1.0. INTRODUCTION.
1.1. The Air Force (AF) Silver Flag Exercise Site (SFES) operated by Det 1, 823 RHS Squadron, Tyndall Air Force Base (AFB), Florida, requires support to operate an Explosive Ordnance Disposal (EOD) contingency training course in order to fully prepare EOD Airmen for ongoing/enduring/future contingency operations.
1.2. The AFCEC/Det 1 EOD RHS SFES goal is to provide the EOD career field world class contingency training in war tasked standards. Services shall not include inherently governmental functions as defined in Office of Federal Procurement Policy (OFPP) Policy Letter 11-01, Inherently Governmental Functions and FAR Subpart 7.5, Inherently Governmental Functions.
Work is to be accomplished for the Air Force Civil Engineer Center (AFCEC) EOD (CXD) and Det 1 EOD RHS SFES, United States Air Force (USAF), Tyndall AFB, Florida.
2.0. DESCRIPTION OF SERVICES. The objective of this effort is to provide contract support to enable the development and delivery of EOD Silver Flag Contingency training course and Combat Battlefield Ready Airman (CoBRA) Pre-deployment course. The contractor shall provide curriculum management for sustainment, training instruction.
2.1. Mission Requirements. EOD Contingency Training Technical Support and Sustainment (TS&S), and associated deliverables shall support the following Det 1 RHS EOD/AFCEC CXD mission requirements:
· Silver Flag Exercise Site (SFES) EOD 9 Classes in four months.
· Contingency Training 07 day course (Silver Flag) of up to 16 students.
· Exercise items from 3E8X1 War Tasked Standards, Silver Flag Column.
· EOD Combat Battlefield Ready Airman (CoBRA) 2 classes in Four Months up to 21 duty days of up to 45 students.
· Explosive Ordnance Disposal Procedures

2.1.1. AFCEC/CXD contingency training program manager and Det 1 RHS EOD Contracting Officer Representative (COR) is responsible for managing and executing Civil Engineer Air Force program-level war skills training responsibilities under multiple AF, Joint Service, and international programs, directives, and agreements. AFCEC/CXD is responsible for management of the Air Force EOD Contingency Training Program for the EOD Air Force Specialty (AFS) 3E8X1 and Air Force chemical, biological, radiological, and nuclear (CBRN) wartime (contingency) defense. Program responsibility and management oversight areas include education and training; equipment acquisition, modernization, and sustainment. AFCEC/CXD develops explosive techniques, plans and publications, education and training, and equipment planning in a contingency environment.
2.1.2. Air Force EOD (AF EOD) requires pre-deployment training that ensures Combatant Commander (COCOM), Non-Standard Forces Training Requirements (NSFTR), Theater specific and AF EOD specific operational training requirements are met. This is accomplished by deploying AF EOD Airmen attending CoBRA training held at the SFTS, Tyndall AFB, FL. CoBRA training incorporates all the mentioned requirements into a one stop shop training venue for AF EOD deployers.
2.1.3. Strategically positioned, the Tyndall AFB SFES is an optimal training venue for AF EOD personnel. On-site practical areas facilitate realistic full mission profile scenarios and combat skills evolutions. Tactical training will switch between Tyndall and live fire at Ft. Rucker. Training support staff and associated deliverables shall interact with government principals pursuant to the SFES’s role and mission as directly cited in tasks derived from this PWS.
2.1.4. The contractor shall provide management, contractor required equipment, supervision and labor necessary to complete these requirements included in the PWS unless otherwise specified in the contract.
2.1.5. Organization Outline: Contractor determined.
2.2. Services.
2.2.1. Information Management.
2.2.1.1. Automated Data Processing (ADP) Systems. The contractor shall possess the expertise and have the capability to use the Windows based computer systems and software, such as Automated EOD Publication System (AEODPS), Automated Civil Engineer System (ACES),utilized by RHS/EOD and its students, in support of the requirements of this PWS. Contractors shall be able to operate Microsoft Windows operating system, Microsoft SharePoint, and Microsoft Office to produce Excel spreadsheets, PowerPoint presentations, Word documents and Outlook calendar products on schedule. 2.2.1.1.1. ADP Systems. NIPR/SIPR, updating EOD related unclassified and classified internet sites with lesson plans, current threat data, country briefings, members of the AFCEC/CXD’s and Det 1 RHS EOD SharePoint, and other internet technology solutions. Update frequency will be conducted as required covering Silver Flag courses and CoBRA courses. [All Functional Areas]
2.2.1.2 Data Collection. Tracking consumables, course expenses and maintenance schedules for course execution support equipment. [Program Manager]
2.2.1.3. Design and Production of Visual Media Products. Provide photography and graphical development and sustainment support. This includes developing, launching, and sustaining engaging photo/graphical content as part of a holistic curriculum update/teaching/communication approach for each class. Provide necessary feedback for each scenario as needed. [All Functional Areas]
