Performance Work Statement (PWS) for
National Military Command Center (NMCC) Operations and Maintenance Operation, Training and Evaluation of Secure Operations Console (SOC)
Operators
August 19, 2019
1.0 INTRODUCTION/BACKGROUND
The Air Force is chartered by the Secretary of Defense as the Executive Agent for the National Military Command Center (NMCC). In that role, our Operations and Maintenance responsibilities include engineering and program/project management supporting over 60 Nuclear Command, Control and Communication Systems (NC3), multi-media systems, enhanced facility operations for mission critical power, heating and air conditioning and provide military personnel as “pseudo switch board operators” for the Secure Operations Console (SOC) positions. The SOC operator manages secure voice console operations for all command and control requirements supporting the Chairman of the Joint Chiefs of Staff (CJCS) and Joint Staff Directorates in the NMCC. Their duties require rotating shifts providing real world, Emergency Action Secure Voice Teleconferences on the Worldwide Secure Voice Conferencing System (WWSVCS) enabling the Nuclear Command and Control, Ballistic Missile Defense and Operation NOBLE EAGLE (ONE) missions. They directly support the Secretary of Defense, CJCS, Vice CJCS, Combatant Commanders and Service Chiefs. Additionally, the 844 CS personnel participate in the feedback and development of various National Military Command System (NMCS) exercises/exercise scenarios and are responsible for conducting regularly scheduled monthly testing of the WWSVCS, MILSTAR and Enhanced Pentagon Communication (EPC) Systems and advise the Communications Watch Office (CWO) of any console or circuit anomalies. They also operate the Audio Control Panel, Federal Emergency Management Agency Central Locator System, Joint Staff Automated Notification System and Emergency Actions Console.
It is the responsibility of the Air Force to provide qualified and certified SOC operators, at all times, to support the Operation Teams (OT). Therefore, the 844CS has implemented a rigorous in-depth training course/program. As a result of this requirement, we must provide level III fully mission qualified and certified Subject Matter Expert (SME)/trainer from day one of this task order. This will ensure the success of the maintenance, development or modification, and implementation of the ongoing training program. This will also ensure we provide the JS a qualified operator within two weeks of arrival on station. This is a no fail training program, which is required to prepare the SOC operators for their certification by the Joint Staff (JS) Operations Training and Standardization Division (OTSD) Branch within the quarterly cycle. In conjunction with the JS OTSD Branch, the 844 CS is responsible for tracking and providing an updated database listing of classified conference participants for the CJCS Emergency Action Procedures (EAP) VOLUME VI (VOL VI).
It cannot be stressed too strongly that the SOC Operator trainer is directly responsible for the success of the NMCC’s no fail mission. Whether that mission is natural disaster recovery, homeland defense, or a nuclear event. The SOC Operator trainer will play a critical role in successful mission accomplishment.
2.0 TASK ORDER OBJECTIVE
The objective of this effort is to ensure the trainer can develop or modify, maintain and implement our ongoing training program to ensure we provide the JS with well-trained and prepared airmen for day-to-day mission support. The SOC must pass evaluation and certification by the JS OTSD Branch.
Additional objectives under this Task Order (TO) include: centralize database management supporting both the NMCC, and the Alternate NMCC; participation in the development of various NMCS exercises/exercise scenarios; provide monthly and yearly conference statistics; identify possible deficiencies with site equipment and/or personnel; conducting regularly scheduled monthly communications systems tests and assessments for all Emergency Actions communications systems. The trainer(s) will also be required to travel with the Operations Team (OT) and SOC operators numerous times per year to maintain proficiency training at remote operating locations.
3.0 TASK REQUIREMENTS
The contractor shall maintain, develop, or modify and implement the ongoing training program in order to train, prepare, and evaluate the SOC Operators assigned to the NMCC for certification by the JS OTSD Branch.
