PERFORMANCE WORK STATEMENT

FOR

2018 Thunder of Niagara Air Show NFARS Niagara Falls, NY, 14304

9-10 June 2018

PURPOSE

The 2018 Thunder of Niagara Air Show serves more than 100K visitors from the surrounding community and provides the 914 ARW an opportunity to showcase DoD assets and capabilities to the taxpaying public. Additionally, this air show is utilized as a recruiting effort for all aspects of the DoD and helps us foster meaningful relationships between the local community, the local military in Western New York (WNY) and Southern Ontario Canada; including Air Force Reserve Command, Air National Guard, and US Army Reserve. This event is VITAL to the success of our efforts in strengthening community partnerships and increasing local recruiting efforts. Increased manning within our Groups and throughout the Air Force is a high priority and the air show is an exceptional tool to reach out to potential candidates.

PLACE OF PERFORMANCE

These services shall be performed on NFARS Niagara Falls, NY 14304. Vendor will be provided a 914th ARW point of contact for specific bus staging locations and associated information.

PERIOD OF PERFORMANCE

The period of performance for the 60 school type buses will be from 0800 to 1800 on 9-10 June 2018. These buses will drive the following established route:

Beginning at the Summit park mall parking lot, Williams Rd., Niagara Falls, NY 14304, Turn right onto Williams Rd, then Turn right onto Cayuga Drive Extension, then Continue onto Niagara Rd, then Turn left after Tim Hortons (on the right), then make left hand turn into Niagara Falls Air Reserve Station using the Walmore Gate, proceed down Utzig Dr, then Turn left onto Kirkbridge Dr, then turn right on Wagner Dr. and proceed to the marked drop off point. The 60 school type buses will follow the same directions back to the Summit Park mall location to pick up more people and drop off any people returning to their vehicles. These buses should be able to complete this round trip loop in under 25 minutes.

The period of performance for the 8 Motor Coach buses will be from 0700 to 1700 on 9-10 June 2018. These buses will drive the following established route:

Beginning at the Niagara County SPCA parking lot, 2134 Lockport Rd, Niagara Falls, NY, 14304, Head north on Lockport Rd toward Lockport Rd, then turn left onto Entrance Ave, then turn right onto Wagner Dr., and proceed to the marked drop off point. The Motor Coach buses will follow the same directions back to the SPCA parking lot to pick up more people and drop off any people returning to their vehicles. These buses should be able to complete this round trip loop in under 10 minutes.

The period of performance for the 6 Motor Coach buses will be from 1800 to 2330 on 9 June 2018. These buses will drive the following established route:

2 of the Motor Coach buses will begin at the Fuzzy Bison club on the Niagara Falls Air Reserve Station, Niagara Falls, NY 14304 and proceed to Brickyard Pub & BBQ, 432 Center St, Lewiston, NY 14092. They will Head north on McGuire St toward Kinross St, then Turn left onto Utzig Dr, then Turn left onto Kirkbridge Dr, then Turn right onto Wagner Dr, then Turn right onto Entrance Ave, then Turn left onto Lockport Rd, then Turn right onto Joris Ct/Lockport Rd, then Turn right onto NY-265 N, then Turn right onto NY-104 E/Lewiston Rd, then Exit onto NY-104 W/NY-18F N, Brickyard Pub & BBQ will be on the right. These buses should be able to complete this round trip loop in under 45 minutes.

2 of the Motor Coach buses will begin at the Four Points by Sheraton Niagara Falls, 7001 Buffalo Ave, Niagara Falls, NY 14304 and proceed to Brickyard Pub & BBQ, 432 Center St, Lewiston, NY 14092. They will Head northwest on Buffalo Ave toward 69th St, then Turn right onto the I-190 ramp, then Keep left at the fork and merge onto I-190 N, then Merge onto I-190 N, then Take exit 25A for NY-265 toward Lewiston, then Turn left onto NY-265 N, then Turn right onto NY-104 E/Lewiston Rd, then Exit onto NY-104 W/NY-18F N, Brickyard Pub & BBQ will be on the right.

These buses should be able to complete this round trip loop in under 35 minutes.

2 of the Motor Coach buses will pick up attendees from the DoubleTree by Hilton Hotel Niagara Falls New York, 401 Buffalo Ave, Niagara Falls, NY 14303, the Holiday Inn Niagara Falls, 114 Buffalo Ave, Niagara Falls, NY 14303, and the Comfort Inn The Pointe, 1 Prospect Pointe, Niagara Falls, NY 14303 Four Points by Sheraton Niagara Falls, 7001 Buffalo Ave, Niagara Falls, NY 14304 and proceed to Brickyard Pub & BBQ, 432 Center St, Lewiston, NY 14092. They will Head west on Buffalo Ave toward 4th St, then Turn right onto 1st St, then At the traffic circle, take the 2nd exit and stay on 1st St, then Continue onto Niagara Scenic Pkwy, then Use the right lane to take the ramp onto NY-104 E, then Exit onto NY-104 W/NY-18F N, Brickyard Pub & BBQ will be on the right. These buses should be able to complete this round trip loop in under 45 minutes.

DRIVERS

Drivers must be United States citizens and hold a current commercial driver's license in addition to meeting Department of Transportation requirements. Driver names and driver’s license number will be required at least 72 hours prior to arrival to allow for background vetting as required by NFARS. Drivers will be required to present proof of identification upon arrival to NFARS.

VEHICLES

In accordance with 10 U.S.C. 2534, multi passenger motor vehicles used in performance of this contract must be manufactured in the United States or Canada. The contractor shall provide (60) 43 passenger buses that have a Public Address (PA) System and a CD Player. (8) 56 passenger Motor Coach Buses to be used to service our VIP Parking Lot, they will have Air Conditioning (AC), Lavatories, TV Monitors throughout the cabin, DVD Player, and a Public Address (PA) System.. (6) 56 passenger Motor Coach Buses to be used to service our community even located at the Brickyard Pub & BBQ, 432 Center St, Lewiston, NY 14092, they will have Air Conditioning (AC), Lavatories, TV Monitors throughout the cabin, DVD Player, and a Public Address (PA) System. At a time that will be serviced so as to be in proper safe operating condition, the interior and exterior thoroughly cleaned, and air-conditioning. All seats will be supported and padded to optimize rider comfort. Smoking shall not be permitted on the vehicles at any time. The contractor will keep the equipment clean, orderly, and in a good state of repair. The Government may refuse to accept vehicles that are unsafe, unclean, have an offensive odor, or provide unsatisfactory passenger comfort.
