Combined Synopsis/Solicitation

For

Secure Operations Console (SOC)

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified procedures as outlined in FAR Part

13.5 will be used for the acquisition of this commercial item.

(ii) This solicitation/synopsis is issued as a Request for Quote (RFQ). Submit written proposals (oral quotes will not be accepted) reference number is FA701419QA016.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03, Dated 12 Jun 2019.

(iv) This acquisition is 100% set-aside for small businesses. The associated North American Industry Classification System (NAICS) code is 541611 Administrative Management and General Management Consulting Services with a $27.5 million size standard.

(v) The purpose of this combined synopsis and solicitation is to advertise the requirement to have an Offeror perform Secure Operations Console (SOC) Operator Trainer Services. The objective of this effort is to ensure we develop or modify, maintain and implement our ongoing training program to ensure we provide the Joint Staff (JS) with well-trained and prepared airmen for day-to-day mission support. The Secure Operator Console (SOC) must pass evaluation and certification by the JS Operations Training and Standards Evaluation (OT&SE) Branch. Additional objectives under this contract include: centralize database management supporting both the National Military Command Center (NMCC), and the Alternate NMCC; participation in the development of various NMCS exercises/exercise scenarios; provide monthly and yearly conference statistics; identify possible deficiencies with site equipment and/or personnel; conducting regularly scheduled monthly communications systems tests and assessments for all Emergency Actions communications systems. The trainer(s) will also be required to travel with the OT and SOC operators numerous times per year to maintain proficiency training at remote operating locations. The bid schedule is in the attached Excel spreadsheet (Attachment 4) for your convenience. The quote shall be submitted on company letterhead, and include at a minimum the following information:

• Solicitation Number

• Business Size.

All responsible sources may submit a quote, which shall be considered. A firm fixed price contract is contemplated.

(vi) Refer to the attached PWS for a detailed description of requirements for the service being acquired FA701419QA016 SOC Operator Trainer Services at the 844thCS/SCON, 1600 Air Force Pentagon, Washington, DC 20030. (See attached Performance Work Statement (Attachment 1))

(vii) Period of Performance is anticipated to be as follows:

Base Year: 16 September 2019 through 15 September 2020 Option Year 1: 16 September 2020 through 15 September 2021 Option Year 2: 16 September 2021 through 15 September 2022 Option Year 3: 16 September 2022through 15 September 2023 Option Year 4: 16 September 2023 through 15 September 2024 Six-Month Extension 16 September 2024 through 15 March 2025

(viii) (52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. With the following addendum:

52.212-1 Addendum

The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

PROPOSAL PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of the proposal, the Offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of three (3) separate parts:

Part I – Technical Capability

(1) Qualification

(2) Staffing Plan/Technical, and

(3) Security

Part II – Price Proposal

Part III – Past Performance Information

B. The contracting officer has determined there is a high probability of adequate http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm#P1403_190669 price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and, if in the contracting officer’s opinion adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than certified cost or pricing data to support a determination of price reasonableness.

C. Specific Instructions:

Documents submitted in response to this solicitation must be fully compliant and consistent with the following:

1. Requirements of the solicitation (Item Numbers) and Performance Work Statement (PWS), and government standards and regulations pertaining to the PWS.

2. Evaluation Factors for Award.

Part I – Technical Capability - Submit one (1) copy & one (1) redacted copy.

Factor 1. Technical- the Capability of the service offered to meet the Governments requirement. The offeror’s proposal shall, at a minimum, address the technical sub factors, as it applies to the Performance Work Statement (PWS).

a. Subfactor 1. Qualifications - The offeror shall provide a summary of positions that identifies the personnel resources and skill set proposed for the fulfillment of PWS requirements. The summary of positions shall address the knowledge, skills, abilities (KSAs), experience, and qualifications outlined in section 3.0 of the PWS. The proposal must clearly quantify years of experience, must identify when the experience occurred and must describe how the proposed labor categories meet minimum KSA and experience levels identified in the PWS.

b. Subfactor 2. Staffing Plan/Technical - The offeror shall submit a detailed staffing plan.

The staffing plan shall explain the proposed number and categories of personnel and shall explain how that mix will be successful in performing the tasks in the PWS. The staffing plan shall demonstrate: (1) an adequate number and categories of personnel proposed to perform the services in the PWS; (2) the offeror’s plan to obtain personnel, minimize turnover and fill vacancies in accordance with the PWS; and (3) that the proposed labor categories are tied to specific PWS tasks.

c. Subfactor 3. Security - The offer shall clearly identify how it will meet and comply with the clearance requirements in section 7.0 of the PWS (Security Instructions). The offeror must hold the minimum facility clearance at the time of proposal submission and all http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/15.htm#P587_118401 personnel must hold the required clearances prior to commencing work on the task order.

