About this file
This document is Amendment 0002 to solicitation FA664326Q0003, issued by the Air Force Reserve Command (FA6643) at Robins Air Force Base, Georgia on July 8, 2026. The amendment modifies the solicitation for Advanced Trauma Training services and extends the quotation due date from July 9, 2026 at 4:00 PM to July 14, 2026 at 2:00 PM ET.
The primary changes include: (1) incorporation of a revised Performance Work Statement dated July 8, 2026 that reduces total estimated annual student workload and throughput; (2) clarification that the Government reserves the right to award on an "all, some, or none" basis, potentially awarding contracts for a subset of Contract Line Item Numbers (CLINs) if total pricing exceeds available funding; and (3) modifications to all seven CLINs reducing quantities across the board—Line Item 0001 from 200 to 150 units, Line Item 0002 from 400 to 200 units, Line Item 0003 from 200 to 150 units, Line Item 0004 from 1,000 to 500 units, Line Item 0005 from 200 to 100 units, and Line Item 0006 from 400 to 300 units. Quotations must be submitted electronically in three parts (Administrative and Pricing Volume, Technical Capability Volume, and Past Performance Volume) and must include pricing for all CLINs at firm-fixed-price unit rates per course seat and monthly program management rates. Award will be made to the responsible offeror receiving a "Pass" rating on both Technical Capability and Past Performance evaluation factors and offering the lowest evaluated price. The contracting officer is Biannica Glay at biannica.glay@us.af.mil.

1) Incorporate a revised Performance Work Statement (PWS), dated 08 July 2026, which supersedes the original PWS in its entirety. The Government may choose to award a contract for a subset of the requested Contract Line Item Numbers (CLINs) if a partial award is determined to be advantageous to the Government or if the total price exceeds available funding.

ADDENDUM TO FAR 52.212-1: Instructions to Offerors
The following instructions are incorporated as an addendum to FAR 52.212-1. Offerors must submit complete quotations in accordance with these instructions to be considered for award.
(l) Government's Rights to Make Partial or No Award.
The Government intends to award a single Firm-Fixed-Price Purchase Order for all Contract Line Item Numbers (CLINs).
However, the Government reserves the right to award on an "all, some, or none" basis. Offerors are hereby advised that the Government may, at its sole discretion:
Award a contract for all CLINs listed in the solicitation.
Award a contract for only a portion of the requirements (i.e., some of the CLINs), if doing so is determined to be in the Government's best interest and within available funding.
Make no award at all.
Offerors are instructed to provide pricing for all CLINs. Failure to price a CLIN may result in that line item being deemed ineligible for award.
1.0 Submission Requirements
Quotations must be submitted electronically via email to the Contracting Officer at biannica.glay@us.af.mil no later than the date and time specified in the solicitation. The email subject line shall read: "Quote Submission: Advanced
.Trauma Training - [Insert Offeror Name]"
The quotation shall consist of three (3) distinct parts, submitted as separate PDF attachments:
PART I: Administrative and Pricing Volume PART II: Technical Capability Volume PART III: Past Performance Volume
2.0 Part I: Administrative and Pricing Volume
1.
2.
3.
4.
1.
2.
3.
Offerors shall submit the following administrative and pricing information:
SF 1449: A completed and signed copy of the SF 1449, including an acknowledgment of any amendments.
Pricing Schedule: Completed pricing for all CLINs (0001 through 0007). The Offeror shall provide a Firm-Fixed- Price unit rate for each individual course seat and a monthly rate for Program Management.
Alternative CLIN Structure (Optional): While the Government prefers the established CLIN structure, offerors are encouraged to propose an alternative CLIN structure if it represents a better value or aligns with standard commercial practices (e.g., volume-based cohort pricing). Any alternative structure must clearly map back to the minimum throughput (approximately 1,500 students) and the six (6) mandatory courses.
Representations and Certifications: Offerors must confirm they have completed their annual representations and certifications via the System for Award Management (SAM.gov) and that their registration is active.
3.0 Part II: Technical Capability Volume
To minimize the administrative burden, the Technical Capability Volume shall not exceed 15 pages. (Note:
The volume must clearly demonstrate Certifications, Teaming Agreements e.g., are not included in the page count) how the offeror meets the mandatory pass/fail criteria outlined in the PWS. Offerors shall provide:
Facility Accreditation: Verifiable proof (e.g., certificates, formal agreements) that all hands-on clinical and simulation training will be performed at an active, verified Civilian Trauma Center in accordance with the attached Performance Work Statement (PWS) para 3.1. If the offeror is not the facility owner, a signed Teaming Agreement or Memorandum of Understanding (MOU) guaranteeing facility access must be included.
Curriculum & Instructor Certification: Documentation demonstrating the capability to deliver the required courses (TNCC, PALS, ATLS, ABLS, ACLS) through instructors holding active certifications from the respective governing bodies (ACS, ENA, AHA, ABA).
