NAVAL AIR STATION

JOINT RESERVE BASE FORT WORTH, TX

March 3, 2016

STATEMENT OF WORK

REPLACE HVAC CONTROLS AND VARIABLE AIR VOLUME (VAV) BOXES AT

BUILDING 1700 LOCATED AT NAS JRB FORT WORTH, TEXAS.

PROJECT # DDPM 16 0012

OVERVIEW:

Repair all existing HVAC control systems, sensors, and VAV boxes at B1700 by replacing with new DDC controlled system, replacement of all temperature & pressure sensors, replacement of all standard and fan powered VAV boxes, and run a Test & Balance of the entire B1700 HVAC system. New HVAC control system shall be remotely connected via DSL line and fully interfaced to existing Navy Energy Management Control System (EMCS).

SCOPE OF WORK:

All approvals and coordination for this scope of work shall be handled by the Contracting Officer (CO). The Contractor is to provide all equipment, material, and labor to perform the following scope of work to repair existing HVAC Control systems, sensors, and VAV boxes for HVAC at Building 1700 by replacing with new DDC controlled system plus more as listed below.

1. Repair HVAC control system at B1700 by replacing it with a new control system equipped with DDC controls. Connect new HVAC Control System remotely via DSL line to existing Navy Energy Management Control System (EMCS). Current B1700 chiller is rated at 102 Tons and was recently replaced in 2013.

2. Inspect and assess the HVAC system in its entirety to determine inoperative and incompatible HVAC components and systems and to then repair and/or replace those items. The contractor shall recommend any corrective actions for proper operation of HVAC system and proper distribution of controlled/conditioned air. Replace HVAC Emergency Shutoff Switch to update system.

3. The contractor shall submit a report of findings of the inspections and assessment.

Submit in detail recommended corrective actions for government review and estimated probable cost to implement the recommended corrective actions.

4. Replace a total of forty three (43) VAV boxes that include fifteen (15) standard VAV Boxes and twenty-eight (28) Fan Powered VAV Boxes. Exact number of either type of box or their location may vary depending upon the Inspection and Assessment of the system (Reference Drawings 1 & 2 for VAV box locations).

5. Test & Balance HVAC system for the entire 2-story building. Building 1700 is two story administrative building that was constructed back in the year 2000 and measures 34,616

Page | 2 gross square feet (SF) according to NAS JRB Fort Worth, TX real estate records.

Note: B1700 was constructed using the Metric System; therefore, the contractor shall keep this in mind during the initial assessment of current HVAC System.

6. The Contractor shall provide training to Government employees.

7. The Contractor shall provide four (4) sets of O&M Manuals for equipment installed.

8. The Contractor shall provide adequate number of software licenses to the government if required.

9. The Contractor shall provide detailed description of the as built system.

Following is a brief description of existing HVAC system. It is contractor’s responsibility to validate and verify.

This building is primarily conditioned by two variable-air-volume units designated AHU-1 and AHU-2. AHU-1 serves the first floor and AHU-2 serves the second floor. Each AHU consists of mixing box, filter, hot water heating coil, chilled water cooling coil, and supply air fan equipped with a variable frequency drive (VFD). Both AHUs utilize the mechanical room as a return air plenum. AHU-1 provides 55 tons of cooling and 670 mbh of heating and design supply airflow of approximately 18,700 cfm. Similarly, AHU-2 provides 40 tons of cooling and 395 MBH of heating at a design supply airflow of 12,100 cfm. Each AHU has a dedicated constant volume fan (OAF-1 and OAF-2) to provide ventilation (outside) air.

The air distribution of both AHUS consists of both fan-powered and simple VAV terminal units (and boxes). The fan-powered units are parallel type units (intermittent fan operation) with hot water reheat coils. There are approximately 43 terminal units total of which 28 are fan-powered.

