JOINT RESERVE BASE

STATEMENT OF WORK
Requirement: Perform maintenance / repair / replacement on eleven (11) Air Force emergency generator systems to provide stable back-up power to critical facilities.
Project # DDPM190016
1. GENERAL:
SECTION I.
DESCRIPTION OF SERVICES
1. Overview. The contractor shall provide all, tools, supplies, equipment and labor necessary to perform the preventive maintenance, inspection, testing, or replacement of generators, Automatic Transfer Switch (ATS) systems, and fuel systems at the 301st Fighter Wing in a manner that will ensure their serviceability and reliability. The contractor shall follow the recommendations in set forth in Air Force Instruction (AFI) 32-1063, and Engineering Technical Letter (ETL) 13-4 (18 November 2013): Standby Generator Design, Maintenance, and Testing Criteria and the applicable provisions of the Code of Federal Regulations (CFR), Title 40, Chapter I, Subchapter C, Part 60, Subpart IIII.
1.1. Emergency Generators: The contractor shall provide one time operation and maintenance for eleven (11) electrical power generating sets including accessories and related equipment such as breakers, switches, automatic switchgear, controls, engines, fuel tanks and piping. (See Attachment 3, Tables 1 and 2 for quantities and equipment locations).
1.2. Generator and ATS Inspection/Testing/Exercising: The contractor shall inspect, test, and exercise emergency power generating systems IAW procedures outlined in ETL 13-4, Standby Generator Design, Maintenance, and Testing Criteria and the applicable provisions of the Code of Federal Regulations (CFR), Title 40, Chapter I, Subchapter C, Part 60, Subpart IIII, which depending on generator location and age, may require operation and maintenance of generators in accordance with the manufacturer's written instructions.

1.2.1 Automatic start and transfer panels must be tested by interrupting normal electrical service. An actual power outage must be simulated; e.g., via an open main circuit breaker, primary fuses to distribution transformer. The contractor shall verbally notify the BCE immediately of any defects or malfunctions identified during tests or exercises. The contractor shall provide ample notification to facility managers prior to bringing generators on line.
1.3. Section Not Used
1.3.1. Generator Maintenance and Service Requirements: Accomplish generator inspection, maintenance, and service actions and schedules IAW manufacturers’ requirements/ recommendations, and applicable Air Force Technical Orders. (See Attachment 3, Table 1 for quantities and equipment locations, and Attachment 4, MAS #1 outlines a guide for performing maintenance and service).
1.3.2. The Generators and ATS Inspection and Testing. The contractor shall inspect and test all eleven (11) generators, and test the transfer switch capabilities in accordance with ETL 13-4 (18 November 2013). (See Attachment 3, Tables 1 and 2 for quantities and equipment locations)
1.4. This Section Not Used.
1.5 Inspection and Testing Records: The Contractor shall maintain records of all inspections and tests for each generator IAW ETL 13-4, Emergency and Standby Generator Design, Maintenance, and Testing Criteria, and Contractor will record all generator runtimes on Generator Operating Log (Inspection Checklist). (See paragraph 2.2, SDS3) Contractor will submit a Records/Reports IAW TE-3A1, (See Attachment 3, Table 1 for quantities and equipment locations).
1.6. Training Government Personnel: N/A
1.7 Generator Fuel: Fuel for generators shall be Government furnished.
1.10. Generator Maintenance.
1.10.1. The contractor shall perform preventive maintenance and service actions on all generators IAW ETL 13-4, Emergency and Standby Generator Design, Maintenance, and Testing Criteria, manufacturers’ requirements and recommendations, and applicable Air Force Technical Orders. This includes, but is not limited to, oil changes; filter inspection/replacement, engine coolant inspection/replacement, and/or any other required maintenance actions IAW the aforementioned references. Refer to paragraph
2.2. Table of required services.