3.1 Task – Develop and implement an ongoing training plan for NMCC SOC Operators
• Subtask - The contractor, as a SME, shall develop and implement an ongoing training program in order to train, evaluate and prepare the SOC operators assigned to the NMCC for certification by the J36/OTSD Branch. The training program shall consist of an in-depth course developed for newly assigned personnel and a recurring refresher-training program for all operators. The training program should prepare the trainee for their expected duties in order to continue on-the-job training within the Emergency Action EA Cell watch team within seven to ten days of assignment. Leading to 100% SOC certification within 45-days, mission permitting.
• Knowledge Skills and Abilities (KSA). The contractor must be proficient on current equipment fielded in the NMCC as well as become proficient on new and upgraded communications systems integrated into the National Military Command Center’s Emergency Actions (EA) room.
To maintain proficiency/certification, the contractor personnel must qualify as a SOC operator so they may, with Joint Staff and Contracting Officer Representative (COR) approval, be allowed to pull a maximum of 80 additional hours per year of EA cell SOC/Jr EA Operator duty. Qualification as a Junior Emergency Action (Jr EA) Officer is preferred. The contractor must have extensive knowledge and experience in the NMCC Communications Watch Office (CWO) operations and responsibilities. Equipment proficiency must include, but is not limited to, Defense Red Switch Network (DRSN), Defense Switched Network (DSN), World-Wide Secure Voice Communications System (WWSVCS), Enhanced Pentagon Connectivity (EPC), Emergency Action Conferencing System (EACS), Voice over Secure Internet Protocol (VoSIP), Secure and Non-Secure Telephone Equipment (STU and STE), UHF Emergency Network (UEN), Military VHF Emergency Radio System (MILVER), DCIN-Gold VTC, Crisis Management System (CMS) VTC and Military Strategic Tactical Relay SATCOM Network (MILSTAR).
3.2 Task – Maintain and update the listing of Vol VI conference participants.
• Subtask - In conjunction with the OTSD Branch, the contractor, as a SME, shall be responsible for tracking, monitoring and providing an updated listing of Vol VI conference participants to the Joint Staff Deputy Director for Nuclear, Homeland Defense, and Current Operations (DDNHDCO) on all pre- programmed nuclear and domestic event command and control teleconferences. Participants include personnel assigned to DoD as well as other federal government agencies. Contractor shall coordinate all approved changes with alternate operating location maintenance personnel to ensure all databases are mirrored.
• Knowledge Skills and Abilities (KSA). The contractor must have extensive knowledge and experience in the NMCC CWO. The contractor must be proficient on current equipment fielded in the NMCC as well as become proficient on new and upgraded communications systems integrated into the command center’s EA room. Equipment proficiency must include, but is not limited to, DRSN, DSN, WWSVCS, EPC, EACS, VoSIP, STU and STE, UEN, DCIN-Gold, CMS, MILVER and MILSTAR.
3.3 Task - Participate in the development of various National Military Command System exercises/exercise scenarios
• Knowledge Skills and Abilities (KSA). The contractor, as a SME, must be proficient on current equipment fielded in the NMCC as well as become proficient on new and upgraded communications systems integrated into the command center’s EA room. 3. 5 Key Positions/Personnel
The SOC trainer position with this requirement is designated as “key” for the overall success of the effort.
3.6 Historical Workload
The requirement has been previously met with one (1) full-time equivalent (FTE).
3.7 ASSOCIATE CONTRACT AGREEMENTS/COMUNICATIONS PLANS
The contractor shall enter into written agreements with prime contractors hereinafter called “associate contractors”, within 60 days of Government notification, to facilitate effective joint collaboration necessary to the performance of this contract. Associate contractors include contractors performing information assurance, asset management, AV and VTC, and HAF Unique IT Systems services.
Accordingly among associate contractors and other Government personnel. The Contractor shall participate in such meetings. In the event of a disagreement as to what constitutes a permissible exchange of information or data under agreements, the Contracting Officer will have final decision authority.
