FA6675-16-R-0009 Replacement of HVAC Controls System at B1700 RFI Q&A #1
Q1.What is the existing control system, because it is required to communicate/integrate with the replacement system?
A1. The existing HVAC Control System is Johnson Controls Metasys.
Q2. Is it open protocol (BACnet) or proprietary?
A2. The existing HVAC Control System is open protocol (BACnet).
Q3. What product is used? JCI, Siemens, Schneider Electric, TAC, etc.?
A3. The product used is JCI (Johnson Control Industries).
Q4. What brand is the front end EMCS?
A4. The brand of front end EMCS is Johnson Controls Metasys version 7.0 software.
Q5.Will the boxes be the same size as what is in place now?
A5. Yes. The VAV boxes will be sized the same as before.
Q6. Will we be required to Demo existing controls at the VAV boxes and at the
Air Handlers units?
A6. The controls shall be removed along with the VAV boxes. The controls at the Air
Handlers shall be demoed and removed.
Q7. Can we re-use existing control cabinets?
A7. Yes. The Contractor can use the existing control cabinets.
Q8. Is there a required integration to the existing chiller? There is not anything in place now.
A8. No. Integrating to the existing 112-Ton Carrier Aqua Snap Chiller is not necessary.
Q9. What platform/protocol will the building be monitored? Networked to the Navy how? What requirements are there to be in place?
A9. The platform/protocol for Building 1700 shall be DSL. It is networked to the Navy via
DSL modem. The requirement would be to integrate into the existing Johnson Controls
Metasys system.
Q10. We would be replacing all valves and actuators for the VAVs and the Air
Handlers units. Is this the expectation for all bidders?

A10. Replacement of the valves and actuators for the VAVs is required and expected for all bidders.
Q11. Is there a requirement for a new workstation in place of the one there now in room 240?
Is this provided by the base or by Contractor?
A11. Yes. There is a requirement for a new workstation in place of the one there now in
Room 240. However, it shall be a laptop computer instead of the current desktop version. This laptop computer shall be supplied by the Contractor.