JTS Authorization: Verifiable proof that the offeror (or their designated teaming partner) possesses active Joint Trauma System (JTS) authorization to deliver the TCCC Tier 2 curriculum.
CRITICAL INSTRUCTION TO OFFERORS: The quotation shall contain the offeror's best and final offer. The Government intends to evaluate quotes and award a contract without discussions. The offeror is solely responsible for providing clear, concise, and complete information within their submission for the Government to make an objective determination of technical acceptability. The Contracting Officer is not responsible for seeking out, searching for, or otherwise attempting to locate information that is not explicitly provided and clearly referenced within the submission.
4.0 Part III: Past Performance Volume
The Past Performance Volume shall not exceed 5 pages.
Offerors shall provide a brief narrative identifying at least one (1) recent and relevant example of past performance.
Recent is defined as performance occurring within the last three (3) years.
Relevant is defined as a contract involving the delivery of accredited, high-throughput medical or technical training to government or commercial entities.
For each example, provide the Contract/Order Number, Government Agency or Commercial Client Name, Total Value, and a Point of Contact (Name, Phone, Email) for performance verification.
CRITICAL INSTRUCTION TO OFFERORS: The Offeror is solely responsible for providing sufficient, detailed information within their narrative for the Contracting Officer to make an objective determination regarding the recency, relevancy, and quality of the past performance. Failure to provide complete, detailed, and verifiable information may result in the quote being rated as "Fail" (Technically Unacceptable) under this factor, without further inquiry or clarification from the Government.
The Government reserves the right to verify this information utilizing CPARS, FAPIIS, or SPRS.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
ADDENDUM TO FAR 52.212-2: Evaluation Factors for Award
The following instructions are incorporated as an addendum to FAR 52.212-2.
1.0 Basis for Award
The Government intends to award a Firm-Fixed-Price Purchase Order to the responsible offeror whose quote, conforming to the solicitation, represents the best value to the Government, price and technical factors considered.
However, the Government reserves the right to make an award on an "all, some, or none" basis. The Government may choose to award a contract for a subset of the requested CLINs if the total price for all CLINs exceeds available funding, and a partial award is determined to be advantageous to the Government. Any such partial award will be made to the offeror whose quotation provides the best value for the selected items.
The Government will evaluate quotes based on three factors:
Factor 1: Technical Capability Factor 2: Past Performance Factor 3: Price
Award will be made to the responsible offeror who receives a "Pass" rating on both Technical Capability (Factor 1) and Past Performance (Factor 2), and who offers the lowest evaluated price (Factor 3).
2.0 Evaluation Factors
Factor 1: Technical Capability (Pass/Fail): The Technical Capability factor will be evaluated on a pass/fail basis to ensure the offeror meets the Government's minimum requirements. To receive an overall "Pass" rating, the offeror's quote must meet all of the following minimum standards:
STANDARD A - Facility Accreditation: The offeror must provide verifiable proof of active verification and designation as a civilian trauma center in accordance with the attached Performance Work Statement para
3.1. If the offeror is not the facility owner, they must submit a fully executed, signed Teaming Agreement, subcontract agreement, or Memorandum of Understanding (MOU) guaranteeing clinical facility access for the duration of the period of performance.
STANDARD B - Curriculum and Instructor Certification: The offeror must demonstrate the active capability to deliver all six (6) required courses (TNCC, PALS, ATLS, TCCC, ABLS, ACLS) through instructors holding current, valid credentials from the respective governing bodies (e.g., ENA, AHA, ACS, ABA).
STANDARD C - JTS Authorization: The offeror must provide verifiable proof that they (or their designated subcontractor/teaming partner) possess active Joint Trauma System (JTS) authorization to deliver the TCCC Tier 2 curriculum.
Failure to meet any of the above standards will result in an overall technical rating of "Fail" and the quote will be deemed Technically Unacceptable.
Factor 2: Past Performance (Pass/Fail): Past Performance will be evaluated on a pass/fail basis. The Government will evaluate the offeror's record of recent and relevant past performance to assess performance risk.
RECENT: Performance occurring within the last three (3) years from the solicitation release date.
RELEVANT: Performance involving the delivery of accredited, high-throughput medical or technical training.
STANDARD MET (PASS): The offeror provides at least one (1) recent and relevant past performance reference demonstrating satisfactory or superior performance. The Government reserves the right to verify this performance utilizing CPARS, SPRS, FAPIIS, or by contacting the provided references.
STANDARD NOT MET (FAIL): The offeror's past performance record indicates a high risk of unsuccessful performance, or the offeror failed to submit a recent and relevant reference.
Factor 3: Price: The Government will evaluate the total proposed price for fairness and reasonableness. If an offeror proposes an Alternative CLIN Structure under the provisions of the Addendum to FAR 52.212-1, the Government will evaluate the alternative structure to ensure it meets the minimum throughput requirements (approximately 2,500 students) and can be objectively compared to other proposals.