4.0 GOVERNMENT FURNISHED PROPERTY
4.1 Government Provided Equipment/Office
The Government will furnish or make available office facilities to the contractor. The Government retains the authority to modify or realign facilities and space provided to the contractor based on current NMCC guidelines for space utilization, mission, and personnel requirements of the contractor. The contractor shall only use the minimum amount of government-furnished facility space to realize operational and cost efficiency required to accomplish the NMCC mission. Facilities provided under this contract shall only be used in the performance of requirements under this contract.
4.1.1 The Government is responsible for
• Computer Equipment: A government furnished computer(s) and the appropriate network connection(s) will be provided to conduct required contractual tasking of this PWS.
• Telephone: "Class A" telephone service. Commercial telephone service: The Contractor will be furnished available secure and non-secure telephone services to conduct required contractual tasking, if required.
• Supplies: Office supplies to complete the tasking will be provided from the NMCC or Air Force supply store.
5.0 DATA
The Government has unlimited rights to all deliverables of this task order to include intellectual property rights.
6.0 OTHER DIRECT COST (ODC)
TRAVEL: The Contractor shall be required to travel within the NCR during the performance of this contract to facilitate the Operation Teams at a remote operating location. All travel requires prior Government approval/authorization by the COR. The Government will only reimburse allowable costs in accordance with FAR 31.205-46 and the current Joint Travel Regulation. Travel projections are subject to change based on government requirements.
NOTE: Local travel to attend meetings within the local commuting vicinity shat be considered a cost of doing business and shall not be separately reimbursed.
6.1 Trip Report
Following official travel, the contractor shall prepare a trip report detailing the purpose of the trip, the individuals contacted, any agreements that were reached during the trip, or any other significant issues that were identified during the travel. The contractor shall provide this trip report to the COR within five
(5) days after the completion of travel.
6.2 Required Travel
The Contractor will be required to travel to the Raven Rock Mountain Complex at least 18 times per year. There is the possibility of 6 conferences in the Continental United States.
7.0 Security Instructions Clearance Requirements - DD Form 254.
Comply with, coordinate, and complete a DD Form 254, Department of Defense Contract Security Classification Specification requirements. Upon execution of award, the CO will sign the DD Form 254 for incorporation into the contract. The customer/requiring activity will provide security classification guidance for contract performance. The Government will oversee handling and storage of classified information and provide appropriate storage capability for all classified material. All classified information shall be returned to the Government upon termination of the contract.
7.1 Servicing Information Protection Office
The Contractor shall notify the servicing Information Protection Office of contract award within 30 days after basic contract award. The notification shall include:
• Name, address, and telephone number of company representatives
• The contract number and contracting agency
• The highest level of classified information to which Contractor employees require access
7.2 Facility Clearance
The Contractor shall have the appropriate facility clearance at the time of proposal submission in response to the Request for Proposal (RFP).
7.3 Access Control
The Contractor shall establish and implement methods of ensuring that no building access instruments issued by the Government are lost, misplaced, or used by unauthorized persons. Access codes shall not be shared with any person(s) outside the organization. The Contractor shall control access to all Government provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the Government COR. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
7.4 Pass and Identification Items
The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
7.5 Retrieving Identification Media
The Contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires.
7.6 Traffic Laws
The Contractor and its employees shall comply with base traffic regulations.
7.7 Weapons, Firearms, and Ammunition
Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately owned vehicle while on AFDW or any other military facility.
7.8 Communications Security (COMSEC)
Contractors may require access to COMSEC information on Air Force installations. The Contractor shall not require a COMSEC account. Access shall be controlled by the sponsoring agency. Access to COMSEC material by personnel is restricted to US citizens holding final US Government clearances.
Such information is not releasable to personnel holding only reciprocal clearances. If it is determined the Contractor is required to access COMSEC information, the necessary training information and courses shall be provided by the COR. The DD Form 254 shall give further instructions on safeguarding and managing COMSEC material.
