I. Contracting Activity.

Air Force District of Washington (AFDW) PKH 1500 West Perimeter Rd, Ste 2750 Joint Base Andrews, MD 20762

II. Nature and/or description of the action being processed.

This a brand name justification to establish a new Firm-Fixed Price (FFP) contract with Thursby Software Systems, Inc. for the purchase of supplies and shipping services of iOS and Android mobile Common Access Card (mCAC) readers to support the USAF's Bring Your Own Device (BYOD) program.

III. Description of supplies/services required to meet agency needs.

The United States Air Force (USAF) intends to purchase iOS and Android mCAC readers to support its mobile CAC access initiative. Users will be able to use the Thursby mCAC readers and companion Sub Rosa mobile app with their personal or government furnished Apple or Android devices such as smart phones and tablets to access government secured websites. The mCAC readers and Sub Rosa app software need to be compliant with the most current Federal Information Processing Standards (FIPS) [FIPS 201, for personnel identity verification of federal employees and contractors; FIPS 140-2, security standards used to accredit cryptographic modules] and compatible with Apple iPhones/iPads with lightening connector ports and Android devices with micro-USB and USB-C connector ports.

CLIN 0001 - $2.81M; Qty: 44K mCAC readers

The Period of Performance (PoP) will be one (1) year beginning on 31 August 2018 through 30 August 2019. This acquisition will be funded with 3080 ($2.5M) and 3400 ($310K) appropriations.

IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1and required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The Air Force Connect enterprise mobile application (app) initiative will provide Thursby mCAC readers with a companion Thursby Sub Rosa app for personal mobile devices as well as Government Furnished Devices (GFDs). The users include USAF senior leaders, commanders in the National Capital Region and other Federal Government employees. Prior to being installed on a government furnished device, the Sub Rosa app must be approved by the Defense Information Systems Agency (DISA) via their DoD Application Vetting Environment (DAVE). Also DISA owns and manages the DOD Mobility Unclassified Capability (DMUC) system where the Sub Rosa app will be installed and made available to federal government employees and GFD users.

The Sub Rosa app, formerly named PKard, is the only mobile CAC access software that has been approved by DISA via its DAVE for web browser authentication. The Sub Rosa application must also be compliant with the DOD Chief Information Office's Mobile Applications Security Requirements for applications on unclassified DoD mobile devices to ensure standardization across all DoD components.

Thursby does not manufacture mCAC readers however it is the sole proprietor of the Sub Rosa application software and does not permit any other company licensing rights to resell it. While there are other commercial manufacturers of mCAC readers, no known manufacturer or reseller has authority to resell Thursby's proprietary Sub Rosa software application. Therefore there are no known vendors that can provide mobile CAC

March 2018 Page 3 of 4 readers together with the DISA-approved Sub Rosa software application that can meet the Air Force requirements for this device and technology.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A Request for Information (RFI) was Posted on FedBizOpps at FBO.gov on 12 June 2018 to verify existence of other potential capable vendors. NextGenID and Tx Systems provided RFI responses. Through confirmation with Thursby, neither NextGenID and Tx Systems can provide their mCAC readers with the Sub Rosa app already installed because the application is proprietary to Thursby. The Contracting Officer's market research also included a review of the Navy Reserve's acquisition of the same mCAC readers from Thursby, researching and reviewing test results of a similar product, discussions with the requiring activity and potential providers, and Internet searches. Based on the market research results no other vendor's product can meet the Government's requirement. The synopsis required by FAR 5.201 will be published on the Government-wide point of entry for intention to award on a sole source basis.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Independent Government Cost Estimate (IGCE) was completed by the customer through surveying the commercial market place. The Contracting Officer will use the IGCE and other price analysis methods pursuant to FAR 15.404-1 in order to ensure that the negotiated price will be fair and reasonable. Certified cost and pricing data is not required since this is a commercial item.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition advising industry of the pending acquisition and soliciting inquiries from interested parties.