1.10.1.1. The contractor shall exercise due care and diligence in the handling of waste oils, coolants, and oil saturated materials. The contractor will dispose of the aforementioned materials IAW with Texas State law.
1.10.3. The contractor shall perform fuel filtering on each of the installations generators.
This process removes accumulated water and other impurities in the individual fuel tanks.
1.11. Extraordinary Service and/or Repair.
1.11.1. In the event of a major repair to one or more of the eleven generators on the installation, the contractor will contact the individuals in para 2.0. prior to commencement of the extraordinary service and/or repair. The provisions noted in para 3.3. apply.
1.12. Scheduling of Generator Inspections, Testing, and Service
1.12.1. See Attachment 5 for the proposed schedule of inspections, testing and service.
1.13. Reports
1.13.1. As per this SOW, the contractor shall use the Generator Operating Log (Inspection Checklist) to document all required actions performed on the generators.
The contractor shall submit the completed Generator Operating Log to Government representative responsible for this contract. The Generator Operating Log shall document all test results including a record of conditions found, any repairs performed, recharging, and all replacement parts used. A copy of the completed inspection results including all records, documents, shall be signed by the contractor and provided to the Government within two (2) days upon completion .
1.14. Contract Manager
1.14.1. The contractor shall provide an alternate/s that shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The alternate/s shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer, prior to contract performance. The contractor, and/or alternate shall be available within one business day during normal duty hours to meet by phone or on the installation with Government personnel designated by the contracting officer to discuss problem areas.

1.2. Facility Generator Maintenance / Repair Requirements
1.2.1 Building 1650
1.2.1.1. Contractor to perform complete service maintenance, inspection and operational check on generator set. To include but not limited to replacing oil, oil filter, air filter, and fuel filters; flushing coolant system; replacing coolant; pressure testing radiator cap; replacing all belts; testing battery; inspecting exhaust system;
charging system operation; block heater operation; testing electrical components, gauges, switches, breakers, wiring, frequency, fuel tank, and fuel delivery system.
1.2.1.2 Contractor shall perform a generator load test using a load bank in accordance with the specifications in UFC 3-540-07, C-3.4.2 Quarterly EAID Testing
1.2.1.3 Contractor shall install a remote start module for automatic emergency backup power
1.2.1.4 Contractor shall replace existing 60-amp 3-pole manual transfer panel with a new 4 pole (neutral switching) 60 amp automatic transfer panel. In accordance with Air Force Instruction 32-1062, Section 6.7.1 ATS or MTS. Replace all solid neutral (3-phase, 3-pole) ATSs with Switched neutral (3-phase, 4-pole) ATSs whenever the existing generator or ATS is replaced.
1.2.1.5 Contractor shall record maintenance and repairs on AF Form 487, and provide a separate detailed report of all maintenance performed, inspection results, repairs completed, test results, and a list of suggested actions and repairs.
1.2.2 Building 1654
1.2.2.1. Contractor to perform complete service maintenance, inspection and operational check on generator set. To include but not limited to replacing oil, oil filter, air filter, fuel filters, flushing coolant system, replacing coolant, pressure testing radiator cap, replacing all belts, testing battery, inspecting exhaust system, charging system operation, block heater operation, electrical components, gauges, switches, breakers, wiring, frequency, fuel tanks, and fuel delivery system.
1.2.2.2 Contractor shall perform a generator load test using a load bank in accordance with the specifications in UFC 3-540-07, C-3.4.2 Quarterly EAID testing.
1.2.2.3 Contractor shall complete the maintenance actions for the ATS according to UFC 3-540-07 D-9 ATS Maintenance. If repairing the ATS is not economically feasible Contractor will install (with contracting officer approval) Contractor shall replace existing 100-amp 3-pole ATS with a new 4–pole (neutral switching) 100-amp automatic transfer panel. In accordance with Air Force Instruction 32-1062, Section
6.7.1 ATS or MTS. Replace all solid neutral (3-phase, 3-pole) ATSs with switched

1.2.4 Building 1700

To include but not limited to replacing oil, oil filter, air filter, fuel filters, flushing coolant system, replacing coolant, pressure testing radiator cap, replacing all belts, testing battery, inspecting exhaust system, charging system operation, block heater operation, electrical components, gauges, switches, breakers, wiring, frequency, fuel tanks, and fuel delivery system.
1.2.4.2 Contractor shall perform a generator load test using a load bank in accordance with the specifications in UFC 3-540-07, C-3.4.2 Quarterly EAID testing.
1.2.4.3 Contractor shall complete the maintenance actions for the ATS according to UFC 3-540-07 D-9 ATS Maintenance.

1.2.5 Building 1776
1.2.5.1. Contractor to perform complete service maintenance, inspection and operational check on generator set. To include but not limited to replacing oil, oil filter, air filter, fuel filters, flushing coolant system, replacing coolant, pressure testing radiator cap, replacing all belts, testing battery, inspecting exhaust system, charging system operation, block heater operation, electrical components, gauges, switches, breakers, wiring, frequency, fuel tanks, and fuel delivery system.
1.2.5.2 Contractor shall perform a generator load test using a load bank in accordance with the specifications in UFC 3-540-07, C-3.4.2 Quarterly EAID testing.