7.9 Contractor Identification
All Contractor personnel shall wear the Air Force issued Common Access Card at all times when away from their immediate work area so as to distinguish themselves from Government employees. When conversing with Government personnel during business meetings, over the telephone or via electronic mail, Contractor personnel shall identify themselves as a contractor to avoid situations arising where sensitive topics might be better discussed solely between Government employees. Contractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation. Where practicable, contractors occupying collocated space with their government program customer should identify their workspace area with their name and company affiliation or as a minimum “Contractor” after name.
7.10 Drug, Tobacco, and Alcohol Use Policy
The consumption of alcoholic beverages or illegal drugs by contractor personnel, while on duty, is strictly forbidden. Contractor shall immediately remove any employee who is under the influence of alcohol or drugs.
7.11 Top Secret/Sensitive Compartmented Information (TS-SCI)
The contractor(s) will be U.S. Department of Defense citizens and possess a Top Secret/Sensitive Compartmented Information (TS-SCI) clearance to include Special Intelligence (SI, Talent Keyhole (TK), GAMMA (G), HUMIT Control System (HCS), and North Atlantic Treaty Organization (NATO).
There may be a special program access requirement in support of this contract.
7.12 Classified Information
For all contract requirements with classified work or access-identified information, the Contractor shall:
7.12.1 Visitor Group Security Agreement (VGSA)
The Contractor shall enter into a long-term visitor group security agreement. This agreement shall outline how the contractor integrates security requirements for contract operations with the Air Force to ensure effective and economical operation on the installation. Enter into a long term VGSA through the host base Information Security Program Manager, when applicable. Provide the information requested by the Notification of Government Security Activity and Visitor Group Security Agreements Clause, AFFARS 5352.204-9000. Visitor Groups shall safeguard all collateral classified information IAW DoD 5200.1-R, Information Security Program; AFI 31-401, Information Security Program Management; AFI 31-601, Industrial Security Program Management, and other directives deemed necessary by the servicing Information Protection office. In addition to the items required by AFFARS 5352.204-9000, the VGSA shall outline how the Contractor integrates security requirements for contract operations with the Air Force to ensure effective and economical operation on the installation, the use of security forms and conducting inspections required by DoD 5220.22-R, Industrial Security Regulation, and protection of high value property.
7.12.2 Security Training
Provide employees with training required by DoD 5200.1-R, Information Security Program Regulation and AFI 16-404, Air Force Information Security Program. The Contractor shall also provide initial and follow-on training to their Contractor personnel who work in Air Force controlled/restricted areas IAW AFI 31-101, Air Force Installation Security Program. This training shall be provided by an appointed security manager for the on-base Visitor Group. The security manager may be a full time or an additional duty position.
7.13 Pass and Identification Items
Ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles prior to the TO start date.
7.14 Retrieving Identification Media
Retrieve all identification media, including vehicle passes, when the contract expires, or from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc.
7.15 For Official Use Only (FOUO)
Comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act FOIA) Program, requirements.
This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
7.16 Reporting Requirements
Report to an appropriate authority (i.e., CO, PM, COR) any information or circumstances which they are aware of that may pose a threat to the security of DoD personnel, Contractor personnel, resources and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
7.17 Controlled/Restricted Areas
Implement local base procedures for entry to Air Force controlled or restricted areas where Contractor personnel shall work. The Government will complete an AF Form 2586, Unescorted Entry Authorization Certificate, completed and signed by the sponsoring agency’s Security Manager, before a Restricted Area Badge will be issued. Contractor employees shall have a favorably completed National Agency Check plus written Inquiries investigation before receiving a Restricted Area Badge. Interim access may be granted IAW AFI 31-501, Personnel Security Program Management. Contractor personnel must have appropriate clearances prior to commencing work on any TO unless otherwise approved in writing by the CO.
7.17.1 Key Control - Establish and implement procedures to ensure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
The Contractor shall not duplicate any keys issued by the Government.
7.17.2 The Contractor shall immediately report to the COR or PM any occurrences of lost or duplicated keys within two days of occurrence.
7.17.3 In the event keys are lost or duplicated, the Contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks with no additional cost to the Government.
The Government may replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment
7.17.4 The Contractor shall not loan issued keys to any other persons nor allow access by use of issued keys to other persons not associated with performance of work at the contract work-site.
