Appendix 1 15 April 2016
HISTORICAL DATA
A.7. Historically, the scope of this requirement has necessitated the use of 16 full time employees. These employees consisted of the areas listed below in A.7.1 through A.7.6.
A.7.1 Two instructors were graduates of Naval School Explosive Ordnance Disposal and had a minimum of 8 years’ experience in the EOD career field. Instructors were graduates of collegiate-level advanced management programs or equivalent. Instructors had operational combat experience in relevant area of expertise.
A.7.2 Six instructors were graduates of Naval School, Explosive Ordnance Disposal with 8 years’ experience in the EOD career field. Instructors with these qualifications were authorized use of all munitions and explosives in support of training activities. Instructors had operational combat experience in relevant area of expertise.
A.7.3 One position had 5 years’ experience in curriculum development for DoD technical training and a 3 years’ experience as a technical training instructor.
A.7.4 One instructor had 4 years ground tactical communications experience with the following equipment: M152 Harris Radios, M117 SINCGARS, FBCB2 and Blue Force Tracking, Very Small Aperture Terminal (VSAT), TOCNET, COMSEC and other common ground tactical communications gear. This instructor possessed the skills to maintain the program, install, instruct, inspect, and keep equipment operational.
A.7.5 Two instructors had solid background (4yrs) in a basic infantry Military Occupational Specialty (MOS) producing school (U.S. Marine Corps/Army). Instructors had thorough understanding of squad, platoon and company level tactics. Individuals had previous deployed experience in support of Operation Iraqi Freedom/Operation Enduring Freedom OIF/OEF performing platoon-level tactical missions.
A.7.6 Two instructors of the Combat Lifesaver Course met the following criteria: Primary instructor was a licensed paramedic (state or national), registered nurse, physician’s assistant, or physician with current certifications. Assistant CLS instructors were state or nationally certified Emergency Medical Technician Basic (EMT-B) with current certifications.
