*In the case of non-DoD User Agencies, requests for disclosure shall be submitted to that agency.

13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other
contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification
assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final
decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or
forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)

A Visit Request (VR) will be submitted via JPAS to SMO HQAFOTEC, not to exceed one year, for all contractor personnel requiring access to AFOTEC facilities. In addition to the VR, the FSO must submit a Visitor Access Letter (VAL) to CVI which includes all personnel from the VR and a column indicating whether or not each person requires a permanent badge (permanent badges can only be issued if a contractor visits AFOTEC a minimum of three times per week). If personnel changes should arise, an updated VR and VAL must be submitted to CVI within five days. VALs must identify additions, deletions, and badge requirement. For access to AFOTEC SAPFs, the VAL must also be sent to A3Z. Contractors who are issued a permanent badge must outprocess through CVI and A3Z upon contract and/or employment termination.

Contractors will complete all AFOTEC directed training.

The Defense Security Service (DSS) is relieved of inspection responsibility for those elements of the contract that are performed in AFOTEC, USAF, or other government facilities. SAF/AQL, SAF/AAZ, HQ USAF/TEZ will provide security inspections for SAPFs IAW the Joint Air Force, Army, Navy (JAFAN) Manual 6/0. AFOTEC/CVI has inspection responsibility for collateral security, AFOTEC/A2N has inspection responsibility for SCI.