7.18 Lock Combinations
Control access to all Government-provided lock combinations to prevent unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the COR.
Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
7.19 Theater/Country Clearances
Obtain special theater and/or country clearances, and comply with theater/country specific requirements, for applicable OCONUS work. These requirements will be identified in the TO PWS. The Electronic Foreign Clearance Guide at https://www.fcg.pentagon.mil/fcg.cfm states the requirements for travel to specific countries.
7.20 Restricted/Formerly Restricted Data
Obtain a final U.S. Government clearance at the appropriate level before obtaining access to RESTRICTED DATA and FORMERLY RESTRICTED DATA.
7.21 Clearance Requirement
If access to classified information is a requirement at the Contractor’s facility, a SF 312 Non-Disclosure Agreement (NDA) initiated by the company’s Facility Security Officer (FSO) is required to be submitted with the proposal and if there are any changes during the performance of the contract. The Contractor must possess a facility security clearance at the appropriate classification level for the work prior to proposal submission.

7.22 National Agency Check with Inquiries
The Contractor shall provide a National Agency Check with Inquiries (NACI) for all contractor employees who are to be provided access to Government e-mail/internet, LAN/WAN and other Government information networks.
7.23 Operations Security (OPSEC)
Protection for classified and sensitive unclassified information (as defined in Public Law 100-216, 9 January 1988) developed or used in performance of this contract. OPSEC requirements are contained in the National Security Decision Directive 298 date January 1988. The project officer will forward these documents under separate cover. The CO approves the OPSEC requirements.
7.24 Listing of Employees
The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and level of security clearance. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the Contracting Officer and Program Manager.
An updated listing shall be provided when an employee's status or information changes and it should be submitted by the company Facility Security Officer (FSO) and provided to the Contracting Officer and Program Manager, prior to the change in personnel.
8.0 TRANSITION PLAN
There will be a thirty-calendar day transition period included at the end of this contract. During this period, all programs, information, data, etc., will be passed from the Contractor to the incoming Contractor so that there is no break in customer or mission support.
8.1 Transition Out
Prior to the end of the period of performance, the Contractor shall support a thirty-calendar day transition period with in-coming personnel.
9.0 ADMINISTRATION CONSIDERATIONS
9.1 Place of Performance: The place of performance for this work will be conducted at the National Military Command Center (NMCC).
9.1.1 Telework: Telework will not be permitted on this task order.
9.2 Duty Hours
Normal duty hours are 0700-1600, Monday through Friday. Non-normal duty support may also be required based on the mission support needs by the Joint Staff and will be approved by the COR as required. Federal Holidays, defined by opm.gov, will be observed.
9.3 Base Shutdown/Inclement Weather
The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. The guidance regarding status of performance locations can be found at https://opm.gov/status/
9.4 Kick-off Meeting
Contractor shall attend a kick off meeting specific to the TO requirement with the COR and the Administrative CO within thirty (30) days of contract award. The Contractor shall provide concurrence with the date, time and location for the meeting via email notification at least three (3) business days prior to the scheduled meeting.
9.5 Contractor Inventory
In accordance with Section 8108 of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Action, 2011.
9.5.1 The Contractor shall report ALL labor hours (including subcontractor labor hours) required for performance of services provided under this task order via the secure Enterprise Contractor Manpower Reporting Application (eCMRA) data collection site. The Contractor is required to completely fill all required data fields at https://www.ecrma.mil. Reporting inputs shall be for the labor executed during the period of performance for each Government fiscal year (FY) which runs 1 October through 30 September. While inputs may be reported anytime during the FY, all data should be reported no later than 31 October of each calendar year. The contractor may address question to the eCMRA helpdesk.
9.5.2 Uses and Safeguarding of Information. Information from the secure website is considered proprietary in nature when the contractor number and the Contractor identity are associates with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractors name and contract number associated with the data.
9.5.3 User Manual: Data for the AF services requirements must be input at the AF CRMA link.
