PROJECT JLSS 17-0003

CONSTRUCT ADDITION FOR C-17 PARTS STORAGE BUILDING 312

I. TITLE and DESCRIPTION:

A. Summary. Construct Addition for C-17 Parts Storage Building 312 via a Design- Build (D-B) contract at location shown on Project Site Plan (see Attachment 1). This work consists of performing all design and construction work which includes providing all materials, labor, and equipment necessary to provide a useful, operable, and serviceable facility in accordance with (IAW) this Statement of Work (SOW). Contract will expand existing Warehouse in Building 312 by a total of 6380 sq. ft., which will primarily provide additional storage space in support of C-17 mission. Contract will expand the facility to make it fully useable for the new requirement. Work will require multi-discipline engineering and construction services for the design, alteration, repair, and construction to include architectural, structural, electrical, communications, fire protection, and HVAC work. Project JLSS 17-0003 Construct Addition for C-17 Parts Storage, Building 312 is comprised of all work related to: Demolition and removal of existing dumpster screen, trees, shrubs, and concrete picnic table (by others);

relocation of existing utility lines which include outside electric lines, downspouts, sprinkler system water drain pipe and heater exhaust pipe; constructing exterior masonry walls with wood siding matching existing building; installing an additional interior door with vision panels, that will require creating an opening on existing wall, and adding new concrete steps similar to existing exit door maintaining integrity of building; extending gas pipe into new storage addition to supply new radiant heaters;

constructing new roof consisting of EPDM roofing membrane, snow melt heat trace, rigid roof insulation tapered for drainage, sheathing underneath roofing system, and height to match existing building; upgrading (as determined during design process) electrical and communication distribution systems to support new addition, including new power panels and zone cabling, additional electrical and communications outlets in walls, floors and column power poles as required; installing wet pipe sprinkler system for entire new area, along with the portions of all design, engineering and field overhead related to these tasks. Installing all new exterior Ventilation Rooftop Units, (No AC required for this facility); adding emergency exit doors if required to meet applicable codes; preparing and painting all remaining walls; providing appropriate energy efficient lighting; and conducting asbestos and lead base paint surveys and subsequent abatement and disposal as appropriate, along with the portions of all design, engineering and field overhead related to those remaining tasks; previous projects performed on Building 312 have shown the presence of asbestos and lead base paint and positive results are shown on the reports. The floor plan of the facility requires no provisions for offices, latrines, mechanical rooms, communication rooms, or storage rooms. Before submission of the proposal the Contractor shall address to the Contracting Officer (CO) any questions concerning the project. Contractor’s proposal shall reflect appropriate total price for the projects, broken down further as Design cost

JLSS 17-0003 FEB 2017 Page 3 and Construction cost. Contractor’s proposal shall be submitted on Bid Schedule (see Attachment 2).

B. Design. The Contractor shall be capable of addressing and interpreting all aspects of Unified Facilities Guide Specifications (UFGS) and the United Facilities Criteria (UFC) regarding this requirement. The Contractor shall provide Type A & B services. Type A services involve field investigations and surveys (topographic, geotechnical, etc.); similar fact finding surveys of the site essential to proper design;

prepare reports and similar services not involved in the preparation of designs, plans, drawings, and specifications; Contractor shall evaluate the requirements for soil erosion control plans, storm water management plants, air emission, and national pollutant discharge elimination system permit for construction. Type B services include those items normally furnished by an A-E in the actual preparation of the design documents (plans, drawings, estimates, specifications, submittal register etc.) and include visual inspection of the site or facility for familiarization with scope, general conditions, and coordination with using activities. The Contractor shall complete the design in sufficient detail to enable construction operations inclusive of inspection validations and warranty mandates. Contractor shall provide design of all disciplines by licensed professional architects or engineers. The Contractor shall submit the following design submittals: a 30% Design, a 90% Design which includes AutoCAD drawings and applicable specifications sections, and a Final (100%) Design which includes AutoCAD drawings and specifications sections. Final Design shall be stamped by a professional engineer and/or architect licensed in the state of Pennsylvania. The Contractor shall construct IAW approved drawings and specifications. Contractor shall not order any equipment or materials and shall not begin any phase of new construction until Government approves in writing the Final Design submittal. Contractor may start demolition work prior to final design after government approval of Contractor demolition plan. Design to include asbestos and lead base paint surveys.

C. Construction Work. Construction comprised of work to expand approximately 6,380 SF in Building 312. Work includes: removing trees and shrubs; demolishing dumpster screen; constructing additional permanent walls; installing additional interior door to include vision panels; replacing existing parking lot pavement; patching and painting walls; reconfiguring wet pipe sprinkler system; installing new lighting; installing new 12’W X 16’T insulated rollup door, frame and bollards at each end; adding emergency exit doors and signs if required to meet applicable codes; and removing and remediating asbestos containing material and lead base paint where encountered;

as described in section A, current reports show positive results. Further details of the required construction are delineated elsewhere in this SOW.

