Statement of Objectives (SOO) Questions

RFQ, Section 1
The SOO outlines the projected numbers of basic users, with the number of users specified by Service. In terms of data management, at what level does data need to be segregated (by Military Service, command, legal office, or other)?

Response

It is the intent that each military service will have there own Task Order (TO) for the requirement of users. We expect that data management would be separated for each military service.

RFQ, Para. 4.2.1
Concerning labor pricing. The RFQ states “Proposals should be sufficiently detailed to demonstrate a fair and reasonable, balanced, and completeness pricing.” For CLIN 0001, does the Government require that proposals provide a detailed labor buildup including direct and indirect rates or will a fully burdened rate supporting labor be sufficient?

Response

Fully burdened labor rates will be sufficient.

RFQ, Para. 4.2.1
Concerning software license pricing. What supporting pricing information does the Government require for commercial software licenses?

Response

There is no required format. Any docuementation suppporting the license price is appreciated. At a minimum, the Government requires the license price and the associated end use license agreement.

SOO/Para 19.a.ii., Training & Materials
The referenced paragraph requires that we provide alternate costs for various types of training. Normally, pricing information is not included in the technical proposal or a CPWS. Does the Government intend that we provide pricing in the CPWS, in response to this question? If so, should we provide a pricing buildup in the Price Volume? Would the alternate training costs be part of the total evaluated price?

Response

Provide your price build up in the Price Volume of the Proposal. It will be part of the overall evaluated price.

General
Regarding RFP FA7014-18-R-5039, could you clarify whether the Government requires redacted copies of all volumes, or just the Technical volume? In our previous experience, only the Technical volume has been required when submitting redacted copies.

Response

Technical Volume only. Thank you.
