Enterprise Sourcing Squadron (773 ESS/PK) intends to award a Firm Fixed Price non‐personal services contract as a 100% 8(a) Business Set aside"... The set‐ aside type on FBO on the right section is listed as N/A, which is correct?

This is a 100% Competitive 8(a) Set‐Aside

23. Is there an SF33/SF1449 that will be issued for this solicitation?

No SF33/SF1449 will be issued with this combined synopsis. Award will be made on a SF1449.

24. Reference: RFP, PWS (Atch 2), Paragraph 6.1. Question: there are two paragraphs that appear identical. Is this a duplicate or is one of the paragraphs supposed to have different requirements?

This duplicate paragraph is a clerical error Amendment 02 has removed this duplicate paragraph.

25. Are resumes and Letters of Commitment required for all 21 positions?

See Question 20

26. Will you be awarding to a single contractor based on their ability to provide the best resume for the best price or will you be awarding the submitted candidates based on their qualifications?

This requirement is LPTA. The lowest priced proposal will be evaluated for technical acceptability. If the lowest priced proposal is not technically acceptable, the next lowest priced offeror’s proposal will be evaluated for technical acceptability. Once a technically acceptable proposal is identified, no additional proposals will be evaluated.

26. Refer to pg. 23 of attachment 2: 6.1 PERSONNEL SECURITY CLEARANCE RQUIREMENTS references Project Manager Level I (Requirement Management Support) to require Security Clearance. Does this refer to the PMs in Task Areas 2 or Task Area 7?

The positions that require Secret Security Clearance are as follows PM Level III (MC‐CBRN Support)‐Task VI PM Level III (Requirements Management Support)‐Task VII Project Administrator I (Operations/Technical Support)‐Task VIII

Additionally, Amendment 02 was issued to corrected a clerical error. Project Manager Level I (Requirements Management Support) was removed from this section and replaced with Project Manager Level III (Requirements Management Support)

27. Which resumes do you want?

See Question 20

28. The language in the [PWS] paragraph [2.11.8] indicates that all resumes submitted shall be redacted and included with the proposal. We intend to submit resumes for only selected personnel which will demonstrate our prior experience/subject knowledge. Does the Government require resumes for all positions identified in the PWS?

29. By submitting resumes of candidates, we are in essence committing to them that we will offer them the position if we are awarded the contract. As such, we would be obligated to offer the candidates whose resumes we’ve submitted for the position prior to offering it to incumbent personnel due to the resume requirement. If it’s the Governments desire to retain incumbent personnel, we recommend removing the resume requirements for non‐key personnel accordingly.

Resumes are required as they will be evaluated with the technical proposal in order to determine technical acceptability. The government does not have a specific desire to retain incumbents as two of the three previous efforts have already expired. And the third would have expired by the time this contract is awarded.

30. Our understanding is that for a company to conduct classified work, as this PWS requires, a facility clearance is required. Please confirm that all offerors must have an existing facility clearance.

This is not a classified contract and the contractor will not conduct classified work. A Facility Clearance is not required.

31. For each of the FTE tasks there are educational qualifications given. Can years of experience, especially when directly applicable to the PWS task, be substituted for formal education requirements?

Experience shall not be submitted as substitute for the formal education requirements.

32. Section 6.1 of the PWS outlines that a minimum Secret clearance is required for the following FTEs:

"Project Manager Level III (Tasks MC‐CBRN Support), Project Manager Level I (Requirement Management Support), and Project Administrator I (Operations/Technical Support)”. However, “Project Manager Level I (Requirement Management Support)” does not exist elsewhere in the PWS. In PWS 2.2 there is a “Project Management Support” task calling for level I FTEs and in PWS 2.7 there is a “Requirements Management Support” task calling for level III FTEs. In either case, a Secret clearance is not listed as a qualification in either PWS 2.2 or PWS 2.7. Can you please clarify which PWS tasks are required to have a Secret clearance?

33. Please advise when is the anticipated date for a new contractor to start the work on this project.
