PERFORMANCE WORK STATEMENT
FOR
PERSONAL WIRELESS COMMUNICATION SYSTEMS
MAINTENANCE AND REPAIR
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, materials, labor, tools, parts, and equipment necessary to perform repair services for Personal Wireless Communications Systems (PWCS) Equipment. Services include non-recurring maintenance for the equipment listed in the Equipment Inventory Listing (Appendix 1). Equipment will be sent from Al Udeid Air Base (AUAB) to an offsite depot for maintenance and repair.
1.1. Maintenance Specification Requirements. The contractor shall perform all services in accordance with the Federal Communication Commission (FCC) and Original Equipment Manufacturers' (OEM) specifications.
1.2. Non-Recurring Maintenance. Non-recurring services constitute repair on equipment on an as needed basis in accordance with the equipment listed on the Price List (Attachment 2). Non-recurring maintenance should be accomplished and shipped back to AUAB within thirty (30) days after contractor receipt of PWCS equipment. The government reserves the right to perform programming and testing on returned equipment. Historical Estimated Workload can be found in Appendix 2.
2. SERVICE SUMMARY. The contractor’s service requirements are summarized into performance objectives that relate directly to mission-essential items. The performance threshold briefly describes the minimum acceptable levels of service for each requirement. These minimums do not relieve the contractor from performing 100 percent of all work requirements. Failure to do so could result in an issuance of unacceptable inspection ratings and/or a Contract Discrepancy Report (CDR). These thresholds are critical to mission success. Work must be accomplished according to the terms, conditions, and specifications stated in the contract.
| PERFORMANCE OBJECTIVE |

3.1.3 Repair all equipment using only OEM parts.
3.1.4 Maintain a Service Depot that is Factory Mutual (FM) certified for repair of intrinsically safe equipment. Service depot needs to be equipped with the proper test equipment to perform vacuum check and pressure testing of ruggedized radios.
3.1.5 Provide depot repair for infrastructure, third-party and subscriber equipment. The program must have capabilities to repair Advanced Encryption System (AES) equipment within 30 calendar days. This ensures maximum turnaround of assets with minimal mission impact.

3.2.2 Non-conforming Services. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights within a reasonable time after the defect was discovered or should have been discovered; and before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
