Can Project manager and superintendent be dual hatted as QC or Safety Coordinator?
Yes.
Will LBP and ACM surveys be done on the entire building or only the area’s affected by Construction? Only the area’s affected by construction.
Must this include all areas where design indicates runs for electrical, HVAC Plumbing, Fire suppression and communications?
No, because you will be tying into existing utilities and existing utilities are exposed and visible.
1. Are as built drawings in pdf and/or cad available at this time?
Noted during walk meeting that yes these are available.

2. Are there existing Geotech surveys and/or reports for this area or adjacent areas?
No, we do not have existing Geotech surveys and/or reports available for this area.
3. The statement of work references positive results for lead and asbestos shown in previous reports. Would the reports be made available at this time?
Yes.

4. Since actual asbestos and lead abatement remediation costs will not be known fully until after Contractor conducts asbestos and lead based paint surveys, are offers to carry cost for testing along with an allowance for remediation?
Lead base Paint reports, Asbestos Containing Material (ACM) reports, and Abatement report is being provided for your review. It is Not expected to encounter lead base paint or ACM in this project, and contractor is recommended to bid the project as such. However, in the case that it is encountered it is recommended to stop work and address the issue at that time.
5. Is it the preference of the 911th to have the new warehouse floor at slab grade?
Yes, as discussed during the contractor site visit on 5/31/2017.
6. Is there currently a concept space plan on how the 911th intends to utilize the new warehouse space?
Not at this time, awaiting AFRC shelving configuration.
For the other additional 3 questions this is the first time I see them but see responses below.
1. Under item G - Additive Bid Items/Bid Options, please clarify the Floor Base Bid. Is the intent to reuse the existing asphalt paving as the floor base in the building addition or are floor base bid and Option 1 in solicitation to reference the parking lot area? If it is the latter, what is the Floor Base Bid intended to be since Option 2 is for a new 6" deep concrete floor slab?
We are not doing any bid options. Last week I had a conversation and it was agreed that contracting was going to clarify this with the contractors.
2. Does reference to installing all new exterior Ventilation Rooftop Units apply only to the new addition? Yes, only the new addition.
3. PART I - PRICE PROPOSAL (c) states that for Sections C through I, the offeror shall submit only those pages that require a fill-in. However the is no section C or D included. Are these sections missing?
This question belongs to contracting.
1. Please provide a limit of work for the milling and paving identified in the statement of work.
The limit of milling and paving required shall be determined by design.
Contractors varying design options for footers and foundations may require varying levels of pavement removal, thus an infinite number of answers exist. For the sake of answering the question milling and paving shall extend 48" beyond the limit of pavements removed to construct the foundation. Sub-base shall be re-compacted to avoid settling of new pavements at the foundation/slab area.
2. How far out are would the 911th be looking to mill and pave under Option 1.
See answer to question 1.
3. Also, do any trees that are removed, need to be replaced?
Yes, location to be determined.
4. Can the 4 trees on the south edge of parking lot be removed?
No. Removal of trees and bushes is limited to what is along the wall of building 312, where work will be performed.

Where are the attachments located? Attachments have been resubmitted.
3. Reference was made to providing existing drawings for Building 312.
When will these drawings be available? Today.
Will “As build” drawings be available also? Yes.
4. Can Project manager and superintendent be dual hatted as QC or Safety Coordinator?
Yes.

Conduct asbestos and lead-based paint (LBP) surveys. The asbestos and LBP survey results must be submitted to the government. If any asbestos containing material (ACM) and/or LBP and are detected, the contractor must submit a plan to remove or remediate all found. The contractor shall comply with applicable OSHA requirements when removing or abating ACM or LBP per specifications section 014100 Environmental Protection (see Attachment 11) and must receive CO approval or removal/remediation plan before any demolition will be allowed to start.