A Rating of “acceptable” or “unacceptable” will be assigned for each technical subfactor. An overall factor rating will not be completed.

Note: Failure to address any one or more areas of the technical proposal sub factors above will render your technical proposal unacceptable, and therefore, unawardable.

Part II – Price Proposal - Submit one (1) copy (Attachment 4). Offerors shall, at a minimum, submit their pricing on the attached Bid Schedule (Attachment 4). The offeror shall provide unburdened labor rates and fringe benefits for the labor categories.

Factor 2. Price – the Government will evaluate the total price of the offer for award purposes.

a. Offers will be evaluated for fairness &reasonableness, balance, and the unburdened labor rates will be evaluated for realism. Insert proposed unit and extended prices for each Contract Line Item Number (CLIN), including all option periods and option to extend services in accordance with FAR 52-217-8. The offeror shall include a fully completed price schedule of the solicitation in this section of their proposal. Any offeror, which fails to cite a price for each item, or fails to make an entry, which indicates that work will be provided at no charge, will be rejected as non-compliant, and will not be considered for award to this solicitation. Only firm-fixed price offers will be evaluated. The staffing plan shall include a cross-matrix that assigns the proposed labor categories to specific PWS tasks and shall provide an unburdened rate (basic gross compensation rate) and fully burdened rate breakout information for all proposed labor categories to support price proposal. The unburdened labor rates for all proposed labor categories will be evaluated for realism based on the Washington DC area. Unrealistically, low unburdened labor rates may be grounds for eliminating an offeror’s proposal from competition.

b. Insert proposed unit and extended prices in the Bid Schedule (Attachment 4). Unit prices must be whole dollar values (e.g. $10.00). The extended amount must equal the whole dollar unit price multiplied by the number of units. The proposal(s) must be submitted for a 1-year base plus four (4) Option Years.

c. (Options) - The Government will evaluate options in accordance with FAR clause 52.217- 5, Evaluation of Options, July 1990, as prescribed in FAR 17.208(c)(1). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). Offerors are required only to price the base and option CLINs.

Offerors shall not submit a price for the potential six-month extension of services period.

d. Complete the necessary fill-ins and certifications in provisions. The provisions. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item (Oct 2018) or complete electronic annual representations and certifications at the System for Award Management http://www.sam.gov and it shall be http://www.sam.gov/ returned along with the proposal

e. Include the total dollar value of your proposal at the bottom of the bid schedule.

PART III – PAST PERFORMANCE INFORMATION - Only references for similar scope and similar magnitude of effort and complexity are desired. Submit one (1) copy (Attachments 5 and 6).

(a) Quality and Satisfaction Rating for Contracts Completed in the Past Three (3) Years:

Provide information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for similar scope and similar magnitude of effort and complexity. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, etc.

(b) Past Performance References: The Government will evaluate the quality and extent of the Offeror’s performance deemed relevant to the requirements of this solicitation. The Government will use information submitted by the Offeror and other sources such as other federal government offices and commercial sources, to assess performance. Provide a list of no more than three (3) of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years from the date of issuance of this solicitation with a minimum of six (6) months of performance period. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.

(c) Subcontractor Consent: Past performance information, pertaining to a subcontractor cannot be disclosed to the prime Offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.

(i) 52.212-2 – Evaluation – Commercial Items, applies to this acquisition as follows:

52.212-2 -- Evaluation -- Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Factor 1 - Technical Capability

Subfactor 1 - Qualification Subfactor 2 - Staffing Plan/Technical Subfactor 3 - Security

Factor 2 - Price

Factor 3 - Past Performance

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options including the option to extend service to the total price for the basic requirement.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-2 Addendum

BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which competing Offerors’ technical capability, past performance history, and cost or price considerations will be evaluated. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process will proceed as follows:

A. Technical Capability: Initially, the government technical evaluation team will evaluate the technical proposals on an acceptable/unacceptable basis assigning one of the ratings described below for the technical factor. If the technical factor is evaluated as “Unacceptable”, it will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. The term “technical” as used herein, refers to non-price factors other than past performance. The purpose of the technical factor is to assess whether the Offeror’s proposal will satisfy the government’s minimum requirements.

The Government will use the following table to assess the contractor’s technical acceptability:

TECHNICAL RATINGS

Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements.

