Dated 17 Feb 14
Commercial Satellite Internet Service Provider for CENTCOM FORWARD HQS (CFH) Joint Security Office (JSO), in support of (ISO) Antiterrorism and Force Protection (AT/FP) computer system program use.
Part I: General
1.0. General: This is a non-personal services contract to provide Satellite Internet Services to end user; the location determined by the United States Government (USG) is Al Udeid AB Qatar. The Internet services will support CFH JSO AT/FP computer systems, while supporting information usage within the Global Distribution Management System (GDMS).
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers, sub-contractors, shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1. Description of services: The contractor shall provide all management support, to include expert analytical and technician help desk telephonic and email support, to provide a reliable commercial satellite internet service that is capable of supporting CFH JSO AT/FP computer system services. The Satellite Internet services will support Global Distribution Management System (GDMS) for CFH JSO AT/FP programs. GDMS is a commercial asset visibility and force protection software program and is an application-based system that uses and relies on internet service. Due to the sensitive nature of the programs, this service must be provided by a US owned and operated technology company.
1.2. Background: USG provides AT/FP assessments and support throughout CENTCOM Area of Responsibility (AOR) while utilizing GDMS software in support of mission requirements. The lack of reliable dedicated communications and increasing requirements for reliable, responsive Satellite internet services at this location create a USG need for a reliable and separate US owned and operated technology commercial Satellite internet provider with capable services in support of daily missions.
1.3. Objectives: Commercial Satellite Internet will improve the CFH JSO AT/FP efforts required for the USG throughout the CENTCOM AOR, as annotated at the military installation (CHF) in Qatar. This PWS describes a performance-based work environment in terms of "what" the required service outputs are rather than "how" the work is to be performed.
1.4. Scope: Contractor shall supply a commercial Satellite Internet service that will continuously provide a minimum of 2048Kbp Upload x 512Kpbs or 2.0 Download (lAW paragraph 1.5) and provide service support to ensure the system remains operational within the normal contractor business hours. The Contractor must provide routine Technical Support to address any issues with equipment or service that may cause services to be interrupted. Technical Support must ensure that any problems that the system encounters can be dealt with urgently, in order to minimize gaps in service. The installation site will have commercial off the shelf (COTS) government furnished equipment (GFE) equipment on hand and installed by Government personnel that is compatible to support the required commercial Satellite internet service.
A. The site-specific internet feed will provide the following:
1. Minimum of Upload and Download Speeds, capability as specified according to location/site in paragraph 1.5
2. The site-specific internet feed will have a dedicated line in accordance with PWS para 1.5.
1.4.1. The contractor shall provide and maintain an operational commercial satellite internet service of not less than 2048 Kbps Upload x 512 or 2.0 Download on a 24-hour basis of operation for the sole purpose of supporting the CFH JSO Satellite internet feed. The Government will reconfirm the specific installation point with the vendor upon contract award.
The site within the location in accordance with para 1.5 will have a dedicated ration of 1:8 internet feed. Contractor shall provide service for 1 location in at CFH Qatar.
1.4.2. Phase-In Period: Upon award, the contractor shall coordinate with the end user at the specific installation location to help support activation of the on hand GFE equipment. Equipment installation and set-up shall begin at the site by USG personnel coinciding with the activation of services. A system test is to be done between USG personnel performing initial set-up and installation with direct help from the contractor providing the internet satellite service to ensure the system is fully operational prior to contract continuation. The initiation of service shall be dictated by the end user. The Government reserves the right to alter the initial period of performance start date as the mission and requirement dictates.
1.4.3. The contractor shall ensure that knowledgeable, qualified personnel are trained and employed to render appropriate telephone and email technical support to the installation site on a normal contractor business hour basis that includes a "Best Effort" type of support during non-business hours.
1.4.4. Telephone technical and email support shall be provided by the contractor within their normal business hours, based on Eastern Standard Times, to the commercial internet service (to include provided equipment) in order to sufficiently correct any stoppage or interruption in service below the required rate of Upload & Download as detailed in paragraph
1.5. For issues of degraded service, the contractor will respond within two (2) hour of notification. For issues of service stoppage/interruption, the contractor will respond within one (1) hours of notification.
1.4.5. On-site support will be provided by USG personnel. If efforts to rectify system issues have not been resolved by USG personnel through telephonic or email support to the contractor, the contractor shall respond with further technical support of replacement components within 48 hours of identification or notification of interrupted or slow service to the end user.
Additionally, telephonic and email support and services provided by the contract, must be done with personnel who are fluent in English and must be able to read and write English.
1.4.6. The contractor shall provide for all resources required to maintain this service at the performance standard required in such a manner as to sustain operability for the agreed upon time period to include repair parts (to replace equipment part failures due to normal wear and operation of the equipment required to conduct repairs).
1.4.7. The contractor shall provide at least 14-day notice prior to any scheduled maintenance and 72-hour notice prior to any unscheduled maintenance.
1.5. Performance Work Statement: Contract will provide service requirements outlined herein:
Item: Total Qty: Descriptions:
1 1 2048Kbps Upload/51 2Kbps Download Service with a contention ratio of 1:8 2 1 Activation Fee must be included or waived
1.5.1. The Government reserves the right to add additional locations beyond those listed, at the same negotiated price per bandwidth, through bilateral modification at a later date. These sites are single point sites dedicated to specific users as determined by the USG.
1.5.2. Date required: 19
February 2014. Service activation is needed upon completion of set-up and configuration.
1.5.3. DELIVERY INSTRUCTIONS. N/A
1.6. Period of Performance: The period of performance for Satellite Internet Service shall be for one (1) base period of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:
Base Period Year: 12 months after the contract award Option Period Year 1: 12 months Option Period Year II: 12 months
1.7. Deliverables:
1.7.1. A monthly report of service will be provided by the contractor to the end user to keep track of the following statistics (at a minimum): Average Kbps rate (by week), amount of time not in service in minutes (by week), detailed reasons for interruption service, and future mitigation of identified problems.