2.2.2. Project Support.
2.2.2.1.. Contractor shall instruct the CoBRA and SF course of instructions (COI), package courseware (lesson plans), research, and program objectives. [Training Manager]
2.2.2.1.2 Documentation/Maintain Configuration of: Course training task list (CTL), Course master Schedules, Training, course control documents, lesson plans, students guides, Learning Objectives, presentations, update TTP and Standard operation procedures. (This is instructor documentation and teaching materials) [All Functional Areas]
2.2.2.1.3 Explosives. Contractor must have expertise and knowledge to be able to certify on explosives handling and use through the local Wing Weapon’s Safety Program governed by 823 DET OI 91-201 to include the EOD GBS and Smoke class. Contractor must be capable of utilizing ground burst simulators, smoke grenades, trip flares, blast simulators, and small arms ammunitions during field exercise and live fire training. Knowledge of DoD and USAF directives governing EOD program and related ordnance with the setup of live explosive demonstrations, explosive movements, and storage of explosive materials governed by AFMAN 91-201, AFI 32-3001, 60-series Automated EOD Publication System). Contractors will be responsible for suppling all contractor personnel with approved/applicable safety protective personal equipment. [All Functional Area]
2.2.2.1.4. Technical Interchange. Coordinate cross-functional requirements with affected functional area managers. [All Functional Areas]
2.2.2.2. Procure goods and services from the local economy to support training. Procure required equipment through Normal AF supply processes to support training. Examples of procurements that have been made in the past but not limited to: robot batteries and charger; Afghan Village façade; combat lifesaver supplies; doormats; keys. Contractor purchased equipment will be reimbursed through the direct reimbursement Materials CLIN. Invoices and receipts for payment of materials must be provided prior to reimbursement. Contractor may only include actual cost on the invoice; no G&A, profit, overhead, burden, or other additional fees shall be added to the actual cost.
2.2.3. Administrative Support.
2.2.3.1. The contractor shall possess the expertise and have the capability to execute course curriculum to support training in Silver Flag and CoBRA. Some specialties within the courses may overlap such as tactics and medical training and the courses of instruction would not be required to be rewritten. The title of the particular lesson within each course may have multiple headings such as “Tactics dismounted movement Silver Flag/Mission Skills.” [All Functional Areas]
2.2.4. Communications:
2.2.4.1 COMSEC. Participates in the COMSEC program if part of the curriculum i.e. Tactical radios. [All Functional Areas]
2.2.4.2 Statutory and Regulatory Requirements Support. Ensure training scenarios and training products are consistent with DOD, Air Force, and guidance, and tactics, techniques, and procedures. [Training Manager]
2.2.4.3. Schedule Support. [All Functional Areas]
2.2.5 Training Management
2.2.5.1. Training Support. The contractor shall possess the expertise and have the capability to conduct studies and analyses of Air Force EOD training and exercises, core reportable training, and contingency training data points. Plan training scenarios from current and future battlespace. [Training Manager/All Functional Areas]
2.2.5.2. Training Support. The contractor shall possess the expertise and have the capability to provide medical/non-medical passive defense and consequence management expertise and guidance throughout execution of the EOD training, and exercise methodology. [Training Manager and Medics]
2.2.6. Logistics:
2.2.6.1 Design, Develop, construct, maintain, training aids, equipment, and devices based on actual or anticipated threats to facilitate training realism. The contractor will construct, maintain and employ items such as training IEDs, booby traps and training areas on a continual basis in preparation for each class of CoBRA and SILVER FLAG based on courses of instruction given in section 2.1, and Appendix 1. 2.2.6.2 Reports. Prepare mandatory reports on inventory data as needed or requested by the COR/per PWS section 3.
3.0. SERVICES SUMMARY. The following service summary reflects the objectives and thresholds used to track contractor performance for this task order. Government surveillance of tasks not listed in the service summary or by methods other than those listed in the service summary (such as provided in the inspection clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the Contracting Officer (CO) as a result of surveillance will be according to the terms of the contract.