The following Technical Capability subfactors will be evaluated:

Qualification:

The Offeror will receive an acceptable rating for this technical subfactor if the Offeror’s proposal clearly demonstrates the Offeror’s qualifications, personnel, and resource skill set to fulfil the PWS requirements. The offeror must clearly identify how it will meet and comply with the PWS in section 3.0 of the PWS (Task Requirements).The summary of positions shall address the knowledge, skills, abilities (KSAs), experience, and qualifications outlined in section 3.0 of the PWS. The proposal must clearly quantify years of experience, must identify when the experience occurred and must describe how the proposed labor categories meet minimum KSA and experience levels identified in the PWS.

Staffing Plan/Technical:

The Offeror will receive an acceptable rating for this technical subfactor if the Offeror’s detailed staffing plan clearly explains the proposed number and categories of personnel and explains how that mix will be successful in performing the tasks in the PWS. The offeror must clearly identify how it will meet and comply with the PWS in section 3.0 of the PWS (Task Requirements). The staffing plan shall demonstrate (1) an adequate number and categories of personnel proposed to perform the services in the PWS; (2) the offeror’s plan to obtain personnel, minimize turnover and fill vacancies in accordance with the PWS; and must demonstrate (3) that the proposed labor categories are tied to specific PWS tasks.

Security:

The Offeror will receive an acceptable rating for this technical subfactor if offeror clearly identifies how it will meet and comply with the clearance requirements in section 7.0 of the PWS (Security Instructions). The offeror must hold the minimum facility clearance at the time of proposal submission and all personnel must hold the required clearances prior to commencing work on the task order.

B. Price Evaluation. Next, the government will rank all technically acceptable offers (and unacceptable offers with correction potential) by the total evaluated price (TEP). The government will verify the offeror’s proposed extended price by multiplying the quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the total proposed price. The proposals will be evaluated based on the TEP. The offeror’s TEP will be evaluated for fairness & reasonableness, balance, and the unburdened labor rates will be evaluated for realism. The TEP consists of the total proposed price for all CLINs including Option CLINs for the five-year period (i.e. Base Period and all four (4) Option Periods). The six month extension under FAR 52.217-8, “Option to Extend Services,” will be evaluated; however, it is not part of the TEP. Offerors are not required to submit pricing for a six-month extension of services. The Government will calculate one-half of the last option year (i.e. Option Year 4) to evaluate the six month extension under FAR 52.217-8. Evaluation of the option period prices shall not obligate the Government to exercise such options

C. Past Performance. The contracting officer will seek recent and relevant performance information on all Offerors based on: (1) the references provided by the Offeror; and (2) data independently obtained from other government and commercial sources.

1. Relevant present/past performance is defined as effort involving a similar scope and similar magnitude of effort and complexity as this solicitation requires. The government reserves the right to seek information on higher priced Offerors if none of the lower priced Offerors receives a “Substantial Confidence” performance assessment rating. The purpose of the past performance evaluation is to assess the degree of confidence the Government has in the Offeror’s ability to provide Secure Operations Console (SOC) Operator Trainer Services.

The assessment process will result in an overall performance confidence assessment rating of “Substantial Confidence,” “Satisfactory Confidence,” “Limited Confidence,” “No Confidence,” or “Unknown Confidence (Neutral)” as defined in the table below. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement may be considered as highly as past performance information for the principal Offeror. Offerors with no relevant past or present performance history or the Offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned will receive the rating “Unknown Confidence (Neutral)”, meaning the rating is treated neither favorably nor unfavorably. Performance Confidence will be evaluated in accordance with the following Table:

PERFORMANCE CONFIDENCE ASSESSMENTS

Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence

Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Limited Confidence

Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence

Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral)

No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

2. In evaluating past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation.

Relevancy will be evaluated in accordance with the following table:

3. If the lowest priced evaluated offer is judged to have a “Substantial Confidence” performance confidence assessment rating and the Offeror is determined to be responsible, that offer represents the best value to the government and the evaluation process stops at this point. Award will be made to that Offeror without further consideration of any other offers.

a. If the lowest priced Offeror is not judged to have a “Substantial Confidence” performance confidence assessment rating, the next lowest priced Offeror will be evaluated and the process will continue (in order by price) until an Offeror is judged to have a “Substantial Confidence” performance confidence assessment or until all Offerors are evaluated. The Contracting Officer will then make an integrated assessment best value award decision.

b. Offerors are cautioned to submit sufficient information and in the format specified in the proposal preparation instructions to permit a meaningful assessment of past performance.

Offerors may be asked to clarify certain aspects of their proposal or respond to adverse past performance information to which the Offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.

(ix) Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer.

(x) Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