D. Floor Plans. Sketch SK-1 Building 312 Existing and Proposed Extension (see Attachment 3) shows the current layout of the facility with the proposed extension delineated.

E. Contract Changes/Modifications. Notwithstanding any provisions of this contract, the CO will be the only individual authorized to in any way amend or modify the terms of this contract.

F. Progress Review Meetings. The Contractor shall hold progress review meetings and shall coordinate these meetings with the CO. Meetings may be held via telecon.

The initial Progress Review Meeting will be held within 30 days of contract award.

Subsequent meetings will be held at 30 day intervals and will continue until the project is closed out. These meetings will be a review of work performed, issues, schedules, milestones, and current status. The schedule of the progress review meeting may be modified by the CO with notification to the Contractor. The Contractor shall record and provide copies of all meeting minutes to POCs no later than 2 working days following meeting dates.

G. Additive Bid Items/Bid Options.

Depending on the budget cost, the Contractor may include requirements for the following items to be addressed as Additive Bid Items/Bid Options:

Floor Base Bid: No asphalt work except patch around new work.

Option 1: Mill and Overlay Asphalt Option 2: New 6” deep concrete floor slab.

Wall Base Bid: Composite wall consisting of Brick section 4’ high and insulated metal panels from the brick to the roof level.

Option 3: Exterior wall to be composed of tongue and groove wood boards to match existing building.

Option4: Sidewalk extension (about 580 sq. ft.)

II. PERFORMANCE TIME: Work is to be completed within 360 (120 days for design and 240 days for construction) calendar days after the CO issues the NTP, during normal duty hours from 0730 to 1600, and weekdays Monday through Friday, with no work on federal holidays or UTA training weekends. Any deviations from the normal working hours must be approved 72 hours in advance by the CO.

III. DESIGN:

A. Architect/Engineer. The Contractor will provide design by retaining an Architect/ Engineer (A/E) registered in PA, who will complete design documents IAW the phases and schedule stated herein. The design shall include work of all trades required to result in a complete and functional project, ready for use.

The facility design shall be based on A-E review, investigation, and measurement of actual project conditions and shall not rely solely on as-built or other facility drawings provided by the Government. The government will provide various iterations of existing PDF format as-built drawings on-file; however, the government cannot guarantee the

JLSS 17-0003 FEB 2017 Page 5 accuracy of these drawings and does not have CAD versions files of those drawings.

The contractor is responsible to field verify all existing as-built conditions.

In addition to the requirements in paragraph I above, the design must include the following considerations:

1. Design of this project shall incorporate to fullest extent feasible applicable portions of local design guidance detailed in Pittsburgh IAP ARS Design Guidelines (see Attachment 4). Exterior appearance must match existing Building 312 exterior appearance.

2. Conduct asbestos and lead-based paint (LBP) surveys. The asbestos and LBP survey results must be submitted to the government. If any asbestos containing material (ACM) and/or LBP and are detected, the contractor must submit a plan to remove or remediate all found. The contractor shall comply with applicable OSHA requirements when removing or abating ACM or LBP per specifications section 014100 Environmental Protection (see Attachment 11) and must receive CO approval or removal/remediation plan before any demolition will be allowed to start.

3. Provide electrical and communication outlets on walls to support warehouse expansion, anticipated equipment, and furnishings. Install flush wall mounted communication outlets and electrical outlets at least every 20 feet along perimeter of existing wall and electrical outlets only along perimeter of new walls. Extend electrical power and communication system and augment electrical service to meet power requirements if required.

4. Prepare and paint all walls.

5. Include appropriate energy efficient lighting and update branch wiring as appropriate.

6. Add emergency exit doors (if required) to meet applicable codes. All new exterior doors and frames shall be galvanized steel or aluminum, blast proof assemblies with glazed doors and fully welded hollow metal frames, and hardware, fully meeting the requirements of the latest edition of UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.

7. All interior doors will be hollow metal doors with clear wire reinforced vision panels measuring approximately 8” wide by 36” high.

8. Door hardware to be compatible with “Best” locks, cores to be turned over to the Government.

9. Upgrade electrical as required for new HVAC and other electrical circuits. All new electrical lines and panels will be fed back to the existing warehouse building electrical supply.

10. Reasonable temporary utilities will be provided by the Government with the exception of phone service.

11. Designs to meet IBC Building Code requirements.

12. Submit plans stamped by a Pennsylvania Professional Engineer showing code requirements for egress, fire safety/alarm, and structural plans with calculations.

13. Provide submittals to include colors materials, and shop drawings prior to releasing material orders. The Design Phases (from paragraph III.D.) will include specifying

14. The contractor is responsible to field verify all existing conditions and shall not rely solely on the shop drawings provided by the Government.

