REPLACE MEPS CARPET

REQUEST FOR INFORMATION

1. QUESTION:

Part 1. The bid documents described the new carpet as Broadloom, however during the site visit it was stated that all rooms except the Ceremony room will require carpet tiles. Please confirm all room will require carpet tile with matching carpet base, except the Ceremony room which will receive broadloom carpet with no base.

Part 2. Please confirm the following colors will apply as stated during the site visit:

Room 105 standard carpet with matching carpet base Room 107 standard carpet with matching carpet base Room 108 standard carpet with matching carpet base Room 109 standard carpet with matching carpet base Room 110 standard carpet with matching carpet base Room 111 standard carpet with matching carpet base Room 112 standard carpet with matching carpet base Room 113 standard carpet with matching carpet base Room 113A standard carpet with matching carpet base Room 113B standard carpet with matching carpet base/Plans do not show this room as receiving new carpet, however it was stated during site visit.

1. ANSWER:

Room 155, 156 and 163 WIll be Tan/Green (Army Themed Color) Room 165 Includes the Marine Gold Footprints.

All other items are as indicated. Specific shades of colors and patterns shall be submitted for approval.

2. QUESTION:

The SOW does not appear to list any basis of design, or product information related to carpet tile, base or broadloom carpet. Please provide the following:

Is there an manufacture specification or equal basis of design?

Is there a prescribed weight or thickness. Typical commercial weight would be at least 26 ounce. As the solicitation written, a company can base its pricing on a very cheap carpet that won’t last.

What size carpet base is required (4” is typical) Please carpet base needs to be bound at the top edge.

Please confirm carpet tiles will be solution dyed nylon.

2. ANSWER:

Attached you will find the AFRC carpet specification.

The minimum weight is 32 Oz The carpet base is 4" as stated in the SOW.

The top edge of the base must be bound Solution dyed meets the AFRC standard and is acceptable. (see guide spec)

3. QUESTION:

On the provided plans, Room 113B is not shown to receive new carpet tiles, and currently has VCT installed. Please confirm comments stated during the site visit that the VCT in room 113B will be removed, and carpet tile/base will be installed.

3. ANSWER:

Yes

4. QUESTION:

The SOW documents state that the existing mastic must be removed prior to the installation of new carpet. Please confirm that the extent mastic removal will be based on manufacturers suggestion, and in the event of dispute, a manufacture representative direction will be the basis.

4. ANSWER:

The removal of the existing mastic will be based on manufactures recommendations with the understanding that the Prime Contractor is responsible for all workmanship. In the event of a dispute, compliance with manufactures instructions will be the basis for dispute resolution.

5. QUESTION:

Aside from clear direction of which rooms are available during normal hours, will the awarded contractor be limited to the amount of rooms available to perform carpet replacement, or can we perform as much work at a time, as our capabilities allow?

5. ANSWER:

Yes. The facility must be able to maintain operation but flexibility will be given on a daily basis based on mission.

6. QUESTION:

Please confirm that 10 pairs of bright yellow in-lay designs (shape of feet) will be required.

7. QUESTION:

During the site visit, we noticed the offices contained a lot of trinkets, Souvenir and other personal items that appear to belong to occupants of the offices. Please confirm that personal items will be removed from offices prior to work being performed.

7. ANSWER: The building occupant will be responsible for securing personnel items and computer systems. Close coordination during scheduling must be maintained as to allow time for removal of such items prior to work performance.

8. QUESTION:

Is there a specified manufacturer or product to be used for the carpet and the base?

8. ANSWER:

There is not a specified manufacturer or product to be used.

9. QUESTION:

What is under the existing carpet?

9. ANSWER:

There is concrete under the existing carpet.

10. QUESTION:

Is a bid bond required?

10. ANSWER:

Yes, at 20% of the bid price.

11. QUESTION:

Is a performance and payment bond required and what is the percentage?

11. ANSWER:

A Payment Bond and an irrevocable letter of credit (ILC) will be required. The payment bond must equal 100 percent of the original contract price and if the contract price increases an additional amount equal to 100 percent of the increase.

If the contract exceeds $150,000 a performance bond is required and must equal 100 Percent of the original contract price, and if the contract price increases, an additional amount equal to 100 percent of the increase. The amount of the payment bond must be no less than the amount of the performance bond.

12. QUESTION:

Will there be a storage area the contractor can use for materials and equipment

12. ANSWER:

The contractor can use a portion of the back parking lot for storage/operat

MEPS MINIMUM CARPET TILE SPECS

AFRC Minimum Carpet Tile spec shall have:

(Note that these exceed the current ETL 07-4 in several categories.)

· Face weight to be 32 ounces or greater

· Density to be 6000 or greater

· Multi-colors (tone on tone acceptable for Lodging use only)

· Tufted or woven

· Cut-and-loop or all-loop

· Medium tones of a color and pattern to conceal stains and traffic wear; in addition:

· Pattern should be non-directional (an organic pattern).

· Pattern must cover approximately 70% of the carpet surface.

· Large bold geometric patterns with definite lines or a design that repeats in a linear pattern should be avoided unless tile can be installed “quarter-turned”, “brick ashlar” or another method other than monolithic.

· Solid colors may be used as accent tiles or borders and are approved for use in Command Suites and Distinguished Visitors’ Quarters in Lodging

· Solution dyed, Type 6 or Type 6, 6 Nylon with soil protection

· Manufactured of environmentally preferable products in accordance with Air Force Instruction (AFI) 32-7080

· Participation in an end of life reclamation or recycle program

· Third party certification in accordance with NSF 140 2007 e sustainable carpet assessment standard at a “gold” level minimum; carpet manufacturer must supply certificate as part of the procurement documentation.

General Installation As stated in the A/E’s building specification, carpet shall be installed in accordance with manufacturer’s recommendations to preserve the integrity of the warranty. Submit a copy of the manufacturer’s standard warranty to the Contracting Officer within the first 60 days of government occupancy. Government is to be beneficiary of the terms of this warranty and eligible for the manufacturer’s end-of-life carpet reclamation program.

During a renovation, the reclamation process of existing carpet is to be determined with potential vendor. A/E will need to address the required documentation regarding reclamation in the project’s building specification. When carpet is replaced, submit certification documentation from the reclamation facility to the Contracting Officer. In addition:

· Low profile transition strips or protective edges must be provided where carpet meets other flooring materials.

· All tiles having a linear pattern shall be installed using the “quarter turned”, “brick ashlar” or any method other than monolithic.

· Green label certified adhesives or alternative installation methods shall be used to eliminate emission of odor and volatile organic compounds (VOCs), such as:

· Dry Adhesives

· Mechanical bonding

· Low-emitting wet adhesives without solvent base