Chilled water is supplied by a single air-cooled reciprocating chiller. The chiller’s capacity is approximately 102 tons and is manufactured by Carrier. Chilled water is distributed to the two AHU cooling coils via a 10-hp base-mounted centrifugal pump. Hot water is provided by a 1000 mbh output gas-fired boiler manufactured by Weil-McLain. Hot water is distributed to the AHU heating coils and terminal heating units via a 3-hp base-mounted centrifugal pump.

Other HVAC equipment includes general exhaust fans for two toilets areas as well as a ventilation fan for the main mechanical room. Domestic water heating is accomplished by two electric water heaters manufactured by State Industries.

HVAC Controls:

The Integrator Control System manufactured by Teletrol Systems Inc. controls both AHU systems, including the terminal units. This system is approximately fifteen years old.

Design control sequences for the AHUs include optimum start/stop, constant supply air temperature control, and static pressure control (for VAVs). The terminal units are controlled by respective zone sensors.

The chiller is enabled/disabled by the AHU control system. Once enabled the chiller operates under its own internal controls to maintain a constant set point chilled water

Page | 3 supply temperature. The boiler is manually started and stopped. Per design, the AHU control system resets the hot water supply temperature via control of a three-way mixing valve.

PART II - PRODUCTS

2.1. MATERIALS:

2.1.1. All material selected to accomplish this Statement of Work shall be of good quality and intended for Commercial use. Items shall be of the proper type, size, and material for the use intended.

2.1.2. Contractor Furnished Materials: The Contractor furnished materials shall include all associated equipment and appurtenances required for performing the work in accordance with the equipment manufacturer’s literature.

PART III – EXECUTION

3.1. WORK REQUIREMENTS:

3.1.1. Scheduling and Coordination: Before commencing work, the Contractor shall ensure that he/she is complying with the approved schedule, that work commences in accordance with the issued Notice to Proceed, and that work is coordinated with the assigned CSR. The Contractor shall further determine that all required notices have been given and permits obtained.

3.1.2. Scheduling and Sequence of Work: The work shall be performed in such a manner as to minimize interference with the normal daily work of the Government activity. Certain areas of the facility shall be vacated as necessary, in order for the Contractor to perform the required work. Prior to beginning work, the Contractor shall meet with the CSR so that the planned sequence of work and/or schedule may be reviewed and approved.

3.1.3. Interruption of Utilities Services: Interruptions shall be kept to a minimum and may only occur at such times and duration as approved by the CO. All utility interruptions shall be reviewed and accepted by the CSR before approval is provided. Currently NAS JRB Public Works requires fourteen (14) days prior notification for a Utilities (Water, Gas, and Minor Power) Shutdown. Major Power Outages require twenty-eight (28) days prior notification.

3.1.4. Material, equipment, tools, and workmen shall be scheduled on the site in a timely manner to avoid delay in work. Items of material shall be inspected to make certain they are in compliance with the specifications and are free from defects and damage.

3.1.5. Measurements: Obtain necessary field measurements and verify all measurements before removing any equipment, components, etc.

3.1.6. Existing Work: The Contractor shall take measures to protect any existing work or property belonging to the government which is to remain in place in the work area. The Contractor shall be responsible for repairing or replacing any government property that is damaged during the performance of the contracted work. Failure to do so shall result in the government withholding contract funds in order to effect required replacement or repairs.

3.1.7. Facilities: The Contractor shall protect electrical and mechanical services and utilities.

Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities.

3.1.8. Dust and Debris Control: The Contractor shall prevent the spread of dust and debris to the surrounding buildings and avoid the creation of a nuisance or hazard in the surrounding area. Non-hazardous debris resulting from the work being performed shall be cleaned up daily.

3.2. PERFORMANCE:

3.2.1. Workmanship: Skilled personnel shall execute in a careful, neat, and proficient manner and in compliance with accepted trade practices and prevailing industry standards.

All work, including any required design, shall be executed in accordance with OSHA standards, and specifically 29 CFR 1910 and 29 CFR 1926. All work on this contract shall comply with all Local, State, and Federal Environmental Laws.