15. Design Analysis and Construction Contract Documents Requirements.

a. General. The Unified Facilities Criteria (UFC) system provides design and construction criteria that apply to all Military Departments of the Department of Defense. A listing of all available UFC and copies of each may be found at the following website: http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc. At a minimum, the following UFCs shall be used in the design and construction of these projects where appropriate:

b. Electrical Systems.

1). The construction documents must identify the engineer of record for the electrical systems. The engineer of record is responsible to determine the applicability of the appropriate codes and standards for this project and list these in the design analysis.

2). The electrical engineering documents must include, as a minimum, the following: system riser diagrams; load computations; protective device locations and ratings; lighting calculations; grounding and bonding; and instrumentation controls.

3). Communication systems are used to convey messages or data and shall include device type and locations, system riser diagram, cabling requirements;

device type and locations; equipment being serviced; and conductor type and installation requirements.

4). Lighting requirements to be designed IAW UFC 3-530-01.

c. Mechanical Systems.

1). The construction documents must identify the engineer of record for the mechanical systems. The engineer of record is responsible to determine the applicability of the appropriate codes and standards for this project and list these in the design analysis.

2). Items to be considered in the design are ambient dry and wet bulb temperatures, inside dry and wet bulb temperatures, inside design humidity, fresh air makeup, and internal heat gains from any sources.

3). The mechanical engineering documents must include, as a minimum, the following: equipment selection schedule for each piece of mechanical equipment, fresh air make conditions, heating equipment requirements; and piping layout and sizing.

d. Fire Protection Systems.

1). All designs and facilities must meet Fire Protection requirements included in UFC 3-600-01. A Fire Protection Engineer (FPE) meeting the qualifications of Section 1.5 of this UFC must review the 100% design submission of plans and specifications and certify in writing that the design is in compliance with this UFC and all applicable criteria. This certification letter must be submitted with the 100% Final Design. Design shall meet all applicable criteria for fire protection above the ceilings, as well as below them. New fire alarm system shall be connected into the existing system and shown in system diagrams.

e. Instrumentation and Control Systems.

1). The mechanical and electrical drawings must include, as a minimum, the following: a description of the control system’s functions (or a functional diagram); specifications of control instructions and their location; conductor and cable requirements; sequence of operation for each system; control and process system diagrams.

B. Documents. General. The final design documents will be stamped by a current, Pennsylvania registered Architect or (as appropriate) Engineer. This includes all drawings, sketches, and the cover page of project manuals. The A-E shall include design disciplines listed below and conform to the details specified:

1. Architectural

2. Structural

3. Electrical

4. Communications

5. Mechanical - HVAC

6. Fire Protection

7. All work performed is to conform to the latest edition of the International Building

Code, National Electric Code, United Facilities Criteria (UFC), and all other applicable codes. All design will be IAW any referenced Air Force Instructions, Engineering Technical Letters (ETL), EPA and PA DEP Regulations, International Building Code, PA Dept of L & I, the National Electrical and Plumbing Codes, NFPA Codes, and applicable industry standards such as ASHRAE and ASME.

8. Consider entire building with respect to code analysis and life safety requirements. Construct any work required to fully meet applicable codes.

C. AE Experience Requirements. Prior to acceptance of proposal, Contractor shall submit qualification statement for the proposed designer Architect-Engineer firm.

D. Phases of Design.

1. Design Task 1: Site Visit/Kickoff/Investigation: The Contractor shall perform a site visit to gather data, investigate site conditions, and participate in a kickoff meeting with all pertinent installation organizations. Additional site investigation may be required based on the initial site visit. The Contractor will research all pertinent federal, state, and local environmental regulations and requirements and Air Force policies as they pertain to the project site and project concept.

2. Design Task 2: Contractor shall utilize the site visit assessment findings, investigation, research, and verification to produce design drawings, specifications, and work plan.

3. Design Task 3 (Design stages include the following:

Phase I (30%) Design Development Phase II (90%) Pre Final Review Final (100%) Final Issue/Construction Documents

SCHEDULE: The design will be required to be accomplished to the schedule as shown below. A review meeting with the design architect/engineer will be scheduled once the Contractor has received comments from the Government and has had an opportunity to review the same. A review meeting shall occur at each phase.

Phase I of Design: (30%) Design Development

Preliminary design development plans, outline specifications, and design analysis will be submitted 28 calendar days after notice to proceed.

Government review comments on submission requirements on Phase I will be forwarded to the A-E within 21 calendar days after date of receipt from the A-E.

Phase II of Design: (90%) Pre Final Review Design development drawings, specifications, and design analysis will be submitted 35 calendar days after receipt of approval of Phase I. The design is to be 90% complete and fully detailed for technical review at this stage.

