Questions for RFP Solicitation Number FA8051-16-R-3005

1. I have a question about the Combined Synopsis/Solicitation posted to FBO under solicitation number FA805116R3005. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

This is a new requirement. It does have similarities to a previous contract: FA4890-12-D-0011-0106 but is based on a new requirement.

2. Will the Government please identify the current contract number, current contract vehicle and the incumbent contractor?

3. What is the start date?

Proposed Start Date is 16 May.

4. Do we simply use the provided $10k and $16k figures within the pricing sheet for ODCs and Material?

Those figures are based on previous year’s (7-8) typical spending for travel and materials. Those are averages. Some months have been incredibly less in both areas depending on course load. These figures are to be left alone.

5. Do we include our past performance within our 10-page technical proposal or in a separate document?

Separate.

6. Does it have it have a page limit or count against our 10-page total?

Past performance pages do not count against page limit.

7. What is the anticipated award date?

13 May 2016

8. Is there a solicitation for a follow on contract to provide similar support for a longer PoP? If so, what is the solicitation number? If not, do you anticipate a solicitation for a follow on contract to provide support over a longer PoP?

This solicitation is for a 4 month contract. There will be another solicitation for a different set of requirements and a longer PoP, which will be similar to the type of training provided in this PWS.

9. Appendix 1, Historical Data, states that historically the requirement “has necessitated the use of 16 full time employees” yet the number FTEs per supporting paragraphs (A.7.1 thru A.7.6) add up to 14 employees: A.7.1 = 2, A.7.2 = 6, A.7.3 = 1, A.7.4 = 1, A.7.5 = 2, A.7.6 = 2 Please confirm or adjust 16 FTEs total or the number of FTEs within the supporting paragraphs to align the total with the breakdown.

The Historical Data is to be used as a guide for the scope of work provided. This is a performance based service and the Government is not specifying manning requirements. It is the responsibility of each contractor to determine the number of required FTE’s to satisfy the requirements. The numbers provided are for training more students per month than required for this contract.

10. Based on the solicitation, are proposals being evaluated on Price, Technical Capabilities and Past Performance?

Yes, Price, Technical Capability, and Past Performance will all be evaluated. The Government intends to award a contract to the lowest price technically acceptable proposal.

11. Are we supposed to submit as one file or as a price volume and a technical volume with past performance?

Pricing, technical, and past performance may all be submitted as separate documents. The 10 page limit applies to the technical documents.