3.2.2. As used herein, “replace” means provide new materials to replace existing or missing materials.

3.2.3. Minor Materials and Work: Minor materials and work not specifically mentioned herein but necessary for the proper completion of the specified work shall be furnished without additional cost to the Government.

3.2.4. Unforeseen Major Repairs: Should deteriorated materials of a major nature be uncovered in the course of the work, it shall be brought to the attention of the CO and CSR.

Repairs shall be made as directed by the CO, in writing, and an adjustment will be made in contract price in accordance with the terms of the modifications.

3.2.5. Existing Work: Where existing work is changed or removed, or where new work adjoins, connects to, or abuts existing work, the existing work shall be altered as necessary and connected in a substantial and workmanlike manner. All new work shall match, as nearly as practicable, existing, adjoining, and/or adjacent similar work. Operations affecting existing work shall be conducted with care not to damage work in place, and all existing work damaged by such operations shall be rectified or replaced without additional expense to the Government.

3.3. PROJECT DESIGN DELIVERABLES:

3.3.1. FINAL CONTRACT DRAWINGS

3.3.1.1. Design Drawings and Specifications are a Contract deliverable and submittal requirement. Approved Drawings and Specifications shall become the property of the Government.

3.3.1.2. All Contract Drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of Work to be performed. The Drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Extensive explanatory notes on the Drawings should be held to a minimum or placed in specifications. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. Drawings shall be delivered in hard copy, standard black line quality paper, at the conclusion of the construction project. All Review Drawings and Corrected Final Drawings shall be half size (11” x 17”).

3.3.1.3. The Contractor shall be allowed to work as their own in-house design architect for the purpose of this design deliverable.

3.3.1.4. The Contract will not be required to disclose the name of their Design Manager for the purpose of this design deliverable.

3.3.1.5. A Background File shall be made available by the Government to the Awarded Contractor for use in preparing the overall Design Drawing Submittals post contract award.

3.3.2. DRAWING STANDARDS

3.3.2.1. Drawings shall be prepared on AutoCAD 2015 or compatible format. Two (2) hard copies of all Drawings shall be provided to the Contracting Officer (CO) for review.

When the Design Drawings are accepted, the Construction Contractor may then begin construction while the As-Constructed Drawings are being developed with Base Civil Engineer (BCE) approval. Four (4) hard copies of As-Constructed Drawings shall be submitted to the Government upon completion of Construction and shall be reviewed for accuracy. Upon approval, the Construction Contractor shall provide Four (4) electronic versions of the As-Constructed Drawings on AutoCAD 2015 or compatible format, and as .PDF to the Government on CD/DVD. The Drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Extensive explanatory notes on the Drawings should be held to a minimum. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible.

Note: All measurements, dimensions, and materials identified or described by the Government is for reference purposes only and need to be field validated by the Contractor.

3.3.3. OPERATION AND MAINTENANCE MANUALS

3.3.3.1. Submit four (4) copies of the operation and maintenance manuals prior to final invoice.

3.3.3.2. Operation and Maintenance Manuals must include manufacturer's standard brochures, schematics, printed instructions, general operating procedures, and safety precautions.

3.3.3.3. Bind information in manual format and grouped by technical sections.

3.3.3.4. Organize data by separate index and tabbed sheets, in a loose-leaf binder. Binder must lie flat with printed sheets that are easy to read. Caution and warning indications must be clearly labeled.

3.4. REQUIRED FINAL SUBMITTALS:

3.4.1. Per UFGS 01 78 00, Section 1.7.1, and the Contractor shall “assemble approved information in a binder and turn over to the Government upon acceptance of the work.” The Government will also accept electronic versions of the warranty binder. Binder or CD label should include Building Number, Contract Number, and Contract Name. Binder or CD shall contain the following items:

3.4.1.1. Name of the item(s)

3.4.1.2. Model and serial numbers

3.4.1.3. Location where installed

3.4.1.4. Name and phone numbers of manufacturers or suppliers

3.4.1.5. Names, addresses, and telephone numbers of sources of spare parts

3.4.1.6. Warranties and terms of warranty. Include one-year overall warranty of construction, including the starting date of warranty of construction. Items which have extended warranties must be indicated with separate warranty expiration dates.