4.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government shall provide office space, office supplies, computer equipment and time, office telephone, and reproduction facilities, standard operational procedures, applicable regulations, manuals, texts, briefs, and other materials associated with the project.
5.0. GENERAL INFORMATION. Delivery of EOD Silver Flag Contingency training course (9 times) and CoBRA (2 times). The contractor will provide curriculum sustainment, training instruction, and training/logistics support for IEDs built on site and medical trainers for current and future needs for the life of the contract. Training will start immediately once all curriculums for the two courses have been reviewed by the contractor and their training scenarios are certified by Det 1, 823 RHS/ EOD. Objectives to be covered for each course are outlined in this PWS. Potential surge operations to support any increase in classes or curriculum will be covered with contract modifications.
5.0.1. Weapons and Training. Contractor must have prior weapons training and certification (AF522 or Service Equivalent) on the M9/M4/M240 and the ability to pass the Air Force qualifications course for every weapons platform mentioned in this paragraph (If directly supporting the weapon courses of instruction).
5.1. Contract Deliverables. The contractor shall provide Monthly Performance Reports (MPRs) that list the following: Workforce Management Plan (tracking of certification and training), Project Status, and Budget Report (TDY, Receipts, logs etc…).
5.2. Contract Holidays.
5.2.1. The period of performance includes holiday observances.
5.2.2. The following days are contract holidays. Due to the nature of the course and possibility that teaching days that may fall on a given holiday, an alternate day may be offered to contract personnel for working on a specific holiday. This will be managed by the contract Training Manager (Project Management Team):

5.3. Notification of Requirements.
5.3.1. Within 24 hours, the contractor shall notify the CO and COR in writing if a contractor's employee no longer works on a contract at Det 1 - AFCEC project for which he/she had been granted government computer access. Notification is to be made to the CO and all of the following addresses:

5.4. Key Personnel.
5.4.1.. The contractor agrees to assign under the contract those personnel whose credentials, experience, and expertise meets/exceeds the qualification requirements identified in the PWS or specific to the attachments to fulfill the requirements of the contract.
5.4.2. The contractor agrees that a partial basis of award of this contract will be the key personnel proposed, including those employed by subcontractors, if applicable. Accordingly, the contractor agrees to assign under the contract those key personnel whose credentials, experience, and expertise were provided with the proposal and which meet the qualification requirements of the contract with attached resumes.
5.4.3. The CO and COR shall be notified of any proposed changes at least 30 calendar days in advance. The CO reserves the right to reject proposed changes in key personnel. Such notification shall include:
5.4.4 An explanation of the circumstances necessitating the substitution.
5.4.5. A complete resume of the proposed substitute.
5.4.6. Any other information needed by the CO and COR to enable them to judge that the contractor is maintaining the same quality of personnel as those included at the time of award.
5.4.7 The following labor categories are designated as key personnel:

5.5. Government Down Time.
5.5.1. Base Closures due to Emergencies. From time to time, the installation commander may decide to close all or part of the installation in response to an unforeseen emergency or similar occurrence. Sample emergencies include, but are not limited to, adverse weather such as snow or flood, an act of God such as a tornado or earthquake, acts of war terrorism, computer failures, or an installation disaster such as a natural gas leak or fire. Contractor personnel are "non-essential" for purposes of any instructions regarding the emergency. The performance of these services is not mission essential during time of crisis. Should a crisis be declared, the CO or his/her representative will verbally advise the contractor of the revised requirements, followed by written direction.
5.5.2 Contractor shall be officially dismissed upon notification of a base closure in accordance with paragraph 5.5.3. Contractor shall promptly secure all government furnished property appropriately and evacuate in an expedient but safe manner.
5.5.3. Installation Closure Notification Procedures - After an official decision to close a base has been made by the installation commander, local television, and radio stations will be notified of the closure. The contractor is directed to listen or watch one of the local radio or television stations for notification of a base closure. Contractor should follow instructions intended for non-essential personnel. The contractor will not receive any other form of notification of an installation closure from the Government. If during non-duty hours the COR will notify the Lead or Alt Lead as appropriate. The contractor is then responsible for notification of his/her employees. If the decision to close all or part of the installation is made during the duty day, and the installation commander’s decision is transmitted through official notification channels, the contractor shall follow the instructions as given.