Government review comments on submission requirements on Phase II will be forwarded to the A-E within 21 calendar days after date of receipt from the A-E.

Phase III of Design: (100%) Final Issue / Construction Documents Final submission of final drawings, specifications, and design analysis will be submitted 14 calendar days after receipt of approval of Phase II.

If required, Government review comments on submission requirements on Phase III will be forwarded to the A-E within 7 calendar days after date of receipt from

JLSS 17-0003 FEB 2017 Page 9 the A-E. All final drawings and specifications shall be clearly marked as “CONSTRUCTION SET” (or something similar). Final Mylar drawings, specifications, and design analysis will be submitted 7 calendar days after receipt of the Government’s comments on the Submission of Phase III. The design is to be 100 percent complete at this stage.

E. Design Deliverables.

Provide submissions in hard copy (2 sets) full size and in electronic form on CD to the CO. In addition, at HQ AFRC, submittals are normally reviewed by four or five persons.

In order to expedite the review process, provide one half-size drawing set, specifications, and design analysis for each submittal and send to HQ AFRC/A4CM, 549 Pine Street., Robins AFB GA 31098. Drawings and sketches to be in AutoCAD 2008 form.

IV. CONSTRUCTION:

A. Contractor Responsibilities. Verify exact location of new work. Verify conditions and dimensions at the site before ordering or delivery of material. Provide all tools, equipment, materials, transportation and labor to accomplish work. Contractor shall maintain a normal safe work area and remove all debris from Pittsburgh Air Reserve Station when work is completed. Excess materials and waste will be disposed of IAW local and state ordinances. Any damage to existing facilities or appurtenances shall be repaired or replaced, in kind, by the Contractor at no additional cost to the Government.

Concrete trucks may not be washed out on the Base.

B. Construction. The Contractor will furnish all labor, equipment, and materials and perform all operations IAW plans, specifications, and contract terms to provide a complete project, ready for use. Contractor will work under Air Force Occupational Safety and Health (AFOSH) and OSHA regulations. The Contractor shall assume that the existing building will be occupied during all construction. In the event that there needs to be outages that affect that equipment during construction, the Contractor shall provide minimum 7 calendar days notices of such outages and limit outage to 4 hours unless emergency power is provided by the Contractor for that equipment.

C. General.

The work shall mean to provide and install a complete finished, operating, functioning, assembly, framework, system, fixture, surface or apparatus ready for use by the government. The Contractor will furnish all labor, equipment, and materials and perform all operations IAW plans, specifications, and contract terms to provide a complete project, ready for use. Building 312 will be occupied during construction of addition and Contractor is not required to provide alternate spaces for the Government during construction. The Contractor shall provide dust barriers to minimize dust within the existing warehouse during demolition of partial wall for the construction of new entrance door. The work area is to be cleaned on a daily basis and excess/demolished materials

JLSS 17-0003 FEB 2017 Page 10 are to be removed from Pittsburgh ARS to an approved landfill as part of this contract in Contractor provided containers/trucks/trailers. Contracting Officer Representative, Bioenvironmental, and/or safety may inspect construction activities to assess building conditions. If conditions are found to be unsafe/unhealthful, the Contracting Officer will order the Contractor to immediately stop work and take corrective action. The Contractor shall perform corrective actions at no additional cost to the government.

The Contractor shall, to the greatest extent possible, schedule abatements (asbestos/lead base paint), as well as excessive noise and/or dust producing activities, for periods when the building is not occupied by Government employees.

Since the project will be over 5,000 square feet, Contractor must follow Pittsburgh Erosion and Sediment Control Plan (see attachment 5).

D. Contractor Responsibilities. Verify all existing conditions, dimensions, and assemblies. Include necessary exploratory work to verify concealed components.

Repair and patch exploratories as necessary.

E. Coordination of Work: Coordinate all aspects of the design with contiguous assemblies, systems, and conditions.

F. Schedule. Provide a Work schedule showing area to be worked in, dates of work, and estimated time for completion of the project. Submit schedule to the CO for approval and coordination. Coordinate proposed schedule 7 days in advance of work to be accomplished with the Construction Manager, who will make arrangements with the using agency. Work is to be performed to the satisfaction of the CO.

G. Contracting Officer’s Technical Representative. The Base Civil Engineer, 911 Airlift Wing, or his designated representative, is designated the Technical Representative of the CO for the purpose of technical supervision, inspection, and acceptance of services to be rendered under this contract.

H. Construction On-site Start. The Government must specifically approve, in writing, any on–site construction activities or ordering of materials to begin before Government approval of the 100% design documents.

I. Storage on Site. Submit proposed location for material storage/staging/job trailer.

Do not block access or roadways around the facility.

J. Construction Specifications. The following specifications will be followed by the Contractor during all construction work.
