Section C: Justification for Soliciting from a Single Source or Brand Name
The US Air Force Band has an existing $670K inventory of L-Acoustics loudspeaker equipment, to include loudspeakers, powered speakers, amplifier controllers, design software, mounting hardware, cables, and transport cases. To support its public affairs and community outreach missions, the Band designs and assembles sound reinforcement systems based on the needs of each mission, using these various components of L-Acoustics loudspeaker equipment.
The new loudspeaker equipment must properly integrate with the Air Force Band's existing L-Acoustics loudspeaker equipment. For that purpose:
--New L-Acoustics loudspeaker equipment is mission-critical for hardware compatibility, interchangeability in the event of individual equipment/component failure, and proper systems integration of all presently existing/ operating L-Acoustics loudspeaker equipment in use.
--Loudspeaker equipment from other manufactures would not match the audio frequency response, phase response, and directional coverage patterns of L-Acoustics loudspeaker equipment.
--Loudspeaker equipment from other manufacturers would not have compatible physical mounting hardware to connect individual speakers together into arrayed loudspeaker systems.
--The L-Acoustics loudspeaker amplifier controllers contain proprietary L-Acoustics audio filters and electronic preset controls that are tailored to each specific model of L-Acoustics loudspeaker such that each L- Acoustic loudspeaker may function at peak design performance.
--The Band's existing L-Acoustics amplifier controllers are programmed, networked together, and monitored via L-Acoustics (LA) Network Manager software; new amplifier controllers must coordinate, connect, and interface with existing L-Acoustics loudspeakers, other amplifier controllers, and with LA Network Manager, to ensure peak performance of loudspeaker equipment.
Section D: Efforts to Obtain Competition
L-Acoustics is a global brand, with several authorized retailers in the United States. Those authorized retailers are free to bid competitively on this loudspeaker equipment.
Every seven to ten years, the Band re-evaluates its loudspeaker equipment, and compares our current loudspeaker equipment needs against mission requirements with new products that are offered by major loudspeaker manufacturers. In the past, we have used systems from Meyer Sound, Apogee Electronics, and L-Acoustics.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
We will continue to research various audio manufacturers' professional touring loudspeaker product lines when making similar purchases in the future.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