3.4.1.7. Cross-reference to warranty certificates as applicable

3.4.1.8. Starting point and duration of warranty period

3.4.1.9. Summary of maintenance procedures required to continue the warranty in force.

3.4.1.10. Cross-reference to specific pertinent Operation and Maintenance manuals.

3.4.1.11. Organization, names and phone numbers of persons to call for warranty service.

3.4.1.12. Typical response time and repair time expected for various warranted equipment.

3.4.1.13. All Operation & Maintenance manuals

3.4.1.14. All preventative maintenance plans

PART IV: OTHER REQUIREMENTS

4.1. SCHEDULE:

The Contractor shall provide a Construction Schedule for CO approval. Work will be accomplished during normal Base operating hours, approximately 0730-1630 hours, Monday-Friday. No work will be scheduled on weekends without prior written approval by the CO, and concurrence of the CSR.

4.2. IDENTIFICATION OF EMPLOYEES:

The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the Work to display, identification as approved and directed by the CO. Prescribed identification shall immediately be delivered to the CO upon release of any employee. All Contractor and Sub-Contractor personnel shall wear identifying markings on hard hats clearly identifying the Company for whom the employee works.

4.3. JOB SITE TOOLS AND EQUIPMENT:

All hand tools and equipment shall be maintained in good working order and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations.

4.4. SANITATION:

Government toilet facilities shall not be available to Contractor personnel. The contractor shall provide portable toilets at the job site for Contractor personnel.

4.5. CLEANUP:

At the end of each Working day, the Contractor shall clean up the Work Site by the removal of all construction debris, waste materials, packaging material, and the like. All construction waste shall be stored in appropriate size dumpsters, and covered in order to keep contents inside. Cleanup of the Work Site shall include the construction site and any other adjacent areas that have been affected. Any dirt or mud which is tracked on to any Base street, parking area, sidewalk, patio, or driveway shall be cleaned away daily. This clean-up procedure does not apply to the generated universal waste.

4.6. OCCUPATIONAL SAFETY:

The Contractor shall be subject to No Notice Inspections under Occupational Safety and Health Act (OSHA) Program by Inspectors of the Department of Labor.

4.7. GENERATED REFUSE:

The Contractor shall take positive action to prevent Work generated refuse from entering the sewer system. The Contractor shall use contractor provided approved waste containers. All refuse and waste material shall be hauled in trucks with tight fitting beds and covers to prevent spillage on roadways. The Construction Site shall be kept neat, orderly, and safe for Workmen at all times.

4.8. RECYCLABLE MATERIAL:

The Contractor shall recycle all metals removed from B1700 at either the NAS JRB Fort Worth, Texas recycling center or an off-base recycling center. The amount of recyclable material and solid waste from demolition operations shall be documented on a Waste Tracker Form and submitted to the CO at the conclusion of the project.

4.9. SCHEDULE OF SUBMITTALS:

Contractor Furnished Materials. The Contractor shall submit to the CO for approval a detailed list of the Manufacturer’s data on the Contractor furnished materials. The CO may request Drawings and Descriptions indicating the quality and fitness for the intended application.

The Contractor shall provide submittals per attached schedule to the CO for approval including but not limited to the indicated items.

4.10. SITE VISITATION:

Prior to submitting proposals, it is highly recommended that prospective contractors visit the site in order to satisfy themselves as to the nature of the project site, details, character, and amount of work to be accomplished. The Contractor is responsible for the verification of all statement of work details, critical measurements, drawing specification and dimensions, etc., prior to preparation of their proposal, ordering of materials, and execution of work. Failure to attend a site visit shall not relieve the contractor of responsibility for being knowledgeable of those conditions that can only be readily observed by attending a site visit.

Site visitation may be arranged by the CO.

4.11. TIME OF COMPLETION:

Time of Completion shall be determined by the CO at the Notice to Proceed (NTP) meeting.
