Statement of Work for UAS drone defense capability
Air Force Global Strike Command is requesting proposals for a portable system to counter unmanned aircraft systems (UAS), also commonly known as personal drones. There are three required steps to countering UAS (cUAS): detect, identify and defeat. This system should address the defeat portion at a minimum but the ability to detect and identify is also desirable. The defeat mechanism must disrupt or manage the control link between a commercial UAS and the pilot. The system should also provide the ability to disrupt the UAS's ability to receive and use satellite navigation signals (GPS and GLONASS) for navigation purposes. The satellite navigation disruption should be engaged with a separate action to allow for different CONOPs. The system must be portable and effective across a wide range of UAS targets. This system must allow the operator to employ the cUAS system effectively while also minimizing collateral effects on friendly assets.
The system must have the below attributes:
· Small: handheld component not to exceed 54" in length
· Weight: less than 40 lbs
· Man portable: all required operational electronics able to be carried and operated by a single person
· Intuitive, point and trigger/switch operation: familiar operation to a shooter
· Standby/storage time: greater than 1 month without servicing or re-charge
· Duty rating: continuous
· Active effect endurance: minimum 15 min
· Effective on a majority of Group 1 and Group 2 commercial UAS sold in the United States
· Must be able to disrupt communications on 2.4 and 5.8 GHz ISM bands at a minimum
· Disrupt satellite navigation on GPS L1 and GLONASS L1
· Commonly available battery: lightweight rechargable battery for all power
· Narrow effect: the effect arc must not exceed 60 deg
-We require a quantity of three (3) systems to be delivered to the address below no later than (NLT) 30 days after contract award.
-The provided system shall include a minimum 1 year parts and labor manufacturer’s warranty from the acceptance of the item.
-Vendor must provide results of either internal or third party effectiveness testing -We request training on these systems to take place at this same location. Training must include use, service, maintenance, and basic repair. It must be in a format of “Train the Trainer” and include information and handouts that can be duplicated for the local security forces trainers to use in training other security forces personnel. This training must occur within 1 week of delivery.
