Questions and Answers 28 September 2015

Q.) In the solicitation, the MB 80.3 design utilizes a Jaw crusher method of reducing the concrete. Similar size crushers utilize an Impact crusher method of reducing concrete. There are pros and cons to each method. In the end, both methods will reduce the material from 3/4-6" as specified. Both methods will separate the rebar from the concrete. Do you have a preference? .

A.) The Government prefers a plate (jaw) crusher as opposed to the impact bucket because there is a reasonable expectation that this type of crusher is capable of crushing down M42 (or Dual Improved Conventtional Munitions) even in the event of a detonation and continue to function. Please provide supporting documentation for any crusher quoted to identify that the quoted item can perform this function.

Q.) There are bucket crushers that have a magnetic separator. It is a separate process and similar to the magnetic separator that MB offers. AFTER the material is crushed and the rebar is separated from the concrete, the magnet can be used to scan the pile and REMOVE the rebar from the crushed material. It does not remove it as it is processed, but rather after it is processed. Again, MB utilizes a similar magnet and magnetic process.

A.) The government finds this to be an acceptable method.

Q.) Is the excavator hydraulically plumbed down the stick? Does it have the input, output and case drain lines to run a hydraulic attachment? Do we need to include a complete hose kit to be installed on the excavator?

A.)The Volvo EW180C has hydraulically plumbed down the stick for operating attachments on the excavator. Just need to have the quick-connect attachment for mounting the bucket crusher to the excavator

Q.) Do you want to watch our machine crush material prior to making a decision?

A.) Demonstration will not be required. All offers should effectively demonstrate technical acceptability.

Q.) Bucket crushers are available through the GSA schedules. If you prefer, you could purchase machines through GSA.

A.) The Government understand that a bucket crusher is available through GSA Advantage, but determined to compete this award using full and open competition through FBO.

Q.) Bucket crushsers are MADE IN THE USA. Is it beneficial that it is made in the USA?

A.) The Buy American Act applies to this requirement. Please see clause 252.225-7001. This clause includes information on the evaluation process for supplies manufactured inside/outside of the United States and qualifying countries (252.225-7002).