1.2.7.4 Contractor shall extend one (1) 20amp, 120-volt emergency power circuit from current Advantor panel to new simulator Advantor panel. The circuit will be about 80’ long, secured in EMT, and run in a controlled access area. The contractor will need to coordinate with the project manager and facility manager to schedule access to the area.
1.2.8 Building 4111
1.2.8.1. Contractor to perform complete service maintenance, inspection and operational check on generator set. To include but not limited to replacing oil, oil filter, air filter, fuel filters, flushing coolant system, replacing coolant, pressure testing radiator cap, replacing all belts, testing battery, inspecting exhaust system, charging system operation, block heater operation, electrical components, gauges, switches, breakers, wiring, frequency, fuel tanks, and fuel delivery system.
1.2.8.2 Contractor shall install exhaust pipe from generator through access sleeve in wall to facility exterior and cap with rain cap.
1.2.8.3 Contractor shall install a hard pipe fuel tank vent from generators internal fuel tank to exterior of facility through wall and finish with a vent cap.
1.2.8.4 Contractor shall run new conductors sized according to NEC from the generator to the ATS.
1.2.8.5 Contractor shall install 8 new vibration pads under the generator base.
1.2.8.6 Contractor shall replace the current ATS with a new 100 amp ATS in accordance with Air Force Instruction 32-1062, Section 6.7.1 ATS or MTS;
replace all solid neutral ATS with switched neutral (single phase, 3-pole) ATS whenever the existing generator or ATS is replaced.
1.2.8.7 Contractor shall perform a generator load test using a load bank in accordance with the specifications in UFC 3-540-07, C-3.4.2 Quarterly EAID testing.
1.2.8.8 Contractor shall record maintenance and repairs on AF Form 487, and provide a

1.2.9.1. Contractor shall replace current 15 KW 240/120V generator set with new 15 KW 240/120V unit. To include new conductors run to ATS, exhaust, and anti-vibration pads. New unit will include a self-contained fuel tank with a minimum run time of 72 hours. A sample of acceptable generator specs / type would be the Generac SDO15 Industrial Diesel Generator Set or Onan model DSKAB-1403332.
1.2.9.2 Contractor shall replace the current ATS with a new 100 amp ATS in accordance with Air Force Instruction 32-1062, Section 6.7.1 ATS or MTS.
Replace all solid neutral ATS with switched neutral (single phase, 3-pole) ATS whenever the existing generator or ATS is replaced.

1.2.9.5 Contractor shall return the ATS to the government.

1.2.9.7 Contractor shall complete the maintenance actions for the ATS according to UFC 3-540-07 D-9 ATS Maintenance.

1.2.10 Building 4141
1.2.10.1 Contractor shall replace current 15 KW 240/120V generator set with new 15 KW 240/120V unit. To include new conductors run to ATS, exhaust, and anti-vibration pads. New unit will include a self-contained fuel tank with a minimum run time of 72 hours. A sample of acceptable generator specs / type would be the Generac SDO15 Industrial Diesel Generator Set or Onan model DSKAB-1403332.

1.2.12.6 Contractor shall record maintenance and repairs on AF Form 487, and provide a

SECTION III.
GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.0. EQUIPMENT: There will be no Government Furnished Equipment or tools.
3.1. Lubricating Oils. Follow the engine manufacturer's recommendations for the type and grade of oil as closely as possible. Lubricating oils satisfying minimum requirements of military specifications MIL-L-2104, Lubricating Oil, Internal Combustion Engine, Combat/Tactical Service, and MIL-L-46167, Lubricating Oil, Internal Combustion Engine, Arctic, are acceptable for many diesel engines, but may not be adequate for some high-speed engines. Confirm the suitability of military specification lubricating oils with the engine manufacturer before use.
3.2. Other Materials. The contractor will supply all filters, belts, coolant, oil, and other various minor repair and maintenance items.
3.3 Major Repairs/Maintenance. In the event of a major maintenance, the Government will solicit and evaluate bids from multiple supply sources for the required repairs.
SECTION IV
GENERAL INFORMATION