5.5.4. Installation Closure Due to Non-Emergencies. The Det 1, RHS Commander or the Tyndall AFB installation commander may elect to close all or part of the installation for non-emergency reasons such as time-off award, installation open house, etc. In the event of a non-emergency installation closure, the COR and the contractor Lead – Alt Lead shall jointly determine a course of action.
5.5.5. If the Installation Commander, DET 1, 823 RHS Commander or COR determines there is a need for the mission essential service during the installation closure, a Government employee will be present for the contractor to continue on-site work.
5.6.Hours of Work.
5.6.1. Normal duty hours are 0700-1600, Monday through Friday for the duration of the each of the courses. Federal Holidays will be observed in accordance with paragraph 5.2.2. of the PWS. During execution of training, contractor personnel may be required to work non-standard duty hours, managed by contract lead, to accomplish the objectives and tasks.

5.7.2.. Service Requirements-Related Members: N/A
6.0. TRAVEL REQUIREMENTS.
6.1. Travel in CONUS locations will be required in support of the requirements identified in this PWS and to maintain or gain proficiency/certification for curriculum instruction. Contractor travel shall include travel to Air Force/Army/Contractor installations/facilities and other locations but not to locations designated as unduly hazardous for travel by the Department of State. All travel costs will be based on the current Federal Travel Regulations and/or Joint Travel Regulations (FTR/JTR). It is the responsibility of the contractor to have the necessary credentials prior to traveling and to coordinate with the COR before traveling. Exceptions to these guidelines shall be approved in advance by the CO or COR. Invoices for payment of travel must be provided prior to reimbursement. Contractor may only include actual cost on the invoice; no G&A, profit, overhead, or burden shall be added to the actual cost. Projected travel shall be identified in the PSR as action items. The contractor is required to provide a trip report within 10 days of returning. EXCEPTION: Trip reports to Fort Rucker for tactics training will be done with active duty personnel and the contractor will not bear responsibility for the trip report. The trip report, at a minimum, must include purpose of visit, action items, and summary of trip.
7.0. SECURITY.
7.1. Individual Secret Clearances. Contractor will utilize DD Form 254, Contract Security Requirements, and DD 254, Additional Item Responses as required to meet specific security access. Contractor’s request for visit authorization shall be submitted in accordance with DOD 5220.22M, Industrial Security Manual for Safeguarding Classified Information not later than one (1) week prior to visit. All contractor assigned personnel must have or be able to obtain and maintain a Secret clearance. Contract personnel are assigned to areas that require access to classified information and an active clearance at the beginning of the period of performance is a must for success. Research will be done on the SIPR net to keep some curriculum items current.
7.2. Information Assurance Requirements.
7.2.1. The contractor shall ensure that all personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions described in DoD 8570.01-M, Information Assurance Workforce Improvement Program. The contractor shall meet the applicable information assurance certification requirements.
7.2.2. DOD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of the DoD 8570.01-M Information Assurance Workforce Improvement Program Manual.
7.2.3. Appropriate operating system certification for information assurance technical positions as required per DoD 8570.01-M and DoD Instruction 8500.01, Cybersecurity and any other requirement deemed appropriate by the government security program.
7.2.4. Upon request by the Government, the contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.
7.2.5. Certified contractor personnel performing information assurance functions whose certification lapses will be denied access to DOD information systems, or have their access downgraded to a level appropriate for a lower certification status. To prevent this, contractor staff should complete this requirement no later than 14 days prior to expiration.
7.2.6 Physical Security. The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each workday, all Government facilities, equipment and materials shall be secured.
7.2.7. For Official Use Only (FOUO). Comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
7.2.8. Reporting Requirements. Report to an appropriate authority (i.e., CO, PM, COR) any information or circumstances which they are aware of that may pose a threat to the security of DoD personnel, Contractor personnel, resources and classified or unclassified defense information.
7.2.9. Restricted/Formerly Restricted Data. Obtain a finale U.S. Government clearance at the appropriate level before obtaining access to RESTRICTED DATA and FORMERLY RESTRICTED DATA requires.
7.2.10. Communications Security (COMSEC). Contractors may require access to COMSEC information on Air Force installations. The Contractor shall not require a COMSEC account. Access will be controlled by the sponsoring agency. Access to COMSEC material by personnel is restricted to US citizens holding final US Government clearances. Such information is not releasable to personnel holding only reciprocal clearances.