PART II - PRODUCTS
2.1. MATERIALS:
2.1.1. All material selected to accomplish this Statement of Work shall be of good quality and intended for Commercial use. Items shall be of the proper type, size, and material for the use intended.
2.1.2. Contractor Furnished Materials: The Contractor furnished materials shall include all associated equipment and appurtenances required for performing the work in accordance with the equipment manufacturer’s literature.
PART III – EXECUTION
3.1. WORK REQUIREMENTS:
3.1.1. Scheduling and Coordination: Before commencing work, the Contractor shall ensure that he/she is complying with the approved schedule, that work commences in accordance with the issued Notice to Proceed, and that work is coordinated with the assigned CSR. The Contractor shall further determine that all required notices have been given and permits obtained.
3.1.2. Scheduling and Sequence of Work: The work shall be performed in such a manner as to minimize interference with the normal daily work of the Government activity. Prior to beginning work, the Contractor shall meet with the CSR so that the planned sequence of work and/or schedule may be reviewed and approved.
3.1.3. Interruption of Utilities Services: Interruptions shall be kept to a minimum and may only occur at such times and duration as approved by the CO. All utility interruptions shall be reviewed and accepted by the CSR before approval is provided. Currently NAS JRB Public Works requires fourteen (14) days prior notification for a Utilities (Water, Gas, and Minor Power) Shutdown. Major Power Outages require twenty-eight (28) days prior notification.
3.1.4. Material, equipment, tools, and workers shall be scheduled on the site in a timely manner to avoid delay in work. Items of material shall be inspected to make certain they are
13 | P a g e in compliance with the specifications and are free from defects and damage.
3.1.5. Measurements: Before construction begins, contractor will obtain all field measurements necessary and verify all measurements.
3.1.6. Existing Work: The Contractor shall take measures to protect any existing work or property belonging to the Government, which is to remain in place in the work area. The Contractor shall be responsible for repairing or replacing any Government property that is damaged during the performance of the contracted work. Failure to do so shall result in the Government withholding contract funds in order to effect required replacement or repairs.
3.1.7. Facilities: The Contractor shall protect electrical and mechanical services and utilities.
Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities.
3.1.8. Dust and Debris Control: The Contractor shall prevent the spread of dust and debris to the surrounding buildings and avoid the creation of a nuisance or hazard in the surrounding area. Non-hazardous debris resulting from the work being performed shall be cleaned up daily.
3.2. PERFORMANCE:
3.2.1. Workmanship: Skilled personnel shall execute in a careful, neat, and proficient manner and in compliance with accepted trade practices and prevailing industry standards. All work, including any required design, shall be executed in accordance with OSHA standards, and specifically 29 CFR 1910 and 29 CFR 1926. All work on this contract shall comply with all Local, State, and Federal Environmental Laws.
3.2.2. As used herein, “replace” means provide new materials to replace existing or missing materials.
3.2.3. Minor Materials and Work: Minor materials and work not specifically mentioned herein but necessary for the proper completion of the specified work shall be furnished without additional cost to the Government.
3.2.4. Unforeseen Major Repairs: Should deteriorated materials of a major nature be uncovered in the course of the work, it shall be brought to the attention of the CO and CSR.
Repairs shall be made as directed by the CO, in writing, and an adjustment will be made in contract price in accordance with the terms of the modifications.
3.3. REQUIRED FINAL SUBMITTALS:
3.3.1. Per UFGS 01 78 00, Section 1.7.1, The Contractor shall “assemble approved information in a binder and turn over to the Government upon acceptance of the work.” The Government will also accept electronic versions of the warranty binder. Binder or CD label should include Building Number, Contract Number, and Contract Name. Binder or CD shall contain the following items:

3.3.1.1. Name of the item(s)
3.3.1.2. Model and serial numbers
3.3.1.3. Location where installed
3.3.1.4. Name and phone numbers of manufacturers or suppliers
3.3.1.5. Names, addresses, and telephone numbers of sources of spare parts
3.3.1.6. Warranties and terms of warranty. Include one-year overall warranty of construction, including the starting date of warranty of construction. Items which have extended warranties must be indicated with separate warranty expiration dates.
3.3.1.7. Cross-reference to warranty certificates as applicable
3.3.1.8. Starting point and duration of warranty period
3.3.1.9. Summary of maintenance procedures required to continue the warranty in force.
3.3.1.10. Cross-reference to specific pertinent Operation and Maintenance manuals.
3.3.1.11. Organization, names and phone numbers of persons to call for warranty service.
3.3.1.12. Typical response time and repair time expected for various warranted equipment.
3.3.1.13. All Operation & Maintenance manuals
3.3.1.14. All preventative maintenance plans
3.3.1.15. All Load testing reports
PART IV: OTHER REQUIREMENTS
4.1. SCHEDULE:
The Contractor shall provide a Construction Schedule for CO approval. Work will be accomplished during normal Base operating hours, approximately 0730-1630 hours, Monday- Friday. No work will be scheduled on weekends without prior written approval by the CO, and concurrence of the CSR.
4.2. IDENTIFICATION OF EMPLOYEES:
The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the Work to display, identification as approved and directed by the CO.
Prescribed identification shall immediately be delivered to the CO upon release of any employee. All Contractor and Sub-Contractor personnel shall wear identifying markings on hard hats clearly identifying the Company for whom the employee works.
4.3. JOB SITE TOOLS AND EQUIPMENT:
All hand tools and equipment shall be maintained in good working order and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations.
4.4. SANITATION:

Government toilet facilities shall be available to Contractor personnel.
4.5. CLEANUP:
At the end of each Working day, the Contractor shall clean up the Work Site by the removal of all construction debris, waste materials, packaging material, and the like. Cleanup of the Work Site shall include the construction site and any other adjacent areas that have been affected. Any dirt or mud which is tracked on to any Base street, parking area, sidewalk, patio, or driveway shall be cleaned away daily.
4.6. OCCUPATIONAL SAFETY:
The Contractor shall be subject to No Notice Inspections under Occupational Safety and Health Act (OSHA) Program by Inspectors of the Department of Labor.
4.7. GENERATED REFUSE:
The Contractor shall take positive action to prevent Work generated refuse from entering the sewer system. The Contractor shall use contractor provided approved waste containers. All refuse and waste material shall be hauled in trucks with tight fitting beds and covers to prevent spillage on roadways. The Construction Site shall be kept neat, orderly, and safe for Workmen at all times.
4.8. RECYCLABLE MATERIAL:
The Contractor shall recycle all metals removed at either the NAS JRB Fort Worth, Texas recycling center or an off-base recycling center. The amount of recyclable material and solid waste from demolition operations shall be documented on a Waste Tracker Form and submitted to the CO at the conclusion of the project.
4.9. SCHEDULE OF SUBMITTALS:
Contractor Furnished Materials. The Contractor shall submit to the CO for approval a detailed list of the Manufacturer’s data on the Contractor furnished materials. The CO may request Drawings and Descriptions indicating the quality and fitness for the intended application. The Contractor shall provide submittals per attached schedule to the CO for approval including but not limited to the indicated items.
4.10. SITE VISITATION:
Prior to submitting proposals, it is highly recommended that prospective contractors visit the site in order to satisfy themselves as to the nature of the project site, details, character, and amount of work to be accomplished. The Contractor is responsible for the verification of all statement of work details, critical measurements, drawing specification and dimensions, etc., 16 | P a g e prior to preparation of their proposal, ordering of materials, and execution of work. Failure to attend a site visit shall not relieve the contractor of responsibility for being knowledgeable of those conditions that can only be readily observed by attending a site visit.
Site visitation may be arranged by the CO.
4.11. SECURITY REQUIREMENTS.
4.11.1. Physical Security: The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured, and utilities turned off or set for conservation.
4.11.2. Escorting: maybe necessary due to the nature of the generator locations, the Government will escort the contractor as required while they are directly performing the work IAW this SOW. It is the contractor’s responsibility to schedule their visits to facilitate the testing.
4.12. Contractor Personnel.
4.12.1. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately owned vehicle while NAS JRB Fort Worth.
4.12.2. Employee Restrictions: The Government reserves the right, under this agreement to restrict the employment of any employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, or general well-being of operations mission of the installation and its population.
4.12.3. Traffic Regulations: Contractor shall abide by all traffic regulations according to Air Force Instruction 31-218(I)
4.12.4. Base Passes: The contractor shall be required to comply with all security and safety clearances that are enforced at NAS Fort Worth JRB. All contractors’ personnel requiring access to NAS Fort Worth JRB shall be required to obtain base vehicle passes.
4.12.5. Mandatory Seatbelt Requirement: The use of seatbelts by all vehicle operators and passengers is mandatory on Base.
4.12.6. Cell Phone Usage: The use of cellular telephones without using a “hands-free” device while driving on NAS Fort Worth JRB is prohibited.
4.12.7. Compliance with Applicable Federal, State and Local Requirements: In performing work under this contract, the Contractor shall comply with all applicable federal, state, and local statutes, ordinances, laws and regulations.

4.13. TIME OF COMPLETION:
The Contractor shall submit a planned performance period for review and acceptance by the Government.
